COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. June 25, 2014

CALL TO ORDER: 3:32 p.m.
APPROVAL OF MINUTES:
By Commissioner LaPadula: Seconded by Commissioner Wright
RESOLVED, That the minutes of the May 28, 2014 Community Police Board
meeting be approved as published.
REPORT FROM COMMON COUNCIL:
Common Council Liaison Kerslick stated that he is pleased that one of the vacant
commissioner positions has been filled and noted that he will be working with the
Mayor to fill the last one. The Youth Commissioner position is a little harder to fill
but he will continue his efforts.
Common Council has been meeting with the larger city departments to review
their needs and priorities for the 2015 budget. Next year’s budget will be difficult
to put together given the restraints of the Governor’s tax cap initiatives.
REPORT FROM THE POLICE DEPARTMENT:
Deputy Police Chief Townsend reported that the Police Department has been
very busy with the investigation of the truck accident that occurred on June 20,
2014 at the Simeon’s Building. The final report will be out soon.
The department is working on filling vacant positions; 3 out of 5 positions have
been filled.
NEW BUSINESS:
Commissioner DaGrossa inquired about the upcoming July and August meetings
as she may not be available to attend them. The Board decided to wait to see if
there would be any agenda items or complaints closer to the meeting dates
before making a determination to postpone or cancel the meeting.
MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE
INVESTIGATIONS:
By Commissioner Rogers: Seconded by Commissioner DaGrossa
RESOLVED, That the Community Police Board enter into Executive Session to
discuss active investigations.
RECONVENE:
The Board reconvened into regular session with no formal action taken.
Commissioner Onyejuruwa arrived at 4:15 pm.
A discussion was held regarding e-mail correspondence that circulated between
Alderperson Cynthia Brock and Ithaca Police Department members. Concerns
were raised that the correspondence may have had a negative impact on the
relationship between the Community Police Board and Ithaca Police Officers.
Common Council Liaison Kerslick responded that any concerns the
Commissioners may have regarding the ability of the Board to function
appropriately in light of this situation could be addressed to Common Council and
the Mayor. He stated that he would be willing to present a letter from the
Community Police Board regarding this issue should they wish to follow that
process.
RESOLUTION:
By Commissioner Kane: Seconded by Rogers
RESOLVED, That case number 2014-4 is hereby closed.
A vote on the Resolution resulted as follows:
Aye (5): Rogers, Wright, DaGrossa, Kane, Onyejuruwa
Nay (0):
Abstained (1):Lapadula
Carried (5-0-1)

On a motion the meeting adjourned at 4:35 p.m.
