COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. February 25, 2015

CALL TO ORDER: 3:30 p.m.
DELETIONS TO THE AGENDA:
Item 3 on the agenda: Report from Youth Council – Activities related to Police-
Community Relations was postponed to the March meeting due to unforeseen
circumstances. Apologies were sent from Marty Schrieber for the short notice.
APPROVAL OF MINUTES OF THE JANUARY 28, 2015 MEETING:
By Commissioner Rogers: Seconded by Commissioner Wright
RESOLVED, That the minutes of the January 28, 2015 Community Police Board
meeting be approved as published.

REPORT FROM COMMON COUNCIL:
Common Council Liaison Kerslick reported that the Mayor is planning on nominating
Madeline House for the Youth Commissioner position at the March Common Council
Meeting.
He further reported that a discussion was held at the February City Administration
Committee meeting regarding the Downtown Outreach Worker position. A Resolution is
expected to be considered at the March Common Council meeting. The program will be
evaluated throughout the year and future funding requests will be made during the
annual budget process.
REPORT FROM THE POLICE DEPARTMENT:
Deputy Chief Tyler reported that two new police officers were sworn into office last
month: Officer Michael Meskill and Officer Jospeh Jiminez. Officer Justin Baldessare will
be completing the Police Academy in Syracuse with a large graduation class of 57 men
and women. They are working on hiring two more officers, one male and one female,
and are still waiting on the clearing process for hiring. They will also be making
promotions to fill two lieutenant positions and two sergeant positions which are an
opportunity for growth within the department.
He further reported that the Citizens Police Academy starts tonight and if it is successful,
will be run again in six months. The department received 25 applications and all will be
able to attend this Academy.
Deputy Police Chief Tyler noted that the construction of an IPD satellite office in the
former Lehigh Valley building is going well and the final inspections are taking place
before the dry wall goes up.
He further discussed the value of the establishment of a working relationship IPD has
established with the Syracuse Police Department. The City will be trying out some of the
Syracuse PD initiatives such as “Coffee with the Chief and Mayor”. The Ithaca Police
Department’s new officers attend the Syracuse Police Academy and IPD has been able
to utilize some of their equipment for various situations.
REPORT FROM STAFF:
Information Management Specialist Day reported that Richard Onyejuruwa will be
attending the Citizens Police Academy. Richard was asked to keep the CPB appraised
over the next 8 weeks of the course.
OLD BUSINESS:
APPROVAL OF 2014 ANNUAL REPORT
By Commissioner Brower: Seconded by Commissioner LaPadula
RESOLVED, That the 2014 Annual Community Police Board Report be approved as
published.
Carried Unanimously
The 2014 annual report will be sent to the Mayor, the Police Chief, and Common
Council.
NEW BUSINESS:
Commissioner Kane suggested that the CPB review and discuss the outreach materials
that had been created and submitted by former Commissioner Andrea Levine.
Commissioner Rogers said that he had some of the materials and would bring them to
the next meeting.
Commissioner Onyejuruwa noted that it would be nice to have a meeting room to meet
with people who submit complaints. Deputy Chief Tyler stated that the best way to
access a site is to list and prioritize your needs (ie. have to have, like to have, and
dreams). He also asked if the board could accept grant money or donations to their
budget.
Co-Chairs Kane and Rogers stated that they have not heard back from or received a
final report or video from the Ithaca College students who filmed a recent CPB meeting
and talked with Board Members. Nor have they heard back from the two Ithaca High
School government students who were working with the City Clerk on creating a video
that would highlight the Community Police Board’s role and responsibilities. Information
Management Specialist Day was asked to provide an update for next month’s meeting.
