Commissioner Richardson called the meeting to order at 10:47 am.
WELCOME COMMISSIONER ABRAMS
Chairperson Richardson welcomed Commissioner Barbara Abrams to the Civil Service
Commission.
APPROVAL OF MINUTES
Commissioner Richardson made a motion to approve the minutes of the July 25, 2007
meeting. Seconded by Commissioner Thompson. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement: Ithaca Fire Department - Firefighter
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca Fire Department. Commissioner Richardson made a motion to classify the position
as Firefighter. Seconded by Commissioner Thompson. Motion carried 3-0.
New Position Duties Statement: Ithaca Fire Department – Financial Management
Assistant
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca Fire Department. Commissioner Richardson made a motion to classify the position
as Financial Management Assistant. Seconded by Commissioner Thompson. Motion
carried 3-0.
Revision of Job Description: Fire Alarm Electrician
The Commission reviewed and discussed proposed revisions to the Fire Alarm Electrician
job description. Fire Chief Wilbur is requesting that the job description be updated, and
that the following special requirements be added:

“2. Applicants must possess a City Electrician’s license issued by the City of Ithaca
at the time of appointment and must maintain said license for the duration of
employment.
3. Within two years of appointment, candidates must obtain certification as a New
York State Code Enforcement Official as required by the New York State Uniform
and Fire Prevention and Building Code, and must maintain said certification for
the duration of employment.”
Commissioner Richardson made a motion to amend the job description as requested.
Seconded by Commissioner Thompson. Motion carried 3-0.
Revision of Minimum Qualifications – Forestry Technician
The Commission reviewed and discussed a request to broaden the minimum qualifications
for Forestry Technician to read as follows:
A. Graduation from a regionally accredited or NYS registered university with a Master’s
degree in Forestry, Horticulture, Plant Science or a closely related field with similar
course curriculum; or
B. Graduation from a regionally accredited or NYS registered college or university with a
Bachelor’s degree in Forestry, Horticulture, Plant Science or a closely related field
with similar course curriculum and two (2) years of full-time paid experience, or its
part-time and/or volunteer equivalent, identifying tree disease, insect infestation or
other tree maintenance needs, and which shall have included performing
maintenance on large trees located in urban or residential areas; or
C. Graduation from a regionally accredited or NYS registered college or university with
an Associate’s degree in Forestry, Horticulture, Plant Science or a closely related
field with similar course curriculum and four (4) years of full-time paid experience, or
its part-time and/or volunteer equivalent, identifying tree disease, insect infestation or
other tree maintenance needs, and which shall have included performing
maintenance on large trees located in urban or residential areas; or
D. Graduation from high school or possession of a high school equivalency diploma and
six (6) years of full-time paid experience, or its part-time and/or volunteer equivalent,
identifying tree disease, insect infestation or other tree maintenance needs, and
which shall have included performing maintenance on large trees located in urban or
residential areas; or
E. An equivalent combination of training and experience as defined by the limits of (A)
and (B) above.
Commissioner Thompson made a motion to amend the Forestry Technician minimum
qualifications as requested. Seconded by Commissioner Richardson. Motion carried 3-0.

Request to Waive Residency Requirement – Forestry Technician
The Commission reviewed and discussed a request to expand the residency requirement
for Forestry Technician to include contiguous counties. The recent recruitment effort was
limited to Tompkins County and only yielded one qualified candidate. Even if the revised
qualifications (see above) were applied, only two additional candidates would qualify for
the position if the Tompkins County residency requirement remained in effect.
Commissioner Thompson made a motion to expand the residency requirement for
Forestry Technician to include contiguous counties. The contiguous county residency
requirement will remain in effect for the next Forestry Technician exam. Seconded by
Commissioner Richardson. Motion carried 3-0.
New Position Duties Statement: Ithaca City School District – Typist PT
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca City School District for a part-time position in the Fine and Performing Arts
Department. Commissioner Richardson made a motion to classify the position as Typist.
Seconded by Commissioner Thompson. Motion carried 3-0.
New Position Duties Statement: Ithaca City School District – Account Clerk-Typist
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca City School District for a position in the Food Services Department. Commissioner
Richardson made a motion to classify the position as Account Clerk-Typist. Seconded by
Commissioner Thompson. Motion carried 3-0.
New Position Duties Statement and Adoption of Job Description: City Attorney’s
Office – Executive Assistant to the City Attorney
The Commission reviewed and discussed a New Position Duties Statement from the City
Attorney’s Office and the proposed job description for Executive Assistant to the City
Attorney. City Attorney Dan Hoffman is requesting that the position be allocated to the
competitive class. After discussion regarding the appropriate jurisdictional classification
for the position, Commissioner Thompson made a motion to classify the position as
Executive Assistant to the City Attorney, adopt the proposed job description, and reserve
decision on the jurisdictional classification of the position until the next meeting.
Seconded by Commissioner Richardson. Motion carried 2-1, with Commissioners
Richardson and Thompson voting in favor of the motion and Commissioner Abrams voting
against the motion.
Authorization to Direct Public Hearing
Commissioner Thompson made a motion to direct a public hearing for Wednesday,
October 3, 2007 at 9:30 am for the purpose of amending the appendices of the Civil
Service Rules by adding the title of Wastewater System Maintenance Mechanics to the
non-competitive class. Seconded by Commissioner Richardson. Motion carried 3-0.

EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.
During executive session, the Commission took the following actions:

Commissioner Thompson made a motion to approve the Rosters of Candidates for
Examination listed below. Seconded by Commissioner Abrams. Motion carried 3-0.

Commissioner Abrams made a motion to establish the eligible lists specified below for the
time period indicated. Seconded by Commissioner Richardson. Motion carried 3-0.

Approval of Personnel Transactions
Commissioner Richardson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Thompson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, October 3, 2007 at
9:30 am.
With no further business, the meeting was adjourned at 11:42 am.
