Staff: Allen Green, Jen Handy, Joanie Groome, Siobhan Whalen, Kristin Letourneau, Megan Wolfe and Jody Hallett-Harris. Excused: Gabriele Weber and Lizzy Noonan-Pomada. Absent: William Murphy, Nancy Schuler, and Joan Spielholz. --------------------------------------------------------------------------------------------------------------------- Meeting called to order at 7:09 p.m. by Valerie Weber Review and approval of Minutes: The Minutes were unable to be approved/disapproved so they need to be put on next month’s agenda. Officer’s Reports: Common Council (Nancy Schuler): Nancy absent – No Report. GIAC (Joan Spielholz): Nancy absent – No Report. Tompkins County Youth Services (Nancy Zook): Nancy reported that the Budget is due August 1, 2009. Currently non- mandated services are in dire straights Youth programs like YES, BBBS and other youth serves are looking at $2,000- $3,000.00 cut for 2010. County Administrator asking that these programs go outside the county and see what matching funds are out there. Southside Community Center (Vincent Sierra): Absent – No Report – Staff and Committee Reports: Staff Reports: The Recreation Support Services (RSS) Program did a wonderful presentation/overview of their program, including a slide show of some of the participants in their programs. The program was started in 1977 and currently served 425 + youth/teens/young adults. Megan Wolfe gave a brief overview of the Iroquois Program, which is a 4-week program and has 14-16 teens/ young adults in the program. Siobhan Whalen did a brief overview of her ROSA Program (Recreational Opportunities and Support for Youth with Autism), which is an autism specific program. Kristin did a wonderful discussion of the program and the rewards and benefits for not only the participants but also for staff and the community. Advisory Board Committees: Recreation: (Chris Milner): Chris stated that the committee is has currently put the User Survey on hold as they are trying to have Cornell University students help work on the survey. Youth Development (Gabriele Weber/Jen Mainville): Jen Mainville reported that the Monitoring Sessions of Computer All Stars has not yet been completed and that Bill Murphy and she need to do this. Chris Milner stated that the Monitoring Session of the Outing Program was done. Operations/Facilities: (Bill Murphy): Absent - No Report – Recruitment/Training/Orientation (Jeri Gallucci, Cameron Younger, Bill Murphy): Cameron stated that previously the Board was going to use the Youth Council Applications for possible recruitment, but the Youth Council is losing 2 of its members and therefore they will be going back to the applications on file. Cameron stated that the Youth Council is having a fundraiser called the Cowabunga Carnival, which will be held in Enfield on August 15. Staff Relations: (Not Active): Unfinished Business: None New Business: Budget: Allen handed out Summary Sheets of the 2010 proposed budget and reviewed the bottom line proposals. He also explained the 0/2% which must include the contractual obligations of the 4% salary increases for 2010. In addition to going over the operating budget proposals, Allen also reported on the capital project proposal for rink renovations and a related emerging proposal to replace the ice rink lights, low E ceiling and address the need to decontaminate and replace the existing/deteriorating ceiling due to wildlife infestation. Lighting replacement would be eligible for a NYSERDA rebate and would result in lower energy bills. Board Comments/Issues: None ADJOURNMENT: 8:34 p.m.
