Commissioner Thompson called the meeting to order at 10:48 am.
Appointment of Acting Chairperson
Commissioner Eastman made a motion to appoint Commissioner Thompson as Acting
Chair for the meeting. Seconded by Commissioner Thompson. Motion carried 2-0.
Public Hearing on Proposed Amendment to Rule XIV – Probationary Term of the City
of Ithaca Civil Service Rules
Commissioner Thompson made a motion to open the public hearing on the proposal to
amend Rule XIV – Probationary Term of the Civil Service Rules by establishing the
probationary period for Police Officers as not less than eight (8) nor more than seventy-
eight (78) weeks. Seconded by Commissioner Eastman. Motion carried 2-0.
No one appeared to speak on the proposed amendment.
Commissioner Thompson made a motion to close the public hearing. Seconded by
Commissioner Eastman. Motion carried 2-0.
Public Hearing on Proposed Amendment to Appendix B – Non-Competitive Class of
the City of Ithaca Civil Service Rules
Commissioner Thompson made a motion to open the public hearing on the proposal to
amend Appendix B – Non-Competitive Class of the Civil Service Rules by adding the title
of “Braille Transcribers”. Seconded by Commissioner Eastman. Motion carried 2-0.
No one appeared to speak on the proposed amendment.
Commissioner Thompson made a motion to close the public hearing. Seconded by
Commissioner Eastman. Motion carried 2-0.

Public Hearing on Proposed Amendment to Appendix B – Non-Competitive Class of
the Civil Service Rules
Commissioner Thompson made a motion to open the public hearing on the proposal to
amend Appendix B – Non-Competitive Class of the Civil Service Rules by adding the title
of “Assistant City Attorneys” and designating the positions as requiring the performance of
functions influencing policy. Seconded by Commissioner Eastman. Motion carried 2-0.
No one appeared to speak on the proposed amendment.
Commissioner Thompson made a motion to close the public hearing. Seconded by
Commissioner Eastman. Motion carried 2-0.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes of the September 20,
2006 meeting. Seconded by Commissioner Eastman. Motion carried 2-0.
NEW BUSINESS
Resolution for Amendment to Rule XIV – Probationary Term of the City of Ithaca
Civil Service Rules
Commissioner Thompson made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public
hearing on October 4, 2006 for the purpose of amending Rule XIV –Probationary Term of
the City of Ithaca Civil Service Rules by establishing the probationary period for Police
Officers as a minimum of eight (8) weeks and a maximum of seventy-eight (78) weeks,
and
WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed
amendment into consideration, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment,
NOW, THEREFORE, BE IT
RESOLVED, that the following text be deleted from Rule XIV – Probationary Term of the
City of Ithaca Civil Service Rules:
1. Probationary Term
d. An appointment shall become permanent upon the retention of the probationer
after his/her completion of the maximum period of probation or upon earlier
written notice following completion of the minimum period of probation that
his/her probationary term is successfully completed. A copy of such notice
shall be sent to the Commission.

e. If the conduct or performance of a probationer is not satisfactory, his/her
employment may be terminated at any time after the completion of the
minimum period of probation, and on or before completion of the maximum
period of probation in the manner as prescribed in these rules.
and be it further
RESOLVED, that the following text be added to Rule XIV – Probationary Period of the City
of Ithaca Civil Service Rules:
1. Probationary Term

the Non-Competitive Class, and
WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed
amendment into consideration, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment,
NOW, THEREFORE, BE IT
RESOLVED, that the title of Braille Transcribers be added to Appendix B (Non-
Competitive Class) of the City of Ithaca Civil Service Rules.

Commissioner Thompson made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public
hearing on October 4, 2006 for the purpose of amending Appendix B (Non-Competitive
Class) of the City of Ithaca Civil Service Rules by increasing the number of Assistant City
Attorneys allocated to the Non-Competitive Class and by designating said positions as
requiring the performance of functions influencing policy, and
WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed
amendment into consideration, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment,
NOW, THEREFORE, BE IT
RESOLVED, that the title of Assistant City Attorneys (2) be deleted from Appendix B (Non-
Competitive Class) of the City of Ithaca Civil Service Rules, and be it further
RESOLVED, that the title of Assistant City Attorneys be added to Appendix B (Non-
Competitive Class) of the City of Ithaca Civil Service Rules, and be it further
RESOLVED, that pursuant to Section 42(2)(a) of the New York State Civil Service Law,
the title of “Assistant City Attorneys (2)” which is currently designated as requiring the
performance of functions influencing policy be amended to read "Assistant City Attorneys".
Seconded by Commissioner Eastman. Motion carried 2-0.
EXECUTIVE SESSION
Commissioner Thompson made a motion to go into executive session to discuss the
requested disqualification of a candidate from Police Officer Eligible List #69-385, and civil
service examination matters. Seconded by Commissioner Eastman. Motion carried 2-0.
During executive session, the Commission took the following actions:

Request to Disqualify Candidate
No action was taken on this item. The Commission is awaiting information from the City
Attorney’s Office.
CONTINUING BUSINESS
Approval of Rosters of Candidates for Examination
Commissioner Thompson made a motion to approve the Rosters of Candidates for
Examination listed below. Seconded by Commissioner Eastman. Motion carried 2-0.

Addition of Names to Continuous Recruitment Eligibility Lists
Commissioner Thompson made a motion to add names to the continuous recruitment
eligible lists. Seconded by Commissioner Eastman. Motion carried 2-0.
Approval of Personnel Transactions
Commissioner Thompson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Eastman. Motion carried 2-0.
The next Civil Service Commission meeting will be held Wednesday, November 1, 2006 at
10:30 am.
With no further business, the meeting was adjourned at 11:10 am.
