Chief Parsons requested the addition of a request by Ithaca Paid Fire Fighters

Park on Saturday, August 16, 2014. Chair Gilligan responded that he would place that
item under "New Business" on the agenda.

awarded to the City of Ithaca Fire Department from the Triad Foundation in memory of

Correspondence:
Chair Gilligan reported that the bank statement from Tompkins Trust Company for the
donation fund dated June 30, 2014 had a beginning balance of $877.92, and an ending
balance of $877.92, reflecting no activity.
Chair Gilligan he further reported that the bank statement from Tompkins Trust
Company for the donation fund dated July 31, 2014 had a beginning balance of
$877.92, received a $40.00 donation for the recent "duck rescue ", reimbursed $250.00
to the Ithaca Paid Fire Fighters Association for the rental cost of horses to pull the old
American LaFrance steamer in the Ithaca Festival Parade; resulting in an ending
balance of $667.92.
Chair Gilligan reported that the bank statement from Tompkins Trust Company for the
Rescue Squad Donation fund dated June 30, 2014 had a beginning balance of
$1,043.81. The account earned .12 interest, so the ending balance was $1,043.93.
Chair Gilligan further reported that the bank statement from Tompkins Trust Company
for the Rescue Squad Donation fund dated July 31, 2014 had a beginning balance of
$1,043.93. The account earned .12 interest, so the ending balance was $1,044.07.

A. Town of Ithaca:
Chair Gilligan provided the following summary of the Board of Fire Commissioners
quarterly report to the Town of Ithaca Board at their August 11, 2014 meeting:

Fire Department Operational Staffing (March 31, 2014):
As of June 30, 2014 the active Fire Fighting staffing totaled 60 (on duty staffing-

1 Chief, 6 Assistant Chiefs, 8 lieutenants, & 44 Fire Fighters) plus 1 Deputy Chief
on per diem. In addition, there is 1 Administrative Coordinator.
• As of June, there was 1 vacancy and a pending retirement effective July 22nd
Two new Firefighters were hired in July. They will undergo training at the State
Academy and then local training. They are expected to be ready for shift
assignment in November 2014.
Capital Projects:
No updates for 2014. 2015 Capital budget request submitted by the department include
replacement of 45 self contained breathing apparatus (SCBA) cylinders, replacement of
one of the engine pumpers, and replacement of the Deputy Chief vehicle #964.
2014 Fire Department Budget — The department is essentially on track in the first half
of the year for operating expenditures, including the amount budgeted for overtime.
2015 Fire Department Budget - The Mayor has requested that every department
submit a budget at 1% less than the 2014 budget. The fire department budget was
submitted at the end of July and will be reviewed and discussed by the Board of Fire
Commissioners at the August 12 meeting.

Volunteer Program Development:
One new volunteer is currently waiting for training in order to become an active member
in the department as a class I interior firefighter.
The Fire Police hold monthly training sessions and the interior volunteers participate in
training with the career staff. Assistant Chief Tracy has developed an annual training
schedule for both groups and is working on developing new member training for
volunteers. This training will be done in conjunction with various state and county
training programs as well as locally provided training.
A draft volunteer handbook has been prepared and an effort is underway for a more
active recruitment campaign to begin in the spring of 2014.
A federal grant proposal was submitted in 2013 to revitalize the bunker /volunteer
system. This grant was not approved. It is expected that a new grant application will be
submitted as part of the 2014 cycle.
Other Items & Items in progress:
The department call activity was somewhat higher for the first half of the year
compared to previous years. A new protocol was expected to be in place with
the 9 -1 -1 Center that potentially would reduce the number of EMS calls that the
department responds to along with Bangs ambulance service. This was delayed
due to working procedural issues with the 9 -1 -1 Center but the issues appear to

be resolved (as of June 2014).
2 The 1896 American LaFrance Steamer, which is housed at the Veteran's
Fireman's facility on the Elmira Road, was part of the Ithaca Festival. The Ithaca
Fire Fighters Union arranged for a team of horses to pull the steamer in the
parade. Donations covered the cost of the team of horses and driver.
3 Charter Review- the BFC continues to review and discuss changes in the charter
relating to the role and responsibilities of the Board of Fire Commissioners. We
anticipate working with the Common Council's City Administration committee on
this issue.
4 Resource recovery /False Alarm Policy — Currently on hold following preliminary
review with the City Attorney.
5 County Fire - Disaster— EMS Advisory Board— no new action on this issue.
6 Training Center Facility Project — this is still under consideration, no construction
has been authorized due to the training site being located on land designated as
City Park land.
7 City -Town Fire Service Contract - The Board of Fire Commissioners is concerned
about the organizational impact and impact on the Community served by the
Ithaca Fire Department if there is a significant change in the current agreement
between the City and the Town.
8 There is a vacancy on the Board of Fire Commissioners as of January 2014.
The Chair and Vice -Chair of the Board selected for July 1, 2014 — June 30, 2015
are Bill Gilligan and Tom Hoard.

B. City of Ithaca:
Commissioner Hoard explained that he is awaiting input from staff in order to complete
his quarterly report of the Board of Fire Commissioners to Common Council.
C. Audit:
The audit was reviewed and completed by Commissioner Ellsworth.
Department Reports:
A. Chief Parsons provided the following summary of his monthly report to the Board
(the full report is attached to the minutes):
The department is at full staffing, despite recent retirements because two new fire
fighters were recently hired. They both are attending the New York State Fire Academy
for eleven weeks, back to Ithaca in October, and should be ready to be assigned to
shifts in November.

Two retirements were announced — Fire Fighter, Shawn Flynn retired July 22, 2014, and
Fire Fighter, Michael St. Denis intends to retire on October 3, 2014.
The department's projected revenue for 2014 is projected at $4,073,484, which includes
gifts and donations — see attached spreadsheet. Overtime is high because of vacancies
created by retirements, and coverage for vacations, etc.
The 2015 budget has been submitted, which complied with the Mayor's guidelines of a
negative 1% reduction from 2014. The budget includes all required contract increases
as well. The submitted budget for the department is $333,000 above the Mayor's target
need — if the department is to maintain current staffing. There are only a few areas from
which savings can be found, and it really comes down to reducing the number of funded
positions. He and the Mayor will meet on August 13th to review the budget, and then,
after having met with all departments, the Mayor will develop his budget by October 1.
Common Council will review and discuss the Mayor's recommended 2015 budget
during meetings in October.
Included in the department's capital project budget request were 45 Self Contained
Breathing Apparatus (SCBA) cylinders; 1 pumper truck replacement, and the duty
chief's vehicle #964. Prior to 2010, these items would typically come out of the
department's operating budget; however, because of the current budget situation, they
need to be routed through capital project requests. He will try to include them in the
department's operating budget if they can't be approved as capital projects.
Chair Gilligan explained that the Town Board asked what the price tag would be for the
SCBA's. Chief Parsons responded that the total cost is $37,000 ($830.00 each).
The duty chief's vehicle will cost approximately $55,000, and the pumper truck's cost is
approximately $550,000.
Tompkins County 9 -1 -1 attempted to implement a modified response plan to, hopefully,
reduce the number of EMS calls; unfortunately they are still unable to do that due to the
computers at the dispatch center. They are talking with the vendor to come up with a
fix, but he can't tell the board what it will look like. The computer system can't seem get
to subcategories for dispatching, which is very frustrating for everyone. If the Town of
Ithaca was expecting vast increases in savings, it's not there. Personnel costs make up
the majority of the budget for the department; there may be savings in the wear and tear
on vehicles -- all municipalities are dealing with the same budgetary problems.
The department received a $2,000 grant from the Triad Foundation to provide for
general operating budget in memory of Alan J. Stickane. Mr. Stickane was a friend to
many people in the Ithaca Fire Department, and he passed away on July 8, 2014 after a
long illness. Mr. Stickane worked for Caskey's Truck Repair Service, and as part of his
job worked innumerable hours on most of the department's apparatus. He was truly a
part of the Ithaca Fire Department family. Chief Parsons stated that he did speak with
the City Attorney regarding the size of the donation to make sure it goes in the right
place. They directed him, since it was a donation, to document specifically where and
how the money is spent. Chief Parsons stated that he wants to talk with members of the
fire department to obtain their input for the use the donation. He wants to make sure it's

remembered that the purchase was made possible because of the donation in memory
of Mr. Stickane.
Chair Gilligan questioned whether the department would submit a FEMA grant
application this year. Chief Parsons responded that he is going to an informational
session in Rochester on Thursday to review the grant application process. The
application period may be opening soon, and he will review with the department as to
whether or not to submit an application. Last year there was only a total of 4 fire
departments in New York State that were awarded grants — it's pretty competitive. The
question of what type of grant to apply for may be what needs to be answered
depending upon the budget situation. For example, the grant may be needed to help fill
personnel needs.
Chief Parsons explained that the rest of his monthly report is pretty typical, with no
major fires requiring investigation. However, there were two fires from this past
weekend that will require investigation. The call volume for July was high, with 27% of
the calls occurring at the same time as others — today, there were 3 calls at once for the
department.
B. Fire /Police Report:
Mr. David Cornelius provided the following fire /police report to the Board:
Fire Police training was held on July 15, 2014. The topic was "Intersection Safety and
Situational Awareness ".
Fire Police Wilbur and Cornelius responded for a tree and wires down on Dearborn
Place. Fire Police Longo helped with traffic control during the heavy rain storm on
8/3/2014.
The next training is scheduled for Tuesday 811912014. The topic scheduled is
"Electrical Emergencies ".

Mr. Cornelius stated that the Fire Police members are looking into new uniforms for
wear during parades or other more formal activities. He will provide updates to the
Board as new information becomes available.
Old Business:
A. Volunteer Recruitment Items /Issues:
No significant changes or news to report at this time. The Town of Ithaca has finally
approved the request for a sign with changeable lettering at the Veteran's building on
Elmira Road.
B. Charter Review:
There has been no change in review of the City Charter.

C. Handling of Requests for Funds - Donation Fund, Sick and Indigent Funds:
There has been no change in the handling of donation funds.
New Business:
2014 Foreign Insurance - 2% Funds (Report /Action):
Chair Gilligan reported that the City Chamberlain provided a report /summary regarding
funds transferred from the Town of Ithaca to the City as well as funds from the State
received by the City regarding the 2% funds. The report shows the breakdown and
funding available for distribution to the Ithaca Paid Fire Fighters Association, Company
#9, and the Veteran Volunteer Fire Fighter Association. He explained that the report
was just received and he would like some additional time to review it before the Board
takes action. There are also relief funds that could be distributed at the discretion of the
Board. A brief discussion followed on the floor. The Board expressed support for
delaying action on the distribution of funds until the September meeting.
2015 IFD Budget - Review and Discussion:
Chair Gilligan noted that the Board held a brief discussion on the 2015 budget during
the Chief's report. The bottom line is that the budget calls for major reductions that
could result in reduced staffing, and ultimately the closing of stations.
Chief Parsons stated that he should have a little more information regarding the fire
department's 2015 budget at the September meeting. In addition, Chief of Staff
Sutherland will also attend the September 9, 2014 meeting to give presentation and
overview of the budget situation. Additional informational meetings are scheduled to
have more of the workforce attend the presentation on the dire financial situation of the
City.
New Business:
Resolution Authorizing Use of Fire Equipment and Apparatus by the Ithaca Paid
Fire Fighters Association -

WHEREAS, members of the Ithaca Paid Professional Fire Fighters' Association,
I.P.P.F.F.A have sponsored a Fire Fighter's Kids Day event at Stewart Park for over 10
years; and
WHEREAS, the I.P.P.F.F.A has requested the use of one engine and one light rescue
vehicle for the event; and
WHEREAS, the I.P.P.F.F.A personnel participating at the event will be off -duty during
the activity; and
WHEREAS, the vehicles and equipment being used at the event will be available for
emergency response, if so requested; and
WHEREAS, the department will provide two on -duty personnel to transport the vehicles
to and from Stewart Park, and provide additional support as needed for this public
education activity; now, therefore be it

RESOLVED, That the Board of Fire Commissioners of the City of Ithaca hereby
approves the I.P.P.F.F.A request to use 1 engine, and 1 light rescue vehicle on August
16, 2014, for the Fire Fighter's Kids Day event at Stewart Park; and, be it further
RESOLVED, That the I.P.P.F.F.A shall be financially responsible for all costs, including
but not limited to liability insurance for the event.

Triad Foundation Grant:
Chair Gilligan read a letter received the Triad Foundation regarding the award of a grant
in the amount of $2,000.00 in memory of Alan J. Stickane (attached):
Chief Parsons explained that there a provisions to the award of the grant that the
department must follow. The fire department is responsible making sure the money is
used exclusively as directed; it also must permit the Triad Foundation the ability to
inspect the department and its programs. In addition, the department must maintain
adequate fiscal records and provide information upon request regarding receipt and use
of the grant funds. Chief Parsons stated that he has already signed and accepted the
award. He further explained that so many people in the department knew Mr. Stickane
that he feels that staff should be given the opportunity to provide input as to how the
grant money is spent. Some ideas would be something for children, public education,
etc. He will come back to the Board in September with ideas to discuss with them.

department for the use of the funds, and be it further
RESOLVED, That both the Fire Department and the Board of Fire Commissioners
express their sincere appreciation for the grant award to the Triad Foundation.

• Jamon Louis and Jillian Morales were appointed fire fighters on July 141H,
2014. Fire Fighters Louis and Morales entered the NYS Fire Academy on
July 28th, 2014 and began an 11 -week fire fighter recruit class. They will
return to Ithaca in October to complete Ithaca specific fire training. I expect
they will be ready for a shift assignment in late November.

C) Retirements:
• Fire Fighter Shawn Flynn retired from the department on July 22 d, 2014.
• Fire Fighter Michael St. Denis has notified me of his intent to retire on
October 3rd, 2014.
2) Budget Status
a) 2014 Budget: See Attached Budget Summary
b) 2015 Budget: On August 1 st, 2014, I submitted the department's budget to the
Mayor's Office. The budget that I submitted complied with the Mayor's budget
2015 guidelines directing department heads to submit an operating budget with a
I% reduction from the 2014 operating budget. All contractual increases were
required to be absorbed within the I% reduction. The current roster with
anticipated contractual increases would be $333,443 above the amount requested
by the Mayor.
C) 2015 Capital Budget: I have submitted the following capital requests for the 2015
Capital Budget: a capital project request to replace 45 SCBA cylinders that will
reach their end of useful life by at the end of this year; a capital project request to
replace one of our pumpers that is due for replacement next year; and a capital
project to replace the Duty Chief's vehicle 964.
3) County Communications and 911 Programs:
a) After many months of delays and problems, the Tompkins County 911 Center
again attempted to implement the modified response plan that we requested last
year. The response plan is based on Emergency Medical Dispatch System
Protocols, and the modified plan was to address the problem of IFD being
dispatched to non -life threatening medical emergencies. Unfortunately, the 911
Center still is unable to implement our response plan due to technical problems
with their Computer Aided Dispatch System.
4) Grants and Donations
a) Same as Previous Report - On November 6th, 2013, I submitted an application for
the Assistance to Firefighters Grant (AFG). We've applied for funds to provide
hardware and software for incident command training for our officers.
b) I received a $2000 donation from the Triad Foundation to provide general
operating support. The grant was made in memory of Alan J. Stickane. Al
Stickane, who has been a friend to many people in the Ithaca Fire Department,
passed away on July 8th, 2014 after a long illness. Al worked for Caskey's Truck

Repair Service, and as part of his job had worked innumerable hours on most of
our apparatus. Al was truly a part of the Ithaca Fire Department Family.
