Whitmore moved, second by Peterson, to approve the December 11, 2009 minutes with
changes as discussed. Motion carried unanimously.

Bohn explained that the main purpose of these modifications is to calculate
accruals for vacation, sick, personal time on a per pay period basis instead of a
per hour basis at the recommendation of the IURA accountant. The Committee
reviewed and discussed the recommendations and suggested several revisions
and clarifications. The Committee compared the IURA vacation benefits to the
City benefits. This item was suggested to be incorporated into discussion of
employee compensation later on in the agenda. It was suggested that all staff
look over these recommendations. Bohn will incorporate suggested changes
and bring this item back to the committee in March.

The committee discussed the proposed amendments and raised several
questions and suggestions. Cummings suggested crafting the health insurance
benefits to provide voluntary incentives for employees to elect alternative
coverage to the IURA-provided health insurance. She suggested this item as an
agenda item for a future meeting. It was also suggested to compare approaches

to health insurance benefits with the Human Services Coalition who has
previously researched this issue. There was also interest in researching the
possibility of offering employees bus passes and car share memberships as the
current free parking benefit unintentionally encourages commuting by personal
car. Staff was asked to incorporate suggested changes and bring the item back
for consideration.
Peterson left the meeting at 9:45 A.M, resulting in the loss of a quorum and end of the
formal meeting.
Meeting Notes:
− Some additional items that were briefly discussed during informal discussion were:
− Policy for how to treat travel time for employee-initiated training when travel occurs
outside of the regular work week
− Incentives for employees to take education classes with credits
− Check with Cornell to see what education benefits they offer their employees
− Request the City Human Resources staff to review the IURA Human Resources Policy
for guidance on best practices.
