PROJECT SITE UPDATES:

Harrington, Syracuse Office – after these Minutes
COMMITTEE REVIEW:
Ithaca Falls Overlook Grant Submitted – EPA Brownfield Cleanup Program -
requested $200,000 in grant due this evening.
1) Improve soils in western accessway
2) Removal 3 ft. of soil area and add liner
Meadow St. Dry Cleaning Site:
Ithaca Journal article “DEC: Ithaca pollution site on Meadow St. all clear” was discussed and
questions arose. Leia volunteered to ask for DEC’s study to see if CAG should be satisfied with
results/closure and whether future monitoring is needed.
FUTURE CAG ACTIVITIES:
1. Document steps taken and whether expected testing has been done. Ask specifically
for reports so we can review the documents
2. Each committee member choose a site to monitor?
3. Give Councilmen update bullet points about CAG’s monitoring and due diligence
follow-up concerning DEC activities
4. Produce calendar to keep track of timelines to ensure DEC stays on schedule
Emerson Sale: DEC and Emerson resolving boundary modification because bank will give loan
to area not polluted. November was the deadline but both parties cooperating to negotiate sale.

Updates from Karen Cahill:
Axiohm:
The second round of ISCO injections were completed in late August and the
first quarterly post-ISCO groundwater sampling round was conducted in
September. We are still awaiting the quarterly report, expected ??
South Hill Phase VII SVI Testing:
Four additional Phase VII homes were sampled by DEC's contractor on November
13-14 (Therm declined to conduct this sampling). A report on these results
will be prepared for public distribution once the analytical data is
validated.
Therm:
- Therm installed 3 wells pairs on their facility property in June 2012 per
DEC request. Unfortunately due to the geology of the site and the dry season
we are having, the water table is depressed approx. 3+ feet, so there has not
been enough water in the wells to develop or sample.
- A report from Therm's consultant responding to DEC's August 8 email
requesting additional information based on a file review conducted by DEC was
received by DEC on November 16th (attached). DEC has not yet responded to
this report.
Update from Stephanie Harrington:
Clinton West Plaza:
Consultant is currently compiling the groundwater data from the pilot study and will begin
preparation of the Summary Report and Basis of Design Report. A draft of these deliverables
will be out to the DEC for internal review at the end of December 2012.
Court St. MGP:
• Asbestos abatement and other pre-demolition prep is ongoing at Markles Flat
• Utility relocation work in preparation for excavation of impacted materials has begun at
Esty St.
315 N. Meadow Street:
Recently completed another round of groundwater sampling.
