City of Ithaca Access Oversight Committee (AOC) minutes
Monday, March 2, 2015, 4:30 PM
Present: chair Rich DePaolo, AOC members Wayles Browne, vice-chair Wies van Leuken,
Michael Brutvan; studio manager Lauren Stefanelli. Excused: Liaison from Common Council
(City of Ithaca) J.R. Clairborne.
01. Call to Order: 4:50 by DePaolo.
02. Agenda Additions and/or Deletions: none.
03. Public Comments: none.
04. Approval Minutes of the November 3, 2014 Meeting: approved without change, 4-0.
05. Access Studio Coordinator Report: presented in writing. Note that the General Conference
for the Church of Jesus Christ of Latter-day Saints will, as in most earlier years though not last
year, be carried live from Salt Lake City April 4 and 5, via an internet link to Syracuse.
Discussion of live streaming: if the Government channel can do it, Public Access and
Educational Access ought to be able to also.
a. Annual Subscriber Fee Report ($0.15/Subscriber/Month Revenues): for next meeting.
b. Maintenance and Repair Report: report attached.
c. Semi-Annual Usage Fees Report showing 2014 receipts & uses (fees paid by producers from
non-participating communities): needs to be checked; for next meeting.
d. Annual Equipment Purchase Report: submitted at the September, 2014 meeting.
e. Recommendations for 2015 Budget: See Attachment 4. We'll start with the Studio’s
renovations and then add computers and other studio equipment later, after consulting with Jim
Blizzard and Mike Brutvan.
f. Recommendations for Facility Improvements: DePaolo: because this renovation
contract is carried out with public money TWC needs to obtain 3 quotes and not just 1 for the
building work (in Attachment 4). The AOC needs to see the actual quotes, not just a summary.
Stefanelli should do this before the next meeting. Note spelling Leigh, not Lee.
06. Member Reports
a. Election of Chairperson, Vice Chairperson and Secretary. The present officers were re-
elected unanimously: Rich DePaolo, chair; Wies van Leuken, vice chair; Wayles Browne,
secretary.
b. Adoption of Meeting Schedule for 2015: the first Monday of each month.
c. Review and award of funding to Educational Institutions: letter was sent out as in
Attachment 3, no replies received as of March 2.
d. AOC's 2013 Equipment Purchase Report to City: this was submitted with the
September, 2014 minutes.
e. 2014 Franchise Fee Reports from City, Town and Village – tabled for next meeting.

07. Old Business
a. Franchise Agreement. DePaolo: Time Warner Cable has not yet gotten back to the
Tompkins County Council of Governments negotiators about the draft franchise presented to
TWC in November.
08. New Business: none.
09. Next meeting: Monday, April 6, 4:30 p.m.

Access Studio Coordinator Report
- Facility Usage Report 2014
Attached are facility and channel 13 usage reports for PEGASYS in 2014 [Attachments 1
and 2]. Notable is the degree to which editing is shifting from the desktop computers to the
laptops, especially the 2 high-speed laptops, mainly because they handle HD video better.
- Channel 15 on-Screen Guide Update
The problem with the labelling of channel 15 on our on-screen guide as “Data Not Available”
has been corrected. It now reads “Government Access.”
- Equipment and Facility Maintenance and Repair
New Entranceway: progress has been halted for the winter. The old entryway is securely
blocked; people have had no problem finding the new entrance, which has no ice issue.
One of our JVC cameras has a wobbly LCD viewfinder and has been sent out for repair. All
the JVC cameras have fold-out viewfinders with menu and selector buttons, which means they
may all get wobbly over time and we need to know how to address it.
- Public Access Producer News
The Tompkins County SPCA is working with me on a new magazine-format show, “Meet Me
at the SPCA.” 8 SPCA staff & volunteers are participating. Show #2 premiered this weekend.
A second Ithaca WRFI radio producer, Bill Chaisson, has started simulcasting his weekly talk
show, “Land and People,” on channel 13 from 4-5pm on Thursdays.
- PEGASYS Awards
We have 29 entrants; and judging was completed on 3/1. Our awards ceremony is scheduled
for Friday March 27. AOC members are cordially invited to attend. Thanks to AOC member
Mike Brutvan for serving as a judge! One of our other judges is Mike Blegen, the A/V instructor
at BOCES, who has promised to start submitting his students’ work to channel 16 soon.
- Institutional Access
County video tech Jim Blizzard successfully tested his video encoder, sending video signals
over the internet from the library and other county buildings, and his house, back to an IP
receiver in the courthouse. This enables him to go live from anywhere there is web access.
I sent out letters to our E and G institutions inviting them to submit equipment funding
requests for 2016. [Attachment 3].
2015 Equipment and Facilities Fund
David Whalen responded to AOC requests made last October/November. He said that PEG
channel live-streaming, a TWC-linked website and web archiving, are web related and not PEG
under the definition and therefore can not be considered.
Building painting/carpeting is approved and included in the 2015 spending plan [Attachment 4].
Giving channel 13 stereo audio, has been approved in concept and given to our video engineer
to research. This will take some time, since true stereo would require Left and Right channels to
stay separate all through the audio chain. I hope to include it in next year’s spending plan.

PEGASYS, the Public, Educational and Governmental Access Television System of Time
Warner Cable, invites you consider using the educational access TV channel, channel 16, and the
government access channel 15, for programming representing your institution. To assist you in
this endeavor, we are able to offer technical assistance and equipment funding.
For more information about this opportunity, please contact me at any of the contacts listed
below. Technical assistance is available at any time. Equipment funding is also available.
Equipment is placed on long-term loan at institutions on a contract basis, which requires the
equipment be used to produce access programming or be returned. Applications for monies to be
spent in 2016 are being accepted through April 2015.
