Meeting Minutes – 11/10/10

Included in these minutes are review comments on the following projects:
§ University Avenue Reconstruction, University Avenue on Cornell University’s Campus
§ Tim Horton’s Restaurant, 395 Elmira Road
§ Collegetown Terrace Apartments, East State Street
OTHER NOTES
Form Based Zoning
CAC will check with planning board staff regarding how proposed form based zoning approach
might impact site plan review process that the CAC currently conducts. CAC’s advisory role in
the review of site plans with form based zoning as a new approach to its site plan review process.
MS-4
CAC is gathering materials regarding the city’s MS-4 status for review and approval of
stormwater and drainage plans. At a subsequent meeting, CAC will discuss status of stormwater
management guidelines for prospective developments.
Ithaca Gun
Point of Information: CAC received notice of Ithaca Gun planning and design charette.
Coal Remediation
CAC requests from planning dept. coal tar remediation plans from two areas, steamboat landing
adjacent to farmer’s market, 2 old port harbor for the manufactured gas plant. CAC is interested
in these two sites because of their proximity to critical water bodies.
Eric briefed us on the activities of the Community Advisory Group being formed to deal with
class-2 sites.
Upcoming meetings have been planned with industry experts, toxicology scientists from IC and
CU, and monthly meetings are in process with constituent stakeholders present along with
industry representatives.
1. University Avenue Reconstruction, University Avenue on Cornell University’s Campus
CAC reviewed the University Ave Reconstruction and Slope Stabilization Project, date
stamped 10/29/10. CAC notes that a SWPPP has received preliminary acceptance by the
city’s environmental engineer and part of that plan included landscaping, snow removal
and storage management.
SWPPP – Will any stormwater be diverted into Fall Creek OR will it all be handled by
the existing storm sewer conductor under University Ave? Is the capacity of that
conductor specified in the SWPPP plan?
CAC has not seen detail for any of these items and would appreciate receiving copies of
any specific materials relating to these matters prior to planning board approval.
CAC notes that landscaping and revegetation will be completed in coordination with
Cornell Plaintations.
2. Tim Horton’s Restaurant, 395 Elmira Road
CAC reviewed the new Tim Horton’s proposed development. This new development will
lie in the viewshed of the Buttermilk Falls State Park and is adjacent to the visiting
parking area. As such, CAC requests determination of whether this development
conforms to Southwest park lighting guidelines per drawing C-5.
Will there be any fencing at the drive-thru loop to buffer headlights and noise from old
spencer road? Car lights through drive-thru are not included/covered in the lighting plan.
Drainage, C-3, Do the steep grades to the south of the site along undeveloped Old
Spencer Road result in any increased flows across the site post-construction. Due to
paving and curbing channels…
The Home Depot stormwater management plan was originally designed to handle all
runoff from Buttermilk Falls Plaza. Does the impact of this new development alter the
character of runoff from Buttermilk Falls, across Elmira Road, and into the Home Depot
development?
3. Collegetown Terrace Apartments, East State Street
CAC would like to receive notice of when the following plans are to be presented to the
planning board:
Traffic plans (Pedestrian/Vehicular)
Erosion and Sediment Control Plans during construction and during stabilization
Lighting & Landscaping plans
CAC would like to be briefed on current traffic data. Is there new traffic analysis?
Previously, we had questioned the volume estimates for traffic, particularly exiting
Valentine Place on Rt. 79.
Regarding new crosswalks is there any information about whether there will be a traffic
light added at Mitchell Street? Whether there is any crosswalk envisioned at the south
quarry st./state street intersection.
On drainage, there are areas with pervious pavement and pervious pavement control
structures which would appear to indicate analysis of runoff has been completed. CAC
asks if there a summary of the key elements of the stormwater and erosion plans?
