Commissioner Richardson called the meeting to order at 9:52 am.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes of the June 4, 2008
meeting. Seconded by Commissioner Abrams. Motion carried 3-0.
NEW BUSINESS
Request to Waive Residency Requirement – DPW – Wastewater Treatment Plant
Operator Trainee
The Commission reviewed and discussed a request from the Department of Public Works
to expand the residency requirement for Wastewater Treatment Plant Operator Trainee to
include contiguous counties. While an adequate recruitment pool materialized from the
recruitment effort that was directed at Tompkins County residents, there were internal City
employees who were denied the opportunity for transfer and/or promotion because they
currently reside outside of Tompkins County. The Assistant Superintendent of Public
Works (Water and Sewer) has requested that the residency requirement be expanded to
allow those employees the opportunity to compete for the position. After discussion,
Commissioner Abrams made a motion to expand the residency requirement for
Wastewater Treatment Plant Operator Trainee to include contiguous counties for the
current vacancy and subsequent exam. Seconded by Commissioner Richardson. Motion
carried 3-0.
New Position Duties Statement: GIAC – GIAC Program Coordinator (2)
The Commission reviewed and discussed a New Position Duties Statement from GIAC for
two new positions. Commissioner Thompson made a motion to classify the positions as
GIAC Program Coordinators. Seconded by Commissioner Richardson. Discussion
followed on whether it was appropriate to allow candidates without a college education to
qualify for this position. Motion carried 2-0, with Commissioner Abrams abstaining. No
change was made to the position qualifications.
Revision of Minimum Qualifications – Code Inspector, Senior Code Inspector,
Senior Plan Examiner, Deputy Building Commissioner
The Commission reviewed and discussed a request from Building Commissioner Phyllis
Radke to amend the open-competitive minimum qualifications for Code Inspector, Senior
Code Inspector, Senior Plan Examiner and Deputy Building Commissioner by requiring a

minimum educational level of an Associate’s degree. The proposed revisions are as
follows:
Code Inspector – Minimum Qualifications:
A. Graduation from a regionally accredited or NYS registered college or university with a
Bachelor's Degree in Engineering, Architecture or a closely related field with similar
course curriculum and two (2) years of full-time paid experience, or its part-time paid
equivalent, in the design, construction, or inspection of buildings as a project manager,
estimator, construction superintendent or general contractor, or in qualified code
enforcement activities; or
B. Graduation from a regionally accredited or NYS registered college or university with a
Bachelor's Degree and four (4) years of full-time paid experience, or its part-time paid
equivalent, in the design, construction, or inspection of buildings as a project manager,
estimator, construction superintendent or general contractor, or in qualified code
enforcement activities; or
C. Graduation from a regionally accredited or NYS registered two-year college with an
Associate's Degree in Construction Engineering, Construction Technology or a closely
related field with similar course curriculum, and four (4) years of full-time paid
experience, or its part-time paid equivalent, in the design, construction, or inspection of
buildings as a project manager, estimator, construction superintendent or general
contractor, or in qualified code enforcement activities; or
D. An equivalent combination of training and experience as defined by the limits of (A)
and (B) above.
Senior Code Inspector – Minimum Qualifications:
A. Graduation from a regionally accredited or New York State registered college or university
with a Bachelor's Degree in Engineering, Architecture or a closely related field with similar
course curriculum, and four (4) years of full-time paid experience, or its part-time paid
equivalent, in the design, construction, or inspection of buildings as a project manager,
estimator, construction superintendent or general contractor, or in qualified code
enforcement activities; or
B. Graduation from a regionally accredited or New York State registered college or university
with a Bachelor’s Degree and six (6) years of full-time paid experience, or its part-time paid
equivalent, in the design, construction, or inspection of buildings as a project manager,
estimator, construction superintendent or general contractor, or in qualified code
enforcement activities; or
C. Graduation from a regionally accredited or New York State registered two-year college with
an Associate’s Degree in Construction Engineering, Construction Technology or a closely
related field with similar course curriculum, and six (6) years of full-time paid experience, or its
part-time paid equivalent, in the design, construction, or inspection of buildings as a project
manager, estimator, construction superintendent or general contractor, or in qualified code
enforcement activities; or
D. An equivalent combination of training and experience as defined by the limits of (A) and (B)
above.

Senior Plan Examiner – Minimum Qualifications:
A. Graduation from a regionally accredited or NYS registered college or university with a
Bachelor's Degree in Engineering, Architecture, or a closely related field with similar course
curriculum, and five (5) years of full-time paid experience, or its part-time paid equivalent, in
the design, construction, or inspection of buildings as a project manager, estimator,
construction superintendent or general contractor, or in qualified code enforcement
activities. At least two years of this experience must have involved reading and interpreting
plans and specifications for buildings of large scale construction; or
B. Graduation from a regionally accredited or NYS registered college or university with a
Bachelor’s Degree and seven (7) years of full-time paid experience, or its part-time paid
equivalent, in the design, construction, or inspection of buildings as a project manager,
estimator, construction superintendent or general contractor, or in qualified code
enforcement activities. At least two years of this experience must have involved reading and
interpreting plans and specifications for buildings of large scale construction; or
C. Graduation from a regionally accredited or NYS registered two-year college with an
Associate’s Degree in Construction Engineering, Construction Technology or a closely
related field with similar course curriculum, and seven (7) years of full-time paid experience,
or its part-time paid equivalent, in the design, construction, or inspection of buildings as a
project manager, estimator, construction superintendent or general contractor, or in
qualified code enforcement activities. At least two years of this experience must have

Deputy Building Commissioner – Minimum Qualifications:
A. Graduation from a regionally accredited or NYS registered college or university with a
Bachelor's Degree in Engineering, Architecture, or a closely related field with similar course
curriculum, and five (5) years of full-time paid experience, or its part-time paid equivalent, in
the design, construction, or inspection of buildings as a project manager, estimator,
construction superintendent or general contractor, or in qualified code enforcement
activities, at least two (2) years of which must have been in a supervisory capacity; or
B. Graduation from a regionally accredited or NYS registered college or university with a
Bachelor's Degree and seven (7) years of full-time paid experience, or its part-time paid
equivalent, in the design, construction, or inspection of buildings as a project manager,
estimator, construction superintendent or general contractor, or in qualified code
enforcement activities, at least two (2) years of which must have been in a supervisory
capacity; or
C. Graduation from a regionally accredited or NYS registered two-year college with an
Associate’s Degree in Construction Engineering, Construction Technology or a closely
related field with similar course curriculum, and seven (7) years of full-time paid
experience, or its part-time paid equivalent, in the design, construction, or inspection of

After further discussion, Commissioner Thompson made a motion to amend the minimum
qualifications for Code Inspector, Senior Code Inspector, Senior Plan Examiner and
Deputy Building Commissioner as requested. Seconded by Commissioner Abrams.
Motion carried 3-0.
Request to Add Driver’s License Requirement – Case Manager for the Elderly and
Disabled
The Commission reviewed and discussed a request to add a drivers license requirement
as a special requirement for the position of Case Manager for the Elderly and Disabled,
based on the job responsibilities of the position. Commissioner Thompson made a motion
to add the following requirement to the Case Manager for the Elderly and Disabled job
description:
“SPECIAL REQUIREMENT: Possession of a NYS Class D drivers license at the
time of appointment and maintenance of said license for the duration of
employment.”
Seconded by Commissioner Richardson. Motion carried 3-0.
Revision of Special Requirements: Fire Alarm Electrician
In September 2007, the Commission amended the special requirements for the Fire Alarm
Electrician position to require that candidates possess a City Electrician’s license at the
time of appointment. The exam for the position was given in October 2007, and only one
candidate qualified due to the new special requirement. The Fire Chief has reconsidered
the special requirement and has requested that the special requirement be amended to
read as follows:
“2. Candidates must obtain a City Electrician’s license issued by the City of Ithaca
within two years of appointment and must maintain said license for the duration
of employment.”
Commissioner Richardson made a motion to amend the special requirement as
requested. Seconded by Commissioner Thompson. Motion carried 3-0.
New Position Duties Statement: Ithaca Fire Department – Fire Alarm Electrician
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca Fire Department. Commissioner Thompson made a motion to classify the position
as Fire Alarm Electrician. Seconded by Commissioner Richardson. Motion carried 3-0.

New Position Duties Statement: Ithaca City School District – Head Building
Maintenance Mechanic
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca City School District. Commissioner Richardson made a motion to classify the
position as Head Building Maintenance Mechanic. Seconded by Commissioner
Thompson. Motion carried 3-0.
New Position Duties Statement: Ithaca City School District – Typist
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca City School District. Commissioner Thompson made a motion to classify the
position as Typist. Seconded by Commissioner Abrams. Motion carried 3-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Abrams. Motion carried 3-0.
During executive session, the Commission took the following actions:
Request to Accept Late Application
The Commission reviewed and discussed a request to approve a late application for
Firefighter Exam #67-374. Commissioner Richardson made a motion to accept and
approve the late application. Seconded by Commissioner Thompson. Motion carried 3-0.
CONTINUING BUSINESS
Approval of Rosters of Candidates for Examination
Commissioner Richardson made a motion to approve the Roster of Candidates for
Firefighter Examination #67-374. Seconded by Commissioner Thompson. Motion carried
2-0, with Commissioner Abrams abstaining due to a family relationship with one of the
applicants.
Addition of Names to Continuous Recruitment Eligible Lists
Commissioner Thompson made a motion to add names to the continuous recruitment
eligible lists. Seconded by Commissioner Richardson. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Richardson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Thompson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, August 6, 2008 at
9:30 am.
With no further business, the meeting was adjourned at 10:38 am.
