Call to Order:
Chair Gilligan called the meeting to order at 1604 hours.
Approval of Minutes:
Approval of the May 13, 2014 Board of Fire Commissioners Meeting Minutes -
Resolution
By Commissioner Sparks, seconded by Commissioner Ellsworth
RESOLVED, That the minutes of the May 13, 2014 Board of Fire Commissioners
meeting be approved.

Persons Wishing to Speak to the Board of Fire Commissioners:
Mr. Lyman Baker provided the following report to the Board:
Raymond B. Wheaton and Lyman E. Baker have worked 5114, 5122, 51291 & 61412014
mowing /trimming, plus planting flowers at the Ithaca Fire Department Firemen's section
for a total of 6 hours each.

Board of Fire Commissioner Meeting Minutes June 10, 2014
Miscellaneous Reports:
The City and Town of Ithaca reports are due in August. No report in June.
Audit:
The audit was reviewed and completed by Commissioner Ellsworth.
Department Reports:
Chief Parsons reported to the Board on the following items ( a copy of his full report is
attached to these minutes):
Staffing remains the same. Interviews for candidates for the current firefighter position
vacancy plus one additional anticipated vacancy will begin on June 11th. It is
anticipated that two individuals will be hired in time to attend the next NYS Fire Fighter
recruit class beginning on July 28th
The upcoming vacancy is due to retirement; Fire Fighter Shawn Flynn has announced
his plan to retire as of July 22, 2014.
Budget Status: A summary of the 2014 program budget with YTD Revenues and
expenses was distributed with the Chief's report. Expenditures are on track through
the end of May.
2015 Capital Budget: The department will be including a request to replace engine
902, a 1995 HME /Saulsbury Pumper. A request will also be made to replace the Duty
Chief's vehicle 964.
Fire /Police Report:
Mr. David Cornelius provided the following report for the Board:
Fire Police training was held on May 21, 2014. The topic was Personal vehicle
response.
Eight fire police members marched in the Ithaca Festival parade. There are currently 5
members signed up to help with traffic control at a 5K run on Wednesday June 11,
2014.
Our next training is scheduled for Tuesday June 17, 2014. The topic will be Wellness
and fitness.

Volunteer Recruitment: There was a brief discussion on the difficulties and delays
that Company 9 and the IVVFA have encountered in attempting to install a new
message sign board at the Vet's Facility on route 13 in the town of Ithaca. It is expected
that once in place this sign can provide a mechanism for advertising that IFD is seeking
volunteers in the department.
Charter Review: No new information at this time. Old records brought from storage
will be reviewed to see what information may be obtained from them.
Request for Donation Funds: No new information at this time.
New Business:
Meeting time- there was a brief discussion of the Board continuing to hold its meetings
at 4 pm.
Election of Board Chair and Vice Chair will be held at the July Meeting.

• In May, the Civil Service Commission certified the results of the Civil Service
Exam given in March for the position of Fire Fighter.
Beginning on Wednesday, June 11th, we will be interviewing candidates to fill
the current firefighter vacancy, and one other an anticipated vacancy that will
occur in July. We anticipate filling both positions in time for the new

members to attend the NYS Fire Fighter Recruit Class beginning on July 28tH,
2014.
b) Retirements:
• Firefighter Shawn Flynn as notified me that he would be retiring from the
Ithaca Fire Department on July 22"d, 2014.
2) Budget Status
a) 2014 Budget: See Attached Budget Summary
C) Capital Budget: We will be submitting for the 2015 Budget, a capital project
request to replace one of our pumpers. Engine 902, a 1995 HME /Saulsbury
Pumper, will reach it's end of service life next year and is due to be replaced. We
will also be submitting a project to replace the Duty Chief's vehicle 964.

the Assistance to Firefighters Grant (AFG). We've applied for funds to provide
hardware and software for incident command training for our officers.
