1. Approve Minutes from last meeting

a. Bike Tourism Expert Visiting Tuesday, 6‐9pm @ Cinemopolis
b. Sidewalk Program Outreach Beginning Soon
c. Eric Hathaway analyzing multi‐year crash statistics
5. Resolution to study 4 way stop at Clinton St. and Plain St.
a. DW‐ BPAC will need to get a resolution from BPW to get staff to study the 4 way stop –
propose voting on something at the next meeting and presenting it to BPW.
6. 5 Year Bike Plan – City is starting internal work on this, we should consider:
a. Priorities for evaluating project ideas – Categories: Policy Design
i. Parking sensitivity – Overcome fear, or work around it creatively
ii. Network focus – projects should be evaluated holistically ‐Connections to
amenities – removal of barriers (one way, etc.)

2. Shopping
iii. Maintenance Schedule – Pavement and Winter, Paint
iv. Mode Share Goals – 5%, VMT reduction goals, energy action plan
v. Data Collection/Data Based Decisions – Crash Data
vi. Use NACTO as guide – formalize policy
vii. Bike Parking – Corrals, Bring Art, Competition, secure in garages
viii. Education
ix. Consideration of Design User – Interested but Concerned, 8‐80
x. Physical separation on high traffic roads
xi. Successful Precedents – Boulder, Portland, Davis CA, Venice FL,
xii. Evaluating Projects After Construction – Is it working
xiii. Finish segments, don’t end infrastructure prematurely
xiv. Transparent project evaluation at design stage, visualizations that can be
understood by public, ground level views

c. Pilot project ideas
i. DW‐ This is a good time to start brainstorming locations for temporary
installations that could be installed to test bike and pedestrian improvements.
d. Sub Committee – 5 year bike plan
i. DW ‐ There will be a need for more frequent and focused discussion on this
topic, is anyone willing to meet at other times?

a. Police – incident policy, education,
b. Cayuga and Aurora 2 way discussion and strategy
c. Cyclist behavior: Discussing idea of making it legal by right for cyclists to proceed through
an intersection during all-way walk lights (which would affect at least three intersections),
provided they yield to pedestrians first.
d. Uphill bicycling: idea propelled by Norwegian uphill bike aid that's been floating around
Facebook. A friend of Patrick had observations about how people did/didn't use it.
