HomeMy WebLinkAboutMN-CPB-2015-04-22CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. April 22, 2015 Present: Co-Chairs: Kane, Rogers Commissioners (4) DaGrossa, LaPadula, Wright, Onyejuruwa OTHERS PRESENT: Common Council Liaison – Kerslick Police Chief Barber Information Management Specialist Day EXCUSED: Commissioner Brower Youth Commissioner Hause CALL TO ORDER: 3:30 p.m. APPROVAL OF MINUTES OF THE March 25, 2015 MEETING: By Commissioner Rogers: Seconded by Commissioner Wright RESOLVED, That the minutes of the April 22, 2015 Community Police Board meeting be approved as published. Carried Unanimously COMMENTS FROM THE PUBLIC: Jamie Hendrix addressed the Board on several topics including Chief Barber’s recent press release with the Ithaca Voice, police involved shootings happening across the country, creating opportunities for community members to meet with the Police Chief each month to have private conversations, vs. the current opportunities in public places, and the upcoming Call to Action meeting on June 24, 2015 at 10:00 am at GIAC that will include a speaker on civilian review boards. REPORT FROM COMMON COUNCIL: Common Council Liaison Kerslick reported that the development of the policy for body cameras will be presented at the June 3, 2015 Common Council meeting. If the Community Police Board has comments or input on it, they are welcome to speak during public comment at the beginning of the meeting. Commissioner Kane noted that she would like to ensure that the policy is balanced and covers citizen rights and concerns and not just the City’s. REPORT FROM THE POLICE DEPARTMENT: The Police Chief reported that he and the Mayor have been meeting with community members over coffee. The vacant Deputy Chief position will be filled soon. There are 5 other vacancies that they are interviewing for. The department has been very busy with trainings, investigations and day-to-day operations. UPDATE ON THE CITIZENS POLICE ACADEMY: Commissioner Onyejuruwa provided an update on the last Citizens Police Academy Session that he attended. The program concluded with a ceremony where a group picture was taken and each participant received a training certificate. As additional academies are held, more information about police operations will be spread through the community by those who participated in the programs. He noted that the program helped him to look at things from a different perspective as he was able to have hands-on experiences like driving a patrol vehicle in a parking lot while trying to operate vehicle equipment such as the computer, radio, and siren. He voiced his appreciation for the amount of administrative work that went into creating the Citizens Police Academy Program. OLD BUSINESS: Outreach materials: Commissioner Rogers distributed the following publications “You and the Law”, and “What to Do When Stopped by the Police” that he found on various websites. He asked the Commissioners to review them to see if any of the material would be useful in creating a brochure that the Community Police Board could share with the public. This topic will be revisited at next month’s meeting. NEW BUSINESS: Update on the Call to Action Meeting at GIAC Commissioner DaGrossa reported that she and Commissioner Onyejuruwa attended “The New Jim Crow” book group meeting. Commissioner DaGrossa noted that she had prepared cards to address the group regarding the duties of the Community Police Board. The group had many questions and she noted that she was glad that there were two Commissioners present to get through all of the questions asked. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner DaGrossa: Seconded by Commissioner Onyejuruwa RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. RECONVENE: The Board reconvened into regular session with no formal action taken. ADJOURNMENT: On a motion the meeting adjourned at 4:55 p.m. Respectfully submitted: Cindie L.
