For Human Resources, the unfunded mandates come in the form of training as a result
of policies, which if not adhered to could put the City at significant financial risk. We
have a duty to not only establish a policy, but communicate the policy to the entire
workforce and new hires, as well as provide initial training and annual refreshers.
