Staff: Allen Green, Jen Handy and Jody Hallett-Harris. Excused: Cameron Younger, Nancy Zook, Joan Spielholz, and Lizzy Noonan-Pomada. Absent: William Murphy --------------------------------------------------------------------------------------------------------------------- Meeting called to order at 7:03 p.m. by Gabriele Weber Review and approval of Minutes: The Minutes of March 9, 2009, June 8, 2009 and July 27, 2009 were all approved. Jen Mainville made the motion to approve all of the minutes and Valerie Weber 2nd the motion. All were in favor. Officer’s Reports: Common Council (Nancy Schuler): Nancy stated that it is budget season and that Youth Council gave a quick presentation at the Neighborhood Public Safety Meeting. Nancy also advised that she was at Stewart Park recently and said that she would like to see signs up on the dock – stating something like children should be accompanied by an adult. We need to check and see if the temporary signs are still up and discuss the legal wording that should be on a sign with the City Attorney. GIAC (Joan Spielholz): Joan absent – No Report. GIAC has relocated to the old Family & Children Services building and are all set up and running smoothly. Tompkins County Youth Services (Nancy Zook): Nancy was excused but emailed her report in. Allen reviewed the email with the Board Members. Jody to forward the email to Board members. The County Administrator cut $45,000.00 in summer youth employment funding, county-wide and $4,800 impacts the Y.E.S. Program. Youth Council will be going to the forum to speak about the impact of funding cuts on youth. Y.E.S. Program kids earn money and then spend the money here in Tompkins County and also help with their own personal household bills. Southside Community Center (Vincent Sierra): Absent – No Report – Jeri had discussed the liaison with Vinnie personally and it seems that Katrina Baxter would be the person who would be the liaison. Jeri will follow through with this. Staff and Committee Reports: Staff Reports: The budget review meeting for the proposed 2010 IYB Budget is 10/19/09 @ 4:00 p.m. The Mayor will release her proposed budget the first week in October. Jen Handy announced there are 6 new Vistas here at the Youth Bureau. She handed out a sheet with information on each new Vista, along with photos to help with names. Amanda Olberg is helping out with the Friends of the Youth Bureau, Laura Chilson will be doing event planning, Danica Webbe will be working at the Village at Ithaca, Anna Simonak will be doing volunteer recruitment, Cristina Munk is doing recreation and Brian Stilwell will be working with Computer All Stars and Youth Council. Jen also handed out a recent Letter to the Editor from Kelvin Smith. There will be a fundraiser for the Youth Council Saturday, September 19, 2009 in Enfield it is called the Cow-A-Bunga Carnival, tickets are $5 each. Youth Youth:Resources:Executive Assistant:IYB Advisory Board:2009 Minutes:IYB Advisory Board Minutes September 14 2009.doc Council will be voting in new members and any applicants that did not get placed on the Youth Council will be given to the Board to send letters for possible recruitment on the IYB Advisory Board. Advisory Board Committees: Recreation: (Chris Milner): Chris stated that the committee met and reviewed recent football comments and also worked on the User Survey and were able to add and remove some questions. Youth Development (Gabriele Weber/Jen Mainville): Jen Mainville reported that the Monitoring Sessions of Computer All Stars has not yet been completed and that Bill Murphy and she need to do this. Jeri stated that if Bill is unable to this she would be willing to do the monitoring with Jen Mainville. Gabriele stated she will email Bill regarding this. Finance (Chris Milner/Gabriele Weber): Chris stated that currently there is nothing to report other than the Budget. Operations/Facilities: (Bill Murphy): Absent - No Report – Allen stated that the Ice Rink renovations is the major thing on the 2010 budget and at this point it is unknown if this will go through as a capitol project. Nancy Schuler suggested that Cass park find sponsors for the ice rink. Mention was made about the Warten Building project at Stewart Park and the progress that is being made. Recruitment/Training/Orientation (Jeri Gallucci, Cameron Younger, Bill Murphy): Jeri asked about recruitment efforts and it was suggested that a press release be put in the paper. Staff Relations: (Not Active): Unfinished Business: Jen Mainville was officially sworn in by the Mayor for appointment to the Advisory Board. New Business: Valerie Weber did 100 miles at the Ride for Life over the weekend and completed it. Kristen Letourneau, who is with the RSS Program also participated and did 85 miles, congratulations to both of them!! The IYB is cosponsoring a conference along with the Mental Health Association. The main speaker will be Dr. James Garbarino from Cornell University on November 6, 2009. An information sheet was given out on Dr. Garbarino. Board Comments/Issues: None ADJOURNMENT: 7:55 p.m.
