Voting Members Present: Rima Shamieh, chair; Tom Shelley; Noah Demarest
Non-voting members present: Matt Yarrow, Maureen Bolton, Augusta Christensen
Absent: Jesse Hill, vice-chair;Michael Culotta; CJ Randall
No official meeting held due to lack of quorum (5 voting members), no call to order. July meeting
minutes not approved because of lack of quorum.
Chair Report (R. Shamieh):
1. CAC is now up to full 9 voting members – some initial training should be scheduled soon with chair
and vice-chair.
2. 130 Clinton Street: sent letter to Planning Board and attended planning board meeting.
Comp Plan Report (T. Shelley):
1. Sustainability Audit was presented by Jessica Millman from Agora Group
2. Focus groups are all complete and notes are being collated.
3. First draft in October for comment and revisions by focus group participants.
Energy Action Plan (T. Shelley):
1. The group has met twice
2. Instead of a total revision, a chart format of changes to the plan is being edited slightly as well as a
summary of changes.
3. Will go to common council to be approved later this year.
EMC update (T. Shelley):

Planning Board Projects
Emerson Site Subdivision
a. Purpose is to maintain ownership and control of the small parcel for monitoring of
contamination. It is unclear how the main parcel will be redeveloped, when the smaller parcel
will get cleaned up, and what the timeline for cleaning up the contamination will be.
b. 50% of parcel sloped at 15% or greater, a large portion of the area is steeply sloped at around
200%.
c. Black Diamond Trail runs right through the smaller proposed parcel, which the applicant
intends to fence off, which would result in an obstruction of the future recreational trail.
d. Comments to the PB should include a recommendation to impose a deed restriction that
restricts future development on the smaller subdivided parcel on areas with less than a 35%
slope. Comments should also ask for clarification on what Emerson intends to do with both
sites, and how they intend to integrate the proposed trail on both parcels.
