Reason for Request:
HUD requires that every community have a well functioning Continuum of Cue (CoC) committee to access funding for homeless services. The Human Services Coalition (HSC) has been the lead agency for the
CoC for over 20 years. As part of its administration of the CoC, HSC submits a funding application on behalf of the CoC that brings in approximately $250,000 annually to support homeless housing and services.
None of these funds can be used to administer the CoC program. Loss and staff and increased requirements from HUD have resulted in the need to hire a part time person so that the Ithaca /Tompkins CoC does
not loose this funding and to move forward on the initiatives set forth in the ten year plan to end homelessness hat was put together by the 20 plus agencies and individuals who are involved in the CoC.
HSC has put together a consortium of funders to support this position. To date we have received funding from the Park Foundation, and the United Way. The proposal to the local funders is that we would also ask
both the City and County to contribute funding. The County administrator has recommended $5,000 in county funding and we are asking for $5,000 in funding from the City.
Effect if not funded:
The funds received from HUD would be in jeopardy if we can not meet all of the requirements
and deadlines.
