Staff: Allen Green, Jen Handy and Jody Hallett-Harris. Excused: Jeri Gallucci Absent: Nancy Zook, Lizzy Noonan-Pomada, Cameron Younger, and Joan Spielholz Guest: Amanda Olberg --------------------------------------------------------------------------------------------------------------------- Meeting called to order at 7:02 p.m. by Gabriele Weber Review and approval of Minutes: The Minutes of October 13, 2009 w ere approved with one noted change, there is a typo under Staff Reports “capitol” should be “capital”. William Murphy made the motion to approve the minutes with this change and Valerie Weber 2nd the motion. All were in favor. Officer’s Reports: Common Council (Nancy Schuler): Nancy Schuler stated that the 2010 Budget has been approved. She also made a suggestion that the rink should be made into a viable entity. GIAC (Joan Spielholz): Absent – No Report – Allen stated that GIAC is still in their temporary headquarters. There will be an update presentation of the renovations from GIAC at the City Administration Committee Meeting. Some of the events that GIAC holds yearly have been scaled down, and these events will resume once they are back permanently in their building. Tompkins County Youth Services (Nancy Zook): Absent - No Report – Allen stated that the over target request of BBBS, YES and Rec. Partnership were approved. There were cuts and no proposal to restore for RSS and Summer Employment Services. Gabriele made a suggestion that someone from the Board should be attending and advocating these programs. Southside Community Center (Kirtrina Baxter): Absent – No Report - Staff and Committee Reports: Staff Reports: Allen did a brief DVD Presentation called “I have a Dream”, which was a slide show of various Youth Bureau programs, including Outing Program and other academic support groups. This presentation has been shown to the Ithaca School Board and they have requested that this be placed on their website. Nancy suggested that this be showed at December’s Common Council Meeting and the next Senior Staff Meeting. Jen Handy will check in with IT and will see about having this video put on the City Website. Allen stated the Computer All Stars Pancake Breakfast raised over $600! Into the Streets, group of volunteers from Cornell that came and did some BIG clean up around the Youth Bureau on October 31, 2009. Advisory Board Committees: Recreation: (Chris Milner): No Report. Chris stated that they have not yet met and are still working on the survey. Youth:Resources:Executive Assistant:IYB Advisory Board:2009 Minutes:IYB Advisory Board Minutes November 10 2009.doc Youth Development (Gabriele Weber/Jen Mainville): Gabriele stated that the College Discovery Program Grant did not come through. This is a 4 year grant with funding of approximately $75,000 a year. Urgent funding will be needed starting in the Spring 2011. Fundraiser ideas will be needed and CDP is considering having each child sponsored individually. Bill stated that there is a great search engine out there called “good search” and for each search you do a penny is donated to the organization of your choice. Gabriele suggested that the Youth Bureau promote this search engine idea and put up little cards on the counter with the website. Jen Mainville reported on the Computer All Stars monitoring session. Marty is working with the ReUse Center and hopes that an E Center will be set up next to the ReUse Center. This will give his program more funding and also give his area here at the Youth Bureau more space as his Assistant Tim will then work at the E Center. Marty has a Vista this year, Brian Stilwell. He has the after school program which has a low number of girls and allows only 6 kids at a time. Gabriele suggested that Marty and/or his Vista worker come to the next Board Meeting and give an overview of his Computer All Stars Program. Finance (Chris Milner/Gabriele Weber): Allen reviewed the budget, as noted earlier. He stated that the City approved the core project of replacing the refrigeration system at Cass Park Rink. There was also a proposal to replace the lighting system with more energy efficient lighting as well as change out the ceiling - these were turned down for now and will be resubmitted for 2011. Operations/Facilities: (Bill Murphy): Nothing to Report Recruitment/Training/Orientation (Jeri Gallucci, Cameron Younger, Bill Murphy): Last month Gabriele asked that an ad be placed in the Ithaca Times for positions on the Board. Jody checked with Julie at Clerk’s Office and Julie will be placing a public service announcement for openings on the IYB Advisory Board as well as other City Boards. Staff Relations: (Not Active): Unfinished Business: RECRUITMENT: Jen and Amanda Olberg passed out two flyers regarding recruitment for both the Advisory Board and other Youth Development Program Boards. Suggestions/changes were made for these flyers. Jen and Amanda are looking at more “targeted” recruitment efforts and Jen will be putting this on the ListServe. BYLAWS & DUTIES: Jen will put together a meeting for the committee to meet after the holidays. This needs to be wrapped up soon! New Business: Amanda Olberg is one of the 6 Vista’s currently working at the Youth Bureau. Amanda has been working hard on the Friends of the Ithaca Youth Bureau. She stated that Friends have finalized their mission statement and read it to the board members. She stated that the law firm of Miller & Mayer is currently working pro bono on the legal aspects of incorporation of the Friends. They are actively seeking new members and there are no officers, they have a board of directors and they have a maximum of 19 members for their board. 2010 Board Officers were nominated as follows: Chair: Chris Milner – Bill nominated Chris, Gabriele 2nd Co-Chair: Jen Manville - Bill nominated Jen, Valerie 2nd Treasurer: Bill Murphy – Gabriele nominated Bill, Valerie 2nd Next Board Meeting will have election of the above nominated officers. Board Comments/Issues: Gabriele announced that she will be moving out of the country and will not be able to take on another term with the Board. She will finish out her term through December 31, 2009 and could possibly be an “at large” member until her move. She also announced that the Spelling Bee is this Sunday, November 15 and the Ithaca Youth Bureau has a team called the IYB Speller Jets. Bill stated that he recently received a survey from the City regarding his place on the Advisory Board.
