Chair Gilligan called the meeting to order at 1605 hours.
Election of Board of Fire Commissioners Chair: -
Commissioner Sparks nominated Commissioner Gilligan to be Chair of the Board of
Fire Commissioners with a term to expire June 30, 2015.
Commissioner Ellsworth seconded the nomination.
A Vote on the Nomination to appoint Commissioner Gilligan as Chair of the Board of
Fire Commissioners with a term to expire June 30, 2015 resulted as follows:

The Board postponed approval of the June 10, 2014 minutes until their August 12, 2014
meeting.

Chief Parsons requested the addition of a discussion regarding the possible scheduling
of a meeting late in the month to discuss the fire department's 2015 budget.

could be done by the Board to fill the vacancy.

Persons Wishing to Speak to the Board of Fire Commissioners:
Mr. Lyman Baker provided the following report to the Board:
Firemen's Section Work Hours: Lyman E. Baker has worked 5 hours and Raymond B.
Wheaton 1 hour, mowing, weed eating, and blowing the grass off gravestones. The
flowers are in bloom and look very nice.

Mr. Raymond Wheaton addressed the Board, in lieu of a formal written letter, to request
permission from the Board for a burial in the Firemen's Plot in the City of Ithaca
Cemetery for the earthly remains of former Ithaca Fire Department Fire Fighter, Rick
Lathrop. He noted that it would be the first burial there in 75 to 100 years. He stated
that he would return to the Board in the future to request assistance with funding the
purchase of a grave marker for Mr. Lathrop. He is happy to answer any questions the
Board might have.
Chair Gilligan noted that he would place this item on the agenda under "New Business ".
Correspondence:
Chair Gilligan reported that there were no bank statements to report out to the Board on
for today's meeting. He further reported that a donation was received for the fire
department for the rescue of the baby ducks that had been caught in the storm drain
near Titus Towers. The Board will write a thank you note to the donor, Arlene
Woodward.
Membership Changes:
No changes
Miscellaneous Reports:
Town of Ithaca and City of Ithaca are both due to provide quarterly reports to their
respective boards in August.
Audit:
The audit was reviewed and completed by Commissioner Ellsworth.
Department Reports:
Chief Parsons reported to the Board on the following items:
Staffing remains the same. A job offer was extended to two candidates who accepted
the positions. They will be sworn in on July 28th, and then attend fire academy.

There will be one upcoming vacancy due to retirement; Sean Flynn's retirement is
effective July 22nd
One of the new candidates will be hired as a temporary employee then transition to a
fulltime position contingent upon the opening from the retirement. Both candidates were
from the latest fire fighter list; he interviewed 18 people for 2 positions with a very
compressed time line due to the start of the fire academy at the end of the month.
The overtime budget is catching up with expenditures, which is not unanticipated —
especially related to the flooding incident at the beginning of the year, and the Simeon's
incident. The Simeon's incident was a very expensive day for the department with a
$9,000 labor cost for the incident alone. He is optimistic at this point that the overtime
budget won't be over by very much by the end of the year. He has submitted the cost to
the City Attorney and Controller but is unsure where that will go. He further noted that
the Simeon's building does not need to be demolished.
Chief Parsons provided a summary of the department's 2015 budget to the Board.
He stated that the Mayor sent a memo out to department heads outlining the 2015
budget guidelines. All departments must submit a budget with a 1 % reduction that
absorbs all contract increases. With the current roster that the department has that
means $200,000 deficit to get to the -1 % required by the Mayor. He will need to finalize
the department's budget with the Board soon.
He further reported that he submitted 3 Capital Project Requests for the 2015 budget:
1. The purchase of 45 SCBA cylinders that will reach the end of their useful life by
year end, and need replacement. That will mean that the department has 135
Cylinders total
2. Replacement of a fire engine
3. Replacement of the Chief's duty vehicle
He noted that with that capital project submittal, he projected out five years for capital
projects for the department, and it came to a little over $4 million. This is due to delayed
purchases in the past, and a lot of equipment coming to the end of their useful life - i.e.
fire trucks. He will also be searching for grant money that might help with some of these
purchases in the future.
Tompkins County 9 -1 -1 Communications: after many months of delays Tompkins
County 9 -1 -1 Center implemented the modified response plan, which should address
the department being dispatched for non - emergency calls. It was implemented July 1s`
and so far so good.
Chief Parsons further reported that the department is well ahead of last year on call
volume, with an average of 14 calls per day. If they stay on pace the total for the year
could be 5,200 to 5,300, which is way over last year, which was just under 5,000. The
increase will be more than some department's total call volume for the year.

He thinks where the modified response plan will be seen the most effective is in August -
September, where it should decrease significantly because they won't have to respond
to the intoxicated person on the curb calls. He then explained how calls are prioritized
and how their response will change based upon the level of call with new system. He
doesn't see this affecting the Town of Ithaca's cost for fire protection services.
Chief Parsons further reported that after 2016, if nothing is replaced, only 3 emergency
apparatus trucks will be less than 15 years old. Due to the volume of calls the
department responds to each year, the wear and tear on the vehicles causes them to
require replacement sooner than other departments might replace a similar vehicle.
Commissioner Sparks asked how the new radios are working; he was just at IPD
working, and there were officers who were complaining about the radios. Chief Parsons
responded that both the fire and police departments have a state -of -the art radio
system, based upon 90 %coverage on the street; however, that coverage decreases in
buildings where the coverage is not good. The Ithaca Fire Department applied for and
received a grant for vehicle repeaters so when their units respond on scene they turn
vehicle repeater on to communicate better. The repeaters are expensive though, at
about $11,000 apiece. In addition, Tompkins County Department of Emergency
Response has a service contract with Motorola who maintains the radio system.
Fire /Police Report:
Mr. David Cornelius provided the following report for the Board:
Fire Police training was held on June 17, 2014. The topic was Wellness and Fitness.
Five Fire Police assisted at the Simeon's truck accident. Three people assisted for the
Fire Works traffic control duties, with a fourth assisting for the exiting traffic. Three fire
police responded on 717114 for wires down on Stone Quarry Road. Six Fire Police
responded for the storm on 718114 to cover downed power lines and trees down.
Our next training is scheduled for Tuesday 711512014. The topic is scheduled to be "Hot
Weather Preparedness. "

Discussion followed on the floor regarding traffic control for the community fire works on
Thursday, July 3rd at Stewart Park. The Fire /Police staff were stretched thin and it was
a long evening. Chief Parsons apologized to the Fire /Police staff for the way they were
scheduled and assigned. It was hard to redirect security personnel working the event to
traffic control after the fact. In addition, the Ithaca Police Department was reluctant to
take it on since the area was out of their jurisdiction, and to complicate things further the
Town of Lansing held their fire works at the same time, so Tompkins County Sheriff
personnel were unable to assist either. Some lessons were learned for next year, with
one being that there should be at least two personnel at each intersection to direct
traffic and allow for a break, if needed.

Donation of Old Company #5 Records:
Chair Gilligan reported that the family of former Company #7 member, Gordon
Wilkinson, recently donated some old records that had been in his possession
concerning past activities of Company #7.
Chief Parsons stated that one item is a glass enclosed plaque which has the names of
fire company #7 members who served in military (World War I and II).
The Board would like the donation to go to the Veteran Volunteer Firemen's
Association. A letter will be sent to members of former Company #7 to explain the
donation and that the Board would like it to go to Vets. Lyman Baker volunteered to
deliver the records to the Vets. Before that is done, an inventory of the contents will be
done for the Board's records and to share with former members of Company #7.
Old Business:
Review of ongoing Board policy items - Request for BFC Records in Storage -
Archive Items:
The discussion of archived records (old financial reports concerning 2% money and
Board minutes) will continue to remain on the Board's agenda for discussion. Chief
Parsons noted the records remain upstairs at Central Fire Station. The Board
requested that should the records need to be moved back to the Town of Ithaca that
they be notified prior to that being done. Commissioner Sparks volunteered to review
the records, and report back to the Board.
Volunteer Recruitment:
Chair Gilligan stated that additional fire police members are needed to assist where
needed during emergencies, special events, and any other time upon request.
He further reported that there is currently one new volunteer member; however, there is
nothing for him to do at this point until some outstanding items are addressed.
Charter Review: No new information at this time.
Request for Donation Funds: No new information at this time.
New Business:
2015 Budget Discussion:
The Board tentatively scheduled a special meeting to review the 2015 Ithaca Fire
Department budget for Tuesday, July 29, 2014 at 4:00 p.m. The budget is due to the
Mayor on August 1, 2014.
Chief Parsons reported that he met with the City Controller and Chief of Staff to provide
information on where the department is in response to the Mayor's memo directing all
department heads to submit a -1 % budget. He told them that the only way to meet that
directive is through the personnel line. If it comes to that, he would look to do it through
attrition, and would result in some partial station closures. In addition, the fire protection
services contract with the Town of Ithaca is not settled at this point. He is not part of
those discussions; it consists only of officials from the City of Ithaca and Town of Ithaca.

The new contract needs to be in place by end of 2014; he thinks the contract will
probably be extended until an agreement can be reached. He does not believe that the
Town of Ithaca can replace the current coverage with volunteers. He further noted that
the service the City of Ithaca Fire Department has provided to the Town of Ithaca over
last 5 years is certainly a lot more than what the contract provides for financially.
New Board Member Recruitment:
Commissioner Sparks noted that it's been some time since former Commissioner
McGonigal left the Board to serve on Common Council and a qualified candidate to
serve on the Board to fill that vacancy has not been identified.
A brief discussion followed on the floor regarding the need for the Board to have a
diverse membership possibly someone with human resource experience and marketing
or social media experience to assist with volunteer recruitment, and what kind of public
outreach might be done to attract applicants to fill the vacancy. The new member will
also need to be a city resident.
Request for Burial in Firemen's Section of the City of Ithaca Cemetery:
Mr. Raymond Wheaton explained that the family of former City of Ithaca firefighter, Rick
Lathrop, has asked to have his cremated remains buried in the Firemen's section of the
City Cemetery. Mr. Lathrop died in the Spring of 2013, the delay in burial has been
family related. He would like the burial to occur quite quickly, and apologized for not
providing the Board with the information about the request prior to today's meeting. The
family would do a memorial service at the cemetery. He will also be looking for money
for a gravestone, and will be asking other volunteer company members for donations
towards the cost of that.
Extensive discussion followed on the floor regarding the proposed location for the burial,
how the burial will be done, whether there is room, and what information there is
regarding protocol for burial in the city cemetery.
Mr. Wheaton explained that he has been working with Information Management
Specialist Myers, from the City Clerk's office regarding the request. The City Clerk's
office has a database with all the information regarding burials in the city cemetery and
the firemen's section. Ms. Myers will provide the Board with detailed information
regarding the location of the burial and what information is available regarding other
burials in the Firemen's Section.
Commissioner Sparks suggest that the internment be authorized and the use of utmost
judgment for future use of section for future burials be made.
Commissioner Gilligan suggested that the request be placed on the agenda for the
Board's August meeting. He stated that would provide time for a proposal to be
submitted regarding the grave location and the grave marker. In the meantime, the
ashes could be put in the plot for now with just a temporary common marker.

Authorization for Burial in the Firemen's Section of the City of Ithaca Cemetery —
Resolution
By Commissioner Sparks: Seconded by Commissioner Ellsworth
RESOLVED, That the Board of Fire Commissioners authorizes the internment of the
cremated remains of Rick Lathrop, a long term member of the Ithaca Fire Department
and volunteer member of Co. #7 in the Firemen's Section of the City Cemetery, and be
it further
RESOLVED, That the Board authorizes the burial but offers no financial support, and
requests that the grave not go unmarked until the gravestone is installed, which should
be done in the most expedited way possible, and be it further
RESOLVED, That the placement of the cremated remains be done with the best
judgment of the staff of the City of Ithaca Parks Department and City Clerk's Office.

b) Hiring /Promotions
• Job Offers for the position of Fire Fighter have been made to Jamon Louis and
Jillian Morales. Fire Fighters Louis and Morales will be starting work on July
14th, 2014. They will be headed off to the NYS Fire Academy on July 28th,
2014 to attend an 11 -week fire fighter recruit class. They will return to Ithaca

in October to complete Ithaca specific fire training. I expect that the will be
ready for a shift assignment in late November.
C) Retirements:
• Firefighter Shawn Flynn will be retiring from the Ithaca Fire Department on
July 22nd, 2014.
2) Budget Status
a) 2014 Budget: See Attached Budget Summary
b) 2015 Budget: The mayor has sent his annual memo to all department heads
providing a budget guideline for developing the 2015 departmental budgets.
Department heads are required to submit a total operating budget with a 1%
reduction from 2014. All contractual increases are required to be absorbed within
the 1% reduction. Under the current roster, the department has about a $250,000
deficit from meeting the I% reduction requested by the Mayor.
C) 2015 Capital Budget: I have submitted the following capital requests for the 2015
Capital Budget: a capital project request to replace 45 SCBA cylinders that will
reach their end of useful life by at the end of this year; a capital project request to
replace one of our pumpers that is due for replacement next year; and a capital
project to replace the Duty Chief's vehicle 964.
3) County Communications and 911 Programs:
a) After many months of delays and problems, the Tompkins County 911 Center has
implemented the modified response plan that we request last year. The response
plan is based on Emergency Medical Dispatch System Protocols, and should help
address the concern with the department being dispatched to calls to non -life
threatening medical emergencies.
4) Grants and Donations
a) Same as Previous Report - On November 6th, 2013, I submitted an application for
the Assistance to Firefighters Grant (AFG). We've applied for funds to provide
hardware and software for incident command training for our officers.
