Commissioner Richardson called the meeting to order at 9:45 am.
APPROVAL OF MINUTES
Commissioner Richardson made a motion to approve the minutes of the June 1, 2011
meeting. Seconded by Commissioner Thompson. Motion carried 2-0.
NEW BUSINESS
New Position Duties Statement: Ithaca City School District – Account Clerk
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca City School District for a position at the Lehman Alternative Community School.
Commissioner Thompson made a motion to classify the position as Account Clerk.
Seconded by Commissioner Richardson. Motion carried 2-0.
Revision of Job Description and Minimum Qualifications: Deputy Fire Chief
The Commission reviewed the Deputy Fire Chief job description and the proposed
updates to it. The updates include a more comprehensive description of the position’s
responsibilities and duties, a more accurate description of current IFD operations, and a
revision of the minimum qualifications to read as follows:
“MINIMUM QUALIFICATIONS:
Ten (10) years of progressively responsible paid, professional firefighting experience
in a municipal fire department, at least two (2) years of which must have been at or
above the second-line supervisory level.
NOTE: "Second-line” supervision refers to the second level of supervisory authority
in an agency. For the purpose of these qualifications, it must include the supervision
of paid, supervisory firefighting personnel. In the Ithaca Fire Department, for
example, it would equate to the level of Assistant Fire Chief. Second-line supervisory
experience must have been gained through an actual appointment into a second-line
supervisory position. “Acting” or “out-of-title” second-line supervisory experience is
not qualifying experience.”

Commissioner Thompson made a motion to revise the job description as proposed and to
adopt the minimum qualifications specified above. Seconded by Commissioner
Richardson. Motion carried 2-0.
Revision of Job Description and Minimum Qualifications: Assistant Fire Chief
The Commission reviewed the Assistant Fire Chief job description and the proposed
updates to it. The updates include a more comprehensive description of the position’s
responsibilities and duties, a more accurate description of current IFD operations, and the
adoption of open-competitive minimum qualifications for the position that read as follows:
“MINIMUM QUALIFICATIONS:
Eight (8) years of paid, professional firefighting experience in a municipal fire
department, at least two (2) years of which must have been in a supervisory
capacity.”
Commissioner Thompson made a motion to revise the job description as proposed and to
adopt the minimum qualifications specified above. Seconded by Commissioner
Richardson. Motion carried 2-0.

The Commission reviewed the Fire Lieutenant job description and the proposed updates
to it. The updates include a more comprehensive description of the position’s
responsibilities and duties, a more accurate description of current IFD operations, and the
adoption of open-competitive minimum qualifications for the position that read as follows:
“MINIMUM QUALIFICATIONS:
Five (5) years of paid, professional firefighting experience in a municipal fire
department.
Commissioner Thompson made a motion to revise the job description as proposed and to
adopt the minimum qualifications specified above. Seconded by Commissioner
Richardson. Motion carried 2-0.
Revision of Job Description: Firefighter
The Commission reviewed the Firefighter job description and the proposed updates to it.
The updates include a more comprehensive description of the position’s responsibilities
and duties and a more accurate description of current IFD operations. Commissioner
Thompson made a motion to revise the job description as proposed. Seconded by
Commissioner Richardson. Motion carried 2-0.

EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 2-0.
Commissioner Abrams arrived during the executive session. During executive session,
the Commission took the following actions:

Establishment of Eligible Lists
Commissioner Thompson made a motion to establish the eligible lists specified below for
the time period indicated. Seconded by Commissioner Richardson. Motion carried 3-0.
Assistant Superintendent of Public Works (Streets and Facilities) #78-900 (1 year)
Code Inspector #63-317 (1 year)
Fire Lieutenant #78-716 (2 years)
Housing Inspector #60-025 (1 year)
Occupational Therapist #2011-6 (1 year)

Addition of Names to Continuous Recruitment Eligible Lists
Commissioner Thompson made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Abrams. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded
by Commissioner Richardson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, September 7, 2011
at 9:30 am. With no further business, the meeting was adjourned at 10:45 am.
