Meeting Minutes
Attendance: William Murphy, George McGonigal, Chris Milner,
Talyse LaDora Hampton and Nagiane Lacka

Meeting called to order at 6:40 p.m. by Chris Milner
Review and approval of Minutes:
The Minutes from May 14, 2013 and June 11, 2013 were approved unanimously – Bill Murphy
made the motion and Chris Milner 2nd the motion, all were in favor.
Announcements:
Nagiane Lacka was introduced to the Board – she is the new liaison from Southside Community
Center and she advised that Southside has just recently acquired the NYS Childcare License and
they have been busy doing summer camp. She also stated that they had the Juneteenth Festival
in June and it was a great success.
Caitlin Moss’s At-Large Application was voted on and approved unanimously – George
McGonigal made the motion and Bill Murphy 2nd the motion, all were in favor.
Staff Reports/Updates:
Went over the list of dates of IYB Supervisor/Coordinators will be coming in each month to give
an overview of their programs.
Liz advised that summer is a very busy time for the IYB and programs are going well. There
have been a lot of cancellations of tennis/swimming because of the rainfall/storms. She also
advised that one of the Recreation Program Coordinators had resigned and currently they are
looking into changing the title of that position into Recreation Specialist and this will be a 35
hour a week position doing sports leagues, lessons and possibly summer camp.

Final budget review
Chris, Bill and Talyse attended the Executive Committee Budget Review meeting on July 15th.
Budget Review and Nancy had provided summary pages of the Budget for the Board to do a
final review of it. The Mayor’s guidelines asked for a -2%, and with the salary increases it is
equal to a -4%. The IYB will strongly recommend the “recommended column” when they meet
with the Mayor. Because of this there had to be a title change in recreation, not filling current
vacancy in the PSMP, but this is still a priority to fill, a staff reassignment in the Outing
Program, RSS Staff reduction of hours and BBBS eliminating their affiliation fee with National
BBBS program. The IYB Budget is due on August 1, 2013 and a Budget Memo will go with it.
Liz will make sure the Board gets a copy of the Memo via email. Chris Milner made a motion in
support of the “recommended line” of the budget, George McGonigal 2nd the motion and all were
in favor of the recommended budget line.
Capital Projects were submitted and Cass Park has several for 2014 including: repairs to gutters
around the pool; pool filter; new tractor; Phase II of the rink renovations, tennis court
repairs/resurfacing and the possibility of building a new pavilion at Cass Park behind the pool for
rental to the public. One Capital Project for the IYB is the replacement of one of the vans and
new recreation software to replace the current system.
Friends of the IYB are getting organized to start a fundraising campaign for Cass Park.
Chris Milner has taken over duties of Chair, Shannon Terry for the remainder of the year. Jody
will get a resignation letter from her and Patrick Hollister.
