HomeMy WebLinkAboutMN-CPB-2014-11-19CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. November 19, 2014 Present: Co-Chair: Kane Commissioners (5) Brower, DaGrossa, LaPadula, Wright, Onyejuruwa OTHERS PRESENT: Common Council Liason – Kerslick Deputy Police Chief Townsend Information Management Specialist Day EXCUSED: Co-Chair: Rogers CALL TO ORDER: 3:30 p.m. APPROVAL OF MINUTES OF THE OCTOBER 22, 2014 MEETING: By Commissioner DaGrossa: Seconded by Commissioner LaPadula RESOLVED, That the minutes of the October 22, 2014 Community Police Board meeting be approved as published. Carried Unanimously COMMENTS FROM THE PUBLIC: A group of Ithaca College Students filmed the meeting to produce a video on Social Relations that include Committee’s and the Ithaca Police Department’s view points. They invited willing Commissioners to talk to them after the meeting. REPORT FROM COMMON COUNCIL: Common Council Liaison Kerslick reported that the 2015 budget was approved with minor changes. The Ithaca Youth Council is doing an outreach program focused on the Ithaca Police Department and community relations. Common Council Liaison Kerslick said he would contact Marty Scrieber at the Youth Bureau to follow up to invite Youth Council Members to attend the next Community Police Board meeting to speak on the program. REPORT FROM THE POLICE DEPARTMENT: Deputy Chief Townsend reported that he has been undertaking the project of body cameras. The camera systems are universally the same, the major difference is how the data is accessed and stored. There will be so much data that the Department is looking at off-site hosted solutions. They are waiting for the price comparisons of the systems to determine if one camera will be bought for each officer or if they will be shared. They received a private donation in the amount of $20,000 which could purchase most of the equipment but, the details still need to be worked out regarding data storage costs. A policy needs to be established on the use of the cameras in coordination with the City Attorney’s Office, and record retention periods for the videos need to be determined as well. NEW BUSINESS: Commissioner Onyejuruwa asked if there would be a room at the proposed satellite office for the Community Police Board to use. It was addressed that the office at the GIAC building was not used enough to warrant the space and if a location is needed to meet with a complainant, staff can arrange a location in a conference room in one of the city buildings. Further discussion followed regarding whether patrol vehicles would be parked at the satellite office. Two Ithaca High School government students are doing an internship with the City Clerk’s Office. They will be interviewing and filming with some of the Commissioners regarding what the Community Police Board is all about. The next meeting will be held on December 17, 2014. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner LaPadula: Seconded by Commissioner Onyejuruwa RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. Carried Unanimously RECONVENE: The Board reconvened into regular session with the following resolution. RESOLUTION: By Commissioner Kane: Seconded by Onyejuruwa RESOLVED, That case number 2014-05 has been concluded.
