The meeting was called to order at 1532 hours.
Approval of Minutes:
Approval of the October 14, 2014 Board of Fire Commissioner Meeting Minutes —
Resolution

RESOLVED, That the minutes of the October 14, 2014 Board of Fire Commissioner
meeting be approved.

Additions to or Deletions from the Agenda:
Chair Gilligan stated that a request was submitted for reimbursement from the donation
fund for items to maintain and beautify the city cemetery firemen's monument; this item
would be placed under New Business.
No Board Member objected.
Chair Gilligan further stated that a request had been made for an update on the
firemen's relief fund; this will be discussed under Old Business.

In the Report of Distribution of Fire Relief Funds 2014, it reads that the Vet Volunteers
had $22,980.24 and $8.14 interest. Total is $22,988.38.
What is the amount of money in the Veteran Volunteer Firemen's Relief Fund as of
November 18, 2014? What amount of interest has been paid to the Veteran Volunteer
Firemen's Association, Inc. annually as per City of Ithaca Charter requirements?
What amount of expenditures has been paid from The Veteran Volunteer Firemen's
Relief Fund for sick, indigent or disabled members since the year 2000?

2. Report of Hours Worked in City Cemetery — Firemen's Section:
Raymond B. Wheaton and Lyman E. Baker have worked 7 hours a piece in the Ithaca
City cemetery at the Ithaca Fire Department Firemen's section.
Mowing, raking leaves, digging a hole for a cremation urn and burying Richard Lathrop
on October 19, 2014. We also gave extra care to the Firemen's section for the annual
walk through and foot race put on by the Friends of the Ithaca City cemetery on
November 1, 2014.
The roads through out the cemetery have been resurfaced with crushed asphalt; nice,
smooth and safe now. If the two railroad ties could be remove from the cemetery
entrance off Cornell Avenue, it would make working and walking in the cemetery much
easier.

David Cornelius addressed the Board to question the authorization of an expenditure of
up to $2,000 for use by the Ithaca Fire Department; as noted in the minutes of October
14, 2014.
Triad Foundation Grant:
Chair Gilligan responded that the Triad Foundation awarded the Ithaca Fire Department
a grant in the amount of $2,000.00 in memory of Alan J. Stickane. There are provisions
to the award of the grant that the department must follow. The Fire Chief recommended
the purchase of equipment needed by the department for use in the department's
service operations. A brief update on this item will be provided later in the meeting.
Correspondence:
Chair Gilligan reported that on November 6t", Company #9's secretary e- mailed the
chief to recommend the appointment of a new volunteer fire fighter. He stated that item
would be discussed later in the meeting as well.
Chair Gilligan stated that concerns raised regarding the relief fund would be discussed
under old business later in the meeting.
Chair Gilligan reported that the bank statement from Tompkins Trust Company for the
donation fund dated October 31, 2014 had a beginning balance of $2,667.92, and the
same ending balance -- reflecting no activity.
Chair Gilligan further reported that the bank statement from Tompkins Trust Company
for the Rescue Squad Donation fund dated October 31, 2014 had a beginning balance
of $1,844.31, and an ending balance of $1844.43; it earned .12 interest.
Chair Gilligan further reported that a donation in the amount of $50 was received in
memory of Richard Lathrop. It will be credited to the donation fund, and a thank you
note will be sent.
Chair Gilligan stated that a check was received from NYSEG in the amount of $200.00
in appreciation for the valuable assistance that IFD provides to NYSEG on a regular
basis. The check will be deposited in the donation fund.

Membership Changes:
A. Applications for Membership & Volunteer Status Change Request:
Chair Gilligan reported that Benjamin Schafer application was reviewed on November 3,
2014 by the volunteer member review group. The review group made a
recommendation for its approval, and subsequently he met with Company #9 members
at their regular meeting. Company #9 members accepted his application and are
recommending that he be approved for membership pending the results of his
background check and physical. They would like to request that the Board approve his
membership provisionally.
Support for Recommendation from Company #9 to Accept a New Volunteer Fire
Fighter Member — Resolution
By Commissioner Ellsworth: Seconded by Commissioner Sparks
RESOLVED, That the Board of Fire Commissioners supports the appointment of
Benjamin Schafer as a volunteer fire fighter to Company #9, and be it further
RESOLVED, That this approval is provisional, pending the positive results of his
background check and physical.
Carried Unanimously
Chief Parsons reported that his background check is in process; once that paperwork is
returned they will schedule his physical.
Chair Gilligan responded that Mr. Shafer( ? ?) is eager to be doing something for the
company. He is a great candidate and appears to be a model of the kind of volunteer
the company hopes to attract in the future. He hopes the background check and
physical will be completed as quickly as possible.
Miscellaneous Reports:
A. Town of Ithaca: Chair Gilligan reported that he provided his quarterly report to
the Town of Ithaca Board at their meeting last week. A copy of his report is attached to
the minutes. He noted that the Board approved their budget which included funding for
fire services; there is also a proposal for an extension of the current contract with the
City of Ithaca until the next one can be completed and agreed upon. There will be a
public hearing on the proposed extension, and a vote will occur on December 8 th
B. City of Ithaca: No report
C. Audit:
There was no audit available for review.

Department Reports:
Chief Parsons' monthly report is attached to the minutes. He highlighted the following
items for the Board:
The department is down 1 fire fighter position, and the vacancy won't be filled
until after January 1, 2015.
Lt. Trask is retiring at the end of December.
Budget status - see report attached to minutes. The most notable item is the
overtime budget, which is way over budget and he will try to move money from other
accounts to cover the cost.
Common Council approved the City of Ithaca budget for 2015; he requested four
items above and beyond what was included in the Mayor's budget. He requested three
additional fire fighters and a new duty chief vehicle, which were not approved. He did
receive approval to replace the fire pumper truck through a capital project. The Town of
Ithaca will need to approve the request as well before the purchase can be made --
which may not be for a while, so it's a place holder in negotiations with them.
The 9 -1 -1 Dispatch Center is still struggling with dispatch protocols; they are
supposedly very close to getting what is needed and requested by the department.
Grants and Donations — On October 16, 2014, the IFD was awarded a $79,400
Technical Rescue, and Urban Search and Rescue Grant by the NYS Dept. of Homeland
Security and Emergency Services. See his monthly report attached to the minutes for
details. A special recognition needs to be made to Lt's. Rob Covert and Scott Eaton
who prepared the grant application.
In addition, IFD hired a grant writer to produce another grant application for the
2014 Assistant to Firefighters Grant. The purpose of the grant would be to replace all of
the department's 15 year old Self- Contained Breathing Apparatus. The grant deadline
is December 5, 2014. The cost of re placing all of the department's apparatus is
approximately $500,000; the grant could provide funding for up to 80% of the cost.
Chief Parsons provided a brief explanation of the new features of the breathing
apparatus.

The $2,000 donation from the Triad Foundation - Chief Parsons reported that no
purchases have been made at this point with the donated funds. He has been doing
research on special penetrating fire hose nozzles that needs to be vetted to staff for
their thoughts. The nozzles cost around $800.00 apiece and make fire fighting on
buildings with solar panels easier. He noted that so many buildings and homes in the
area going with solar panels that fighting a fire in an attic space can be very challenging,
and this would be a new tool for the department to use. He is looking to purchase two
nozzles and will look for additional equipment that will meet the requirements of the
donation for the remaining $400.00.
Fire Police Report:
Mr. David Cornelius provided the following report for the Board:
Fire Police training was held on October 21, 2014. The topic was Fire Extinguishers.
The Fire Police Unit was used to assist with traffic control for the Cancer Walk at Cass
Park.
Our next training is scheduled for Tuesday November18, 2014. The topic is scheduled
to be Cold Weather Preparedness.

Old Business:
A. Handling of Requests for Funds - Donation Fund, Sick & Indigent Funds:
Chair Gilligan explained that last month a request was submitted by the President and
Trustees of Veteran Volunteer Fire Association for distribution of fire relief funds. The
Board met in executive session and approved the request contingent upon the
individual being eligible to receive the funds as there is a lifetime limit of $200.00.
He stated that he met today with the City Chamberlain who reviewed the list of
individuals who received money from the fund in the past. There have been three
individuals, and one of them was that individual; so the request cannot be approved.
Chair Gilligan further reported that the balance in that account as of September 30,
2014 was $9,852.01; there was interest earned and paid out to the Veteran Volunteer
Firemen's Association with their share of the 2% funds for 2014 — the interest was
$8.14. He noted that this information was included in the report of 2% funds distributed
that was provided to the Board in September and can be found with the minutes of that
meeting on the city's website.

Chair Gilligan stated that the Active Firemen's Relief fund has two accounts associated
with it — a savings and a checking account; the balance in each account as of this date
is as follows:
Checking: $10,402.61
Savings: $81,568.31
Total $91,970.92
B. Request for Change in Management of the Relief Funds:
Chair Gilligan stated that the Veteran Volunteer Firemen's Association submitted a
request to the Board to turn over the management of their account to them. However, it
doesn't appear, legally, that the Board can do that because of how the City Charter is
written. It may be something that the Board could talk with the City Attorney about.
A brief discussion followed on the floor as to whether the Board might want to pursue a
change in the City Charter regarding increasing the amount of relief funds that might be
given to individuals in need.
New Business:
Mr. Lyman Baker submitted the following request for reimbursement to the Veteran
Volunteer Firemen's Association:
On October 8, 2014, the following items were purchased for the Ithaca City Cemetery
Firemen's section from Ithaca Agway & True Value.
Narcissus bulbs, fertilizer, 10 bags of Red Cedar mulch, Red Brick nuggets /chip stone,
and a 4 pack Solar AA Battery Ni -Cad for a total of $116.31.
The materials were purchased so as to make the Firemen's section look nice for the
burial of Rick Lathrop on October 19, 2014.
Mr. Baker requested that the city of Ithaca Board of Fire Commissioners send a check
for reimbursement to the Ithaca Veteran Volunteer Firemen's Association, Inc., in the
amount of $116.31. (He attached receipts for the Board)

RESOLVED, That the Board of Fire Commissioners approves the request for
reimbursement in the amount of $116.31 to the Veteran Volunteer Firemen's
Association for the cost of materials purchased for use in beautifying the Firemen's
memorial section at the city of Ithaca cemetery in preparation for the burial of former
City of Ithaca Fire Fighter, Richard Lathrop.

Board of Fire Commissioners Meeting Minutes November 18, 2014
The following is a summary of the Board of Fire Commissioners quarterly report
to the Ithaca Town Board for the third quarter of 2014:
• The Fire Chief's Report given at the October 14, 2014 BFC meeting. This
includes the Fire Marshal's Report & Fire Prevention Bureau activity.
The department call activity reports for January 1- September 30, 2014.
• The financial operations summary through September 30, 2014.
Fire Department Operational Staffing (Sept. 30, 2014):
• As of September 30, 2014 the active Fire Fighting staffing totaled 63 (on duty
staffing- 1 Chief, 6 Assistant Chiefs, 8 lieutenants, & 47 Fire Fighters) plus 1
Deputy Chief on per diem. In addition there is 1 Administrative Coordinator.
• As of September 30th, there are two pending retirements (effective — Oct. 3 and
Dec. 17th). Two new Firefighters were hired in July 2014. They have completed
training at the State Academy and they have been assigned to their working
shifts.
Capital Projects:
No updates for 2014. No 2015 Capital budget request submitted by the department
were included in the Mayor's Capital budget.
2014 Fire Department Budget:
The department is essentially on track at the end of the 3rd quarter of the year for
operating expenditures — 29% of the budget remaining. Overtime is running over
budget due to coverage of incidents at the beginning of the year, retirements, and
coverage while new hires are being trained.
2015 Fire Department Budget:
Common council will be voting in November on the 2015 IFD budget. There are no
reductions planned from current staffing levels —the status of refilling positions vacated
by retirements has not been clarified.

Volunteer Program Development:
Two new volunteers are currently waiting for training to become active members in the
department as class I interior firefighters. A third volunteer will be completing scene
support training in November and will then be able to provide fire ground support.

The Fire Police hold monthly training sessions and the interior volunteers participate in
training with the career staff. Assistant Chief Tracy has developed an annual training
schedule for both groups and is working on developing new member training for
volunteers. This training will be done in conjunction with various state and county
training programs as well locally provided training.
A draft volunteer handbook has been prepared and an effort is underway for a more
active recruitment campaign to begin in 2015.
Other Items & Items in progress:
1 The department call activity was somewhat higher for the first half of the year
compared to previous years. The new protocol that potentially would reduce
the number of EMS calls that the department responds to along with Bangs
ambulance service has not been implemented, due to issues with the software
used for the automated dispatch system.
2 Charter Review- the BFC continues to review and discuss changes in the charter
relating to the role and responsibilities of the Board of Fire Commissioners. We
anticipate working with the Common Council's City Administration committee on
this issue.
3 Resource recovery /False Alarm Policy — Currently on hold following preliminary
review with the City Attorney.
4 County Fire - Disaster — EMS Advisory Board— no new action on this issue.
5 Training Center Facility Project — this is still under consideration, no construction
has been authorized due to the training site being located on land designated as
City Park land.
6 City -Town Fire Service Contract - The Board of Fire Commissioners is concerned
about the organizational impact and impact on the Community served by the
Ithaca Fire Department if there is a significant change in the current agreement
between the City and the Town.
7 There is a vacancy on the Board as of January 2014

2) Budget Status
a) 2014 Budget: See Attached Budget Summary
b) Common Council adopted 2015 Budget on November 13th. The Department's
budget is approximately $20,000 less than the 2014 Budget. Common Council
approved the addition of a Fire Pumper to the 2015 Capital Projects. The purchase
of the vehicle still needs to be approved by the Town of Ithaca
3) County Communications and 911 Programs:
a) Update: The Tompkins County 911 Center continues to be unsuccessful
implementing the modified response plan that I requested last year. The response
plan is based on Emergency Medical Dispatch System Protocols, and the
modified plan was to address the problem of IFD being dispatched to non -life
threatening medical emergencies. The Director of the 911 Center has reported
that they are working on another possible solution, which should be implemented
soon.
4) Grants and Donations
a) On October 16th, 2014, the Mayor was notified that the Ithaca Fire Department
was awarded a $79,400 Technical Rescue, and Urban Search and Rescue Grant
from the NYS Department of Homeland Security and Emergency Services. The
Grant will provide money to purchase new equipment for trench and structural
collapse. There are also funds in the grant to pay for training on the new
equipment as well as collapse rescue. Special recognition needs to be made to
Lieutenant's Rob Covert and Scott Eaton who prepared the grant application.
b) The 2014 Assistant to Firefighters Grant Application Period is open. We are
working with a grant writer to produce another grant application with the purpose
of replacing all of our 15 year old Self Contained Breathing Apparatus. The grant
is due on December 5th, 2014. The cost of replacing all of the department's Self
Contained Breathing Apparatus is near $500,000. The Assistance to Firefighters
Grant could provide up to 80% of the funding for the project.

I am pleased to announce that the NYS Division of Homeland Security and Emergency Services
(DI ISES) is awarding the City of Ithaca $79,400 in federal funding under the FY2014 Technical Rescue
and Urban Search and Rescue (USAR) Grant Program. Funding for this initiative is provided by the
federal Department of Homeland Security's State Homeland Security Program (SF -ISP). The performance
period for this award is October 16, 2014 through August 3 I, 2016.
As outlined in your application, this funding is provided for local emergency response teams that
provide technical rescue and USAR related services through equipment, training, exercise, and planning
projects. All funding is subject to both New York State and federal guidelines and regulations.
All capabilities developed through Federal FY2014 SHSP funding are required to be deployable
regionally and nationally per the Federal Funding Opportunity Announcement.
