Commissioner Richardson called the meeting to order at 9:42 am.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes of the September 3,
2008 meeting. Seconded by Commissioner Abrams. Motion carried 3-0.
NEW BUSINESS
Revision of Minimum Qualifications and Special Requirements – Electrical Inspector
The Commission reviewed and discussed a request from Building Commissioner Phyllis
Radke and the Examining Board of Electricians to revise the minimum qualifications and
special requirements for the Electrical Inspector to read as follows:
“MINIMUM QUALIFICATIONS:
A. Graduation from a regionally accredited or New York State registered college
or university with an Associate's degree in electrical construction, electrical
technology or closely related field and three (3) years of full-time paid
experience, or its part-time paid equivalent, as a journey level Electrician,
which shall have included at least two (2) years of experience inspecting
residential or commercial electrical work;
B. Graduation from high school or possession of a high school equivalency
diploma and eight (8) years of full-time paid experience, or its part-time paid
equivalent, as a journey level Electrician, which shall have included at least
two (2) years of experience inspecting residential or commercial electrical
work;
C. An equivalent combination of training and experience as defined by the limits
of (A) and (B).
NOTE: Certifications from the International Association of Electrical Inspectors as
an Electrical Inspector for one and two family dwellings, and for general
construction, may be substituted for the required electrical inspection experience in
(A), (B) and (C) above. Candidates must possess both the IAEI one and two family
dwellings certification and the IAEI general construction certification in order for the
electrical inspection experience requirement to be waived.

SPECIAL REQUIREMENTS:
A. Candidates must hold certification from the City of Ithaca or other New York
State municipality that issues municipal Electrician licenses as a Licensed
Electrician at the time of appointment.
B. Candidates must obtain certification from the City of Ithaca as a Licensed
Electrician within two years of the date of appointment and must maintain said
certification for the duration of employment.
C. Candidates must obtain certification as a code official as required by New
York State Uniform Fire Prevention and Building Code, Title 19 of the Official
Compilation of Codes, Rules and Regulations of the State of New York
(NYCRR) within eighteen months of permanent appointment and must
maintain said certification for the duration of employment.
D. Candidates must possess a NYS Class D drivers license at the time of
appointment and must maintain said license for the duration of employment.”
The primary changes are: (1) allowing IAEI Electrical Inspector certifications to be
substituted for prior electrical inspection experience, (2) an increase in the amount of
experience required for a candidate without college education, (3) the elimination of a post-
employment IAEI Electrical Inspector certification requirement and (4) the acceptance of
reciprocal municipal electrician licenses during the first two years of employment.
Commissioner Richardson made a motion to revise the minimum qualifications and special
requirements as proposed. Seconded by Commissioner Thompson. Motion carried 3-0.
Request to Expand Residency Requirement – Electrical Inspector
The Commission reviewed and discussed a request from Building Commissioner Phyllis
Radke to expand the residency requirement for the current Electrical Inspector vacancy to
include all of New York State. The recruitment pool of licensed electricians with inspection
experience or certifications who reside within Tompkins County is very limited. With the
revised special requirement that allows for reciprocal electrician licenses from other NYS
municipalities, a greater pool of applicants will be available if the residency requirement is
expanded statewide. After discussion, Commissioner Abrams made a motion to expand
the residency requirement for the Electrical Inspector position to include all of New York
State, through the completion of the next exam process. Seconded by Commissioner
Thompson. Motion carried 3-0.
New Position Duties Statement: Building Department – Senior Code Inspector
The Commission reviewed and discussed a New Position Duties Statement from the
Building Department. Commissioner Thompson made a motion to classify the position as
Senior Code Inspector. Seconded by Commissioner Abrams. Motion carried 3-0.

EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Abrams. Motion carried 3-0.
During executive session, the Commission took the following actions:
CONTINUING BUSINESS
Addition of Names to Continuous Recruitment Eligible Lists
Commissioner Richardson made a motion to add names to the continuous recruitment
eligible lists. Seconded by Commissioner Thompson. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Richardson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Thompson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, November 12, 2008
at 9:30 am.
With no further business, the meeting was adjourned at 10:32 am.
