Commissioner Richardson called the meeting to order at 10:58 am.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes of the June 28, 2006 meeting.
Seconded by Commissioner Richardson. Motion carried 3-0.
NEW BUSINESS
Authorization to Reschedule Public Hearing on Proposed Amendment to Rule XIV –
Probationary Term of the City of Ithaca Civil Service Rules
Commissioner Richardson made a motion to reschedule the public hearing for the proposed
amendment to Rule XIV, Probationary Term, which would amend the probationary period for
police officers to be not less than eight (8) weeks nor more than seventy-eight (78) weeks,
to October 4, 2006 at 10:30 am. Seconded by Commissioner Thompson. Motion carried 3-0.
Authorization to Reschedule Public Hearing on Proposed Amendment to Appendix B –
Non-Competitive Class of the City of Ithaca Civil Service Rules
Commissioner Richardson made a motion to reschedule the public hearing for the proposed
amendment to Appendix B, Non-Competitive Class, which would add the title of Braille
Transcribers to the non-competitive class, to October 4, 2006 at 10:30 am. Seconded by
Commissioner Thompson. Motion carried 3-0.
Authorization to Direct Public Hearing to Amend Appendix B – Non-Competitive Class of
the City of Ithaca Service Rules
Commissioner Richardson made a motion to direct a public hearing for Wednesday, October
4, 2006 at 10:30 am for the purpose of amending the Civil Service Rules by replacing the
non-competitive class title of “Assistant City Attorneys (2)” with “Assistant City Attorneys”,
and by designating the positions as policy-influencing. Seconded by Commissioner Thompson.
Motion carried 3-0.

New Position Duties Statement: Building Department – Housing Inspector (2)
The Commission reviewed and discussed a New Position Duties Statement for two new
positions in the Building Department. Commissioner Richardson made a motion to classify the
positions as Housing Inspectors. Seconded by Commissioner Thompson. Motion carried 3-0.
New Position Duties Statement and Adoption of Job Description: Human Resources
Department – Human Resources Office Assistant
The Commission reviewed and discussed a New Position Duties Statement from the Human
Resources Department and the proposed job description for Human Resources Office
Assistant. Commissioner Richardson made a motion to classify the position as Human
Resources Office Assistant and adopt the job description as proposed. Seconded by
Commissioner Thompson. Motion carried 3-0.
Revision of Minimum Qualifications for Tenant Relations Assistant
The Commission reviewed and discussed a request from the Ithaca Housing Authority to
expand the minimum qualifications for Tenant Relations Assistant. Commissioner Thompson
made a motion to adopt the proposed minimum qualifications as follows:
Minimum Qualifications:
A. Graduation from a regionally accredited or New York State registered college with an
Associate's Degree in Human Services, Psychology, Sociology or a closely related field
with similar course curriculum; or
B. Graduation from high school or possession of a high school equivalency diploma and two
years of full-time paid experience, or its part-time volunteer equivalent, working in a
human service agency, community agency, financial institution, or financial agency in a
capacity involving interviewing, examining, evaluating or investigating claims or
applications for financial assistance, benefits, loans or similar programs operating under
established criteria for eligibility; or
C. Graduation from high school or possession of a high school equivalency diploma and two
years of full-time paid experience, or its part-time or volunteer equivalent, working in a
human services agency in a capacity which involves interviewing, counseling, mentoring,
or similar direct service work; or
D. Graduation from high school or possession of a high school equivalency diploma and two
years of full-time paid experience, or its part-time or volunteer equivalent, working in
rental property management or housing placement in a capacity which involves the

approval, evaluation or coordination of rental agreements, leases, assessments of
habitability or similar work; or
E. An equivalent combination of training and experience as defined by the limits of (A) (B)
and (C) above.
Seconded by Commissioner Richardson. Motion carried 3-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss the requested
disqualification of a candidate from Police Officer Eligible List #69-385, and civil service
examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During
executive session, the Commission took the following actions:
Request to Disqualify Candidate
The Commission requested information from the City Attorney’s Office. Action on the
request was postponed pending this information.
CONTINUING BUSINESS
Approval of Rosters of Candidates for Examination
Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination
listed below. Seconded by Commissioner Richardson. Motion carried 3-0.

Establishment of Eligible Lists
Commissioner Richardson made a motion to establish the eligible lists specified below for the
time period indicated. Seconded by Commissioner Thompson. Motion carried 3-0.

Addition of Names to Continuous Recruitment Eligibility Lists
Commissioner Richardson made a motion to add names to the continuous recruitment eligible
lists. Seconded by Commissioner Thompson. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by
Commissioner Eastman. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, October 4, 2006 at 10:30
am.
With no further business, the meeting was adjourned at 11:40 am.
