A question led to a >discussion of the Giles /State Street traffic signal. Dan Cole seems >satisfied that issues with the signal have been addressed. BPAC feels >pedestrian & bicycle issues remain and need to be remedied. Max suggested >push buttons similar to those at 13 & Dey Street. >DAC Liaison (David M) > No report tonight. >Discussion of BPAC appointments > David H., Kelly, and Karen are up for reappointment. Only David H wants >to be reappointed. Dave Nutter and Carla Shafer have application letters on >file with the city clerk. Appointments may be made in April. >Bike Plan Implementation (David K &Tim) > A contract with the consultant is expected to be signed 3/17. Design >work is scheduled to be complete by August, the construction process complete >by mid November. Potential problems /holdups: DOT approval & Dan Cole >approval. Tim feels any problems should be minor since the consultant is on >the DOT approved list. The first of 4 meetings with the consultant will be >in April or early May; time to be announced. >Planning Department Liaison (Tim) > Plans for improvements to the Meadow Street bridge and Meadow Street at >the intersections of Cecil A. Malone Drive and Old Elmira Road were >presented. BPAC felt that at a minimum all outside lanes should be 14', >preferably with stripping. Sidewalks should be included on both sides of all >roads within the project boundaries and be set back from the road as far as >the right of way will allow. Crosswalks should be well marked. Signals >should have pedestrian activation and signal loops should detect bicycles. >The south bound left turn lane towards South Titus should be deleted. Old > Elmira Road should have 5' bike lanes. The curve at Fleet Bank should have >11 -11 -4 stripping. >Common Council Liaison (Dan) > A plan for the Cayuga Green creek walk was presented. The major > point of >discussion was bike racks. Most of those present felt that the standard >inverted U or Cayuga Waterfront Trail type of rack would perform better than >the wave model. Whatever horizontal bar design is chosen the verticals need >to be farther apart than those on the wave. >Education /Enforcement Subcommittee (David K) > Curb Your Car Day will be held May 21 st this year. David read an >announcement of the events, times, sponsors, purpose etc.of CYCD that will be >provided to various local media. The text will be sent out for feedback. >Bike Rack requests bike rack > The Bike Rack wants to install a bike rack on College Ave. on one of the >bump outs. The discussion revolved around whether or not the racks would >block pedestrian flow on that busy stretch of sidewalk. More info was >needed. Members will visit the site to see how much room is available. > Sidewalk Obstruction > Andy reported that CBT has a bike rack that is blocking the sidewalk at >Oak St. The owners don't want to move the rack. Andy has not heard what has >happened with his previous to the Building Dept. submissions. Follow up >needed. >Stewart Ave Bridge (Jennifer & Dave N) > Jennifer & Dave met with Hernando Gill at the bridge. All agreed that >two crosswalks and associated ramps and signage should be included as part of >the reconstruction of the bridge. This needed to be cleared with Dan Cole. >At this point the crosswalks etc. are not included in the project. >Cayuga / Clinton Intersection (Jennifer) > Plans showing 3 options for the intersection were presented along with a >grid of the benefits /drawbacks to each mode of transportation for each of the >3 options. All agreed that the grid needs work to be helpful.
