Regular Meeting Minutes — 05/09/11

Guests: Dennise Belmaker, City of Ithaca Sustainability Coordinator (introduction to CAC
since she `s been on the job —2 wks) and Lisa Nicholas, Planner attended
CALL TO ORDER (7:30PM)
SITE PLAN REVIEW
Included in these minutes are review comments on the following projects:
§ Memorial Flagpole Garden
Comments submitted previously; CAC has no additional comments
§ 139 Hudson Street
§ Seneca Way Apartments, 140 Seneca Way
§ Collegetown Terrace Apartments, East State Street
§ Ithaca College Boathouse, 692 Third Street Extension
Stewart Park Memorial Flagpole proposal

ORIENTATION WITH LISA NICHOLAS (Site Plan Review)
TOPICS FOR LISA:: A general overview of Site Plan Review process, procedures and
documents.

• Update on CAC

NOTE from Lisa: Minutes have been referenced at planning board meetings and are
very helpful
SPR Review Questions with Lisa
• Packets
o Part 1 is filled out by the applicant
o Part 2 is staff's consolidation of Part 1
• Part 3 is a narrative analysis that is required if significant impacts are
identified in Part 2
• Applicants must include a landscape plan, a site plan stamped by
architect, site plan with topography (applicants are supposed to adhere to
mapping conventions)
• Changes to application
• Director of Planning has to decide if change triggers modified SPR
• Does it trigger a re- opening of SEQR?
❑ If it does re -open, it would come back to CAC.
• The CAC has concern about a project that is affecting surface water run -off is
being regulated. It should be regulated by the stormwater management officer.
We may seek to establish a dialogue with this office.
Action Item: Request and review Stormwater Engineer's annual Stormwater
report that is submitted NYS DEC for compliance with City's MS -4 designation
• Discussion on CAC comments for the inclusion of sustainable design elements.
o A synopsis of our recommendations could be included in City's
Comprehensive plan.
o CAC should brief designated alderpersons to share understanding and
experience before proposing ordinances.

• Nathan motioned to create subcommittees based on special charter review
meeting on 4/26. (Thomas seconds). Motion approved.
