Minutes from the February 6, 2012 CAG meeting approved for posting.
Agenda Additions and/or Deletions
• Ithaca Falls Overlook Site Update – N. Bohn reported that the groundwater issue plan is
being finalized.
• EPA grant – Professor Anthony Hay offered to work with CAG if pursued.
• Therm Wells Phase – report expected on Wed., March 7
• CAG Progress Report – CAG has been reactive and hopes to become more proactive
PROJECT SITE UPDATES:

JOINT MEETING CITY OF ITHACA/DEC/NYSDOH at DEC Syracuse Office:
Nels Bohn, JoAnn Cornish, Ken Deschere and Cynthia Brock joined Mayor Svante Myrick.
Topics discussed were:
• South Hill Business Campus (formerly National Cash Register and Axiohm) – Treated
with in-situ oxidation injection of potassium permanganate and continued work to
address groundwater contamination
• Sewer soil vapor tests in areas near South Hill Business Campus, Emerson, Ithaca
College and Therm
• Therm installed monitoring wells to determine whether there is groundwater
contamination
• Emerson is broken down into three units:
Operable Unit 1 – the groundwater plume associated with the fire water reservoir
Operable Unit 2 – the plant itself, the buildings
Operable Unit 3 – the offsite homes impacted by vapor intrusion
Continuing Areas of Concern (AOC):
1. AOC-1: Former solvent degreaser – elevated levels found in soil and groundwater.
Based on the pre-design investigation (PDI), some remedial work may need to be
done.
2. AOCs 14, 15, and 24: Petroleum found in the wells in these areas was removed –
wells located in corridor between plant and retaining wall.
3. AOC 24: Fire water reservoir. Results of the PDI indicated further investigation and
remedial work will need to be done.
(Please note: Groundwater contamination is separate from soil vapor contamination.)
EPA GRANTS: John Graves
• Location restrictions seemed to apply and committee discussion about potential project
ideas made it appear that CAG would probably not qualify. J. Graves will investigate
more grant options.
• Developers could apply for a Partnership of Sustainable Community Grant.
Assignments:
Cynthia – On-going discussion with Derek Chase at Emerson
Cynthia and Jennifer - Investigate possible lead contamination from Firing Range on Brynes Rd
John – Research more grant opportunities
Kathy and Michele – Talk with Therm neighbors to encourage more home vapor testing

Monday, April 2, at City Hall, 2nd Floor Conference Room, 6:00-7:30 p.m.
Status Report from Karen Cahill, March 5, 2012:
Therm:
- The Phase VII report should be ready for public distribution on Wed.
- Therm is still intending to install wells on their property mid March, although I still have not
gotten final copy of their work plan.
- I am still working on comments for the final Soil Vapor Survey report.
Emerson:
- We have received a draft scope of work for the supplemental pre-design investigation at
Emerson, and I am working on getting comments back to Emerson. Work is scheduled to begin
in April.
Axiohm:
- DEC has approved the 2011 Periodic Review Report. The second round of ISCO injections
should commence this spring.
