Chair Gilligan called the meeting to order at 1607 hours.

Resolution

RESOLVED, that the minutes of the September 10, 2014 Board of Fire Commissioners
meeting be approved.

Request from Chief Parsons to consider Board action authorizing expenditure of
donation funds for purchase of equipment.

Mr. Lyman Baker provided the following report to the Board:
October 14, 2014
I. RE: Firemen's Section, Ithaca City cemetery
Raymond B. Wheaton and Lyman E. Baker have worked 6 hours each in the Firemen,s
section.
We have edged the walkway leading around the monument, planted Spring daffodils,
put down 10 bags of red mulch and 6 bags of red stone chips under the Memorial
bench, raked up lots of leaves, making sure all the flags are flying, trying to make the
area look very nice for the upcoming Fire Prevention Week — October 5 thru 11, 2014
and the burial of Rick Lathrop October19, 2014 at 12:30PM.
The service will be conducted by Associate Pastor Pat Meyer. Rick Lathrop's daughter,
Kim Fezz, might say a few words. The Board of Fire Commissioners and anyone else is
invited.
PS: Someone has burned an American Flag near the Firemen's Monument, leaving the
wooden pole.

2. Mr. Baker also requested that information be provided to the Veteran Volunteer
Firemen's Association regarding Veteran Volunteer Firemen's relief fund. He
requested information including the most recent calculation of interest on this fund as
well as detailed information related to disbursements from the fund for the last 20 years.
Correspondence:
Chair Gilligan reported that the September 30, 2014 bank statement from Tompkins
Trust Company for the donation fund indicated a beginning balance of $667.92 as of
9/1/14. The donation of $2,000 made in memory of Al Strickane ( as discussed at the
September meeting) was posted on the September Statement. The ending balance as
of September 30, 2014 was $2,667.92.
The September 30, 2014 bank statement from Tompkins Trust Company for the Rescue
Fund had a balance of $1,844.19 as of Sept. 1St and an ending balance of $1,844. 31 as
of September 30, 2014.
Membership Changes:
No changes — but there are 2 and possibly 3 applications that have been submitted by
individuals seeking to become volunteers with the Ithaca Fire Department. It is
anticipated that these candidates will be interviewed prior to the November BFC
meeting.
Miscellaneous Reports:
The City and Town of Ithaca reports are due in November. No report in October.
Audit:
The audit was reviewed and completed by Commissioner Ellsworth.
Department Reports:
Chief Parsons reported to the Board on the following items ( a copy of his full report is
attached to these minutes):
Current Staffing in the Department totals 64 employees. 63 Uniformed personnel, plus
1 administrative coordinator. Fire Fighter St. Dennis retired on October 3, 2014 and

Lt. Trask intends to retire on December 17, 2014.
Budget Status: A summary of the 2014 program budget with YTD Revenues and
expenses was distributed with the Chief's report. Overall, expenditures are on track
through the end of September. Overtime, however, is approximately 12% over budget
at the end of the third quarter.
2015 Budget: The Chief will be making a presentation on October 15th to request the
following items that were not included in the budget proposed by the Mayor: 4 Fire
Fighter positions, 1 Fulltime Deputy Chief, an emergency response vehicle (duty chief's
SUV), and 1 fire pumper.
The quarterly training report from Asst. Chief Tracy was distributed to the Board, along
with the 3rd quarter year to date department incident activity reports. These are
included with the minutes of the meeting.
Fire /Police Report:
Mr. David Cornelius provided the following report for the Board:
Fire Police training was held on September 15, 2014. The topic was Storm
Emergencies.
Fire Police were called for a truck accident on Hector St. on October 8, 2014 around
4:00 pm, Rob Longo, Jim Rogers, Jack Gould and Dave Cornelius responded. Due to
other commitments none of us were able to stay past about 6:15 PM. DPW delivered
barricades to block off the street on both sides of the accident scene.
Our next training is scheduled for Tuesday 10/21/ 2014. The topic will be Fire
Extinguishers.

Old Business:
Review of ongoing Board policy items - Request for BFC Records in Storage-
Archive Items: Records from storage under review.
Volunteer Recruitment:
A few volunteer applications are currently being processed.
Charter Review: No new information at this time.
Request for Donation Funds: The request from the Fire Chief for authorization to
proceed with spending the $2,000 donation made in memory of Al Strickane.

Board of Fire Commissioner Meeting Minutes October 14, 2014
Moved by Commissioner Sparks and Seconded by Commissioner Hoard.
Resolved: The Board of Fire Commissioners authorizes the Fire Chief to proceed with
the expenditure of up to $2,000 from the donation fund to acquire equipment needed by
the department for use in the department's service operations.
Carried unanimously.
New Business:
It was agreed due to a conflict with the Veteran's Day Holiday on November 11, 2014,
the November Board of Fire Commissioners Meeting will be rescheduled to November
18, 2014.
Executive Session: The Board went in to executive session at 1655 hours to review a
request dated September 15, 2014 from the President and Trustees of the Ithaca
Veteran Volunteer Firemen's Association to authorize a $200 payment from the
Veteran Volunteer Firemen's Relief Fund to support a veteran volunteer firefighter. The
executive session ended at 1700 hours.
Approval of Request from the IVVFA President and Trustees to provide support
from the Veteran Volunteer Firemen's Relief Fund Resolution
By Commissioner Sparks, seconded by Commissioner Hoard
Resolved: The Board of Fire Commissioners approves the request for payment from
the Veteran Volunteer Firemen's Relief Fund and authorizes the City Chamberlain to
distribute payment from the fund to the individual designated in the request from the
Ithaca Veteran Volunteer Firemen's Association President and Board of Trustees. As
required by City Charter, this payment is contingent upon the individual not having
previously received such payment.

2) Budget Status

b) 2015 Budget: The Mayor submitted his proposed budget to Common Council on

C) 2015 Capital Budget: The Mayor's 2015 budget had no capital projects assigned
to the fire department.
d) 2015 Mayor's Budget Over Target Request: On Wednesday October 15th, I'm
presenting to Common Council four over target requests that were not included in
the Mayor's Budget: 4 Firefighters, 1 Deputy Fire Chief,, 1 Emergency Response
Vehicle — Duty Chief's SUV, and 1 Fire Pumper,
3) County Communications and 911 Programs:
a) Update: The Tompkins County 911 Center has been unsuccessful implementing
the modified response plan that I requested last year. I have developed an
alternative solution and intend to implement it in November, unless the 911
Center finds a solution that will implement the changes in our response plan that I
have requested.
4) Grants and Donations
a) On November 6th, 2013, I submitted an application for the Assistance to
Firefighters Grant (AFG). We've applied for funds to provide hardware and
software for incident command training for our officers. On October 9th, I
received notice from FEMA that we were not offered a grant.

I have the following training hour tally for the 3rd Quarter Training Report (July 1, - Sept
30) according to firehouse records.

Tompkins County Fire Departments - 9 hours
Tompkins County - 0 hours
City of Ithaca (GIS) - 6.5 hours
Rental
Vertical Access - 76.5 hours
Cortland County - 4 hours
Received approval of grant reappropriation of $25,000. Working with Energy provider to
build a burn simulator for car fire & tank fires that uses propane as fuel (cleaner
burning). Also working with community partners to make use of a vacant building for
training on the North end.
Volunteer Firefighter Scott Tuckerman has been enrolled in the County Scene Support
Operations Class slated to start on October 21 at the Training Center on Pier Rd.
