Rough pavement at RR tracks on W. Buffalo St. and W. Seneca St. —
Kent reported that Tim sent a note to the railroad and to NYSDOT to see
who is responsible for improving the pavement conditions. No response
yet.
Street sweeping of bike lanes — Andy ( ?) enquired whether the City
could sweep the bike lanes more often — especially the bike lane
leading up E. State Street. Kent indicated that he would look into the
issue. Update: Kent mentioned this issue to Ray Benjamin — Ray
indicated that he would speak with the sweeper operator to see what
options are available. No further information is available at this
time.
Concrete barrier at State /Green Streets — There was a discussion
about the new location of this barrier and the process involved in
moving it. In general, it seemed that BPAC members were satisfied with
its new location and the new signage that had been installed.
Planning Board items — David Kay mentioned three topics before the
Planning Board that may be of interest to BPAC members:
- Cayuga Waterfront Trail, Phase III — David briefly mentioned
some alignment issues that are currently under review
- Ithaca Hotel — at this point, there are still a number of
traffic - related issues that remain unresolved; most especially, motor
vehicle access to the hotel and questions about where to relocate the
TCAT bus stop.
- Collegetown Terrace — This project is subject to SEQRA and
CEQRO regulations. As an early step in these processes, a "Public
Scoping" session has been scheduled for 9/10/09 at 7:30pm in the 2nd
floor conference room in City Hall. Written comments may be submitted
until 4:30pm 9/21/09. Topics not listed in the "scope" may not be
evaluated; therefore, BPAC members are encouraged to comment on what
topics they feel should be included in the scope. For more information,
contact David Kay or the Department of Planning & Development.
Comments from Jean Senegas — Jean visited BPAC to explain her
concerns about the pedestrian crossings at Fulton /Buffalo and at
Fulton/Seneca, and to a lesser degree, other pedestrian crossings in the
West End area. Her primary concern related to crossing the streets in
accordance with the pedestrian signals while turning motorists are
trying to cross the crosswalks. Jean was wondering what options may be
available to prevent motorists from turning during the pedestrian
crossing phase or what other measures could be available. As these
intersections are owned and operated by NYSDOT, Kent advised her to
submit a brief letter to the City detailing her concerns which can then
be forwarded on to NYSDOT by the City.
There was insufficient time to address the other agenda items.
