COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. October 22, 2014

CALL TO ORDER: 3:50 p.m.
APPROVAL OF MINUTES OF THE SEPTEMBER 22, 2014 MEETING:
By Commissioner Rogers: Seconded by Commissioner Wright
RESOLVED, That the minutes of the September 22, 2014 Community Police Board
meeting be approved as published.

REPORT FROM COMMON COUNCIL:
Common Council Liaison Kerslick distributed information to the Board that included: the
previous City residency requirement and why it was suspended for IPD, data supporting
a correlation between residency requirements and better policing, and other residency
and community policing options.
REPORT FROM THE POLICE DEPARTMENT:
Deputy Police Chief Townsend gave an update on the residency requirement proposal
for the department. The City Administration Committee discussed the issue but it
appears as if Council supports a modified plan. One of the ideas being explored is
County residency instead of City residency.
He reported that a group has been formed to work on purchasing the body cameras. The
Vendors will be coming to IPD to demonstrate their products in approximately two
weeks. There has been discussion that one camera will be shared among 2 officers
across the shifts. The cameras cost approximately $400 each. A policy will be developed
to define the usage of the cameras and the storage of the data.
There is a proposal for two new positions for a community action team in the Mayor’s
proposed budget. If the Board is in support of the new positions, they can write a letter to
Common Council and the Mayor. Commissioner Rogers volunteered to write the letter
on behalf of the Board.
REPORT FROM STAFF:
Information Management Day reported that City Clerk Julie Holcomb has two high
school interns doing a project for school credit. She is going to assign the interns to work
on a video with the Community Police Board if they agree. If the video is good quality it
could be posted on the city’s website to raise awareness about the role and
responsibilities of the Community Police Board.
Commissioner Rogers and Commissioner Wright agreed to work with the interns on this
project.
OLD BUSINESS:
Community Policing Discussion
Commissioner Kane noted that as some discussion took place about community policing
earlier in the meeting, this topic will be tabled until next month.
NEW BUSINESS:
There will be an Orientation Session on Thursday, November 6, 2014, 4-6 in Common
Council Chambers. This session will include a review of the City’s new website and egov
services, use of social media tools, news releases/ neighborhood communications,
agendas and minutes, open meeting laws, FOIL, executive session vs. advise of council,
Roberts rules of order, Common Council rules of procedure. Commissioner Rogers
stated that he will attend the training if he’s available.
Commissioner DaGrossa reported that she received a phone call on Sunday from
someone representing the Kiwanis Club inviting her to attend Monday’s luncheon that
would be honoring the six Ithaca Police Officers who would be receiving the Kiwanis
Officer of the month award. Commissioner Wright and Commissioner LaPadula stated
that they also received calls, and Commissioner LaPadula attended the award
ceremony.
MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE
INVESTIGATIONS:
By Commissioner DaGrossa: Seconded by Commissioner LaPadula
RESOLVE, That the Community Police Board enter into Executive Session to discuss
active investigations.
RECONVENE:
The Board reconvened into regular session with no formal action taken.
ADJOURNMENT:
On a motion the meeting adjourned at 4:52 p.m.
