The meeting was called to order at 8:30 AM by Chairperson Tracy Farrell with members Karl Graham
and Teresa Halpert present. Also present were staff member Sue Kittel and prospective committee
member Nancy Zook. Fernando de Aragón joined the meeting at 9:10 AM.

Tim Logue joined the meeting to discuss the Spencer Road housing project and potential
impacts for vehicular, bicycle and pedestrian traffic. Logue discussed several options
including making the affected portion of Spencer Road a dead end or making it one way
traffic, discussing the benefits and drawbacks of each option. The committee agreed that
there are no obvious or short term solutions for improved pedestrian safety in the area.
Logue also pointed out that there are actually very few accidents in the area because traffic
must necessarily go slowly through the intersection with Stone Quarry Road.

b) Review of Application Forms in Preparation for the 2013 Grant Round
The Committee reviewed the forms used for last year’s entitlement grant round. There was
much discussion about streamlining the form to ensure that applicants provide all the
information necessary for proper scoring and evaluation and that staff is not left with the task
of searching through the narrative to extract the necessary items. Many changes were
proposed. Kittel will draft a revision and seek input from the members via email. The
application forms will be made available to the public on January 8, before the next NI
meeting.
c) 701 Cliff Street ― Property Disposition
Kittel reported on her recent site visit to 701 Cliff St. The City has foreclosed on the property
and will be transferring it to the IURA for disposition. The house is extremely dilapidated and
is such poor condition that it is almost certainly a demolition. After some discussion about
approaching the City to seek permission to demolish the building and use the clear lot for n
affordable housing project using CDBG or HOME funds, it was decided that the IURA would
add this property to the already‐prepared RFP and issue the RFP after the holidays.

V. Old Business
a) Route 13 Pedestrian Crossings ― Update of Project Timeline
Tim Logue described the lengthy process he is engaged in to secure the site control and
cooperation of the railroad to complete preparations for the Rte. 13 Pedestrian Crossing
project. This activity, proposed several years ago, involves pedestrian enhancements at Rte.
13 and Third St. and Rte. 13 and Dey Street. The project is funded through the D.O.T. with
IURA funds committed as the local match. Due to the requirements of the railroad, the project
is now over budget by approximately $250,000. Logue is now seeking funds to pay for this
increased cost. He anticipated construction in the summer of 2014. Based on this schedule,
the IURA could commit their funds in 2013 or 2014 without impacting the project.
b) Staff Updates
Kittel reported that Mutual Housing has now transferred to INHS. This project has been
underway for several years and is now secure as affordable rental housing under the control
of INHS.
