Minutes of October meeting minutes: Approved.
Goals:
Steve: (by email) Dan: send email to enter into record. Doesn't think we get
cooperation from city staff. Had the idea of asking Mayor or council for a specific
project to take up. Main concern was getting attendance up.
Dave M.: Goals = Better lighting for Wood Street, which gets a lot of foot traffic. There is
lighting only on one side of street. Has already spoken with someone at DAC about this.
Crossing signal at Meadow and Wood is insufficient. (That is a NYS issue.)
Dan: Did not hear from Garin by email.
Dave N: Keep pursuing SID stuff. Will try to get stuff together by end of week (Dec 19)
Dan: Wants to see a bike corral this year, even as an outreach activity.
Dan: Wants increased publicity /visibility of BPAC in the community.
Dave N. Goals: Sidewalks per emails. [Dan also talked to Govind on planning board,
and he said we it would be appropriate for us to share recommendations to planning
board.] Lynne Yost is coordinating requests for sidewalk work. Set priorities within each
Sidewalk Improvement District. We will need to follow up with formal
requests /recommendations. Lynne Yost was going to send out recommendations first,
but is there time for public input?
Continue discussion of goals next week.
SID
Dave N.: Report on SID 5 sent out by email. The flats are mostly OK. Cliff Street at least
has sidewalks on one side. Floral Ave is a patchwork that needs to be fixed. Then Hector
Street needs to be done: it only goes to #601. Hector could at least be striped at this
point. The first goal could be to get it to Vinegar Hill at least. Another priority is Elm Street
beyond West Village to the city line. Also Vinegar Hill /Cliff street intersection needs
improvements.
Started looking at District 3, mostly downtown, and District 1, Fall Creek and Cornell
Heights.
Discussion
DK: BPAC needs more membership and participation. We now have four vacancies.
Dan is trying to recruit some Cornell Students. Maybe some community outreach would
be good for that.
DK: Meeting of chairs of all city committees. We could check in with and discuss among
different groups. There's often no direction given to new chairs of committees. Some
basic training could be provided.
Updates from Tim Logue (see email): Cayuga Waterfront trail is in final design, five traffic
signals in final design for construction in 2014. Route 13 crossings (including Dey Street) is
in final design. Hired engineering company for SRTS; public input will be solicited in
spring. Seneca and Green: curb bumpouts planned. Beginning to install countdown
timers on all signals with pedestrian signals, construction in 2016; design, etc. starting
2014. Complete streets constr. this spring for old Elmira road. SOW for Lake St. and
Brindley St. bridges. ITCTC working on plans; we should contribute feedback for both.
Transportation alternatives: will be released by NYS this spring
Active transportation advocacy group: working from Park Foundation and CTA group.
They plan to hire a full -time person. Streets Alive will be May 4.
Mike Thorn is the new Superintendent of Public Works.
Dan: Haven't heard anything back from council regarding request for regular crash
reports.
Dave M: A lot of crosswalks weren't done this year. Dave N. heard that it was because
they were short - staffed, not because of lack of machines.
Dan: was thinking about the distracted driving issues, why not change the crash report
form that police use: updated to include phones, texting, etc. Where do the forms
come from: Do forms need to be updated? Are they from DMV? (See NYS form
attached.)
DN: BJM was not shoveled at all. Wrote to principal; heard back from her. Could submit
a DPW online form (for example Seneca at N. Cayuga crosswalk plowed in).
Dave N.: Commented that Dan has been looking at planning board docs, happy
about that. Concerned that Tim and Kent are not always on top of it.
Dan considering quarter -sheet cards to post by businesses, include a qr code with a link
for some action (survey monkey, say).
Discussion of bike parking options in Collegetown -by Bike Rack, ctb, on the little island.
