Commissioner Richardson called the meeting to order at 9:48 am.
APPROVAL OF MINUTES
Commissioner Richardson made a motion to approve the minutes of the May 4, 2011
meeting. Seconded by Commissioner Abrams. Motion carried 2-0.
NEW BUSINESS
Request to Expand Residency Requirement – Historic Preservation and
Neighborhood Planner
The Commission reviewed and discussed a request from Director of Planning and
Development JoAnn Cornish to expand the residency requirement for the anticipated
Historic Preservation and Neighborhood Planner vacancy to include all of New York State.
The position has specialized qualifications which require either advanced college
coursework in historic preservation, or prior work experience in historic preservation. The
anticipated recruitment pool within Tompkins County is anticipated to be limited. After
extensive discussion about the anticipated size of the local applicant pool, particularly in
relation to Cornell University’s School of Architecture, Art and Planning, Commissioner
Abrams made a motion to expand the residency requirement for the Historic Preservation
and Neighborhood Planner position to include all of New York State, through the
completion of the next exam process. Seconded by Commissioner Richardson. After
another round of discussion, the motion carried 2-0. Deputy Director Saul will report back
to the Commission on the results of the recruitment efforts.
Request to Expand Residency Requirement – Building Maintenance and Solid
Waste Supervisor
The Commission reviewed and discussed a request from Assistant Superintendent of
Public Works Ray Benjamin to expand the residency requirement for the current Building
Maintenance and Solid Waste Supervisor vacancy to include all of New York State. The
recent recruitment effort within Tompkins County only yielded one qualified applicant.
After discussion, Commissioner Richardson made a motion to expand the residency
requirement for the Building Maintenance and Solid Waste Supervisor position to include
all of New York State, through the completion of the next exam process. Seconded by
Commissioner Abrams. Motion carried 2-0.

Revision of Minimum Qualifications: Building Maintenance and Solid Waste
Supervisor
The Commission reviewed and discussed proposed revisions to the minimum
qualifications for Building Maintenance and Solid W aste Supervisor. The revisions
include: allowing a relevant Bachelor’s degree with additional relevant work experience as
a qualifying option; clarifying that prior supervisory experience is required; expanding the
qualifying experience to include private sector facilities management experience; and
defining qualifying “facilities management” and “solid waste management” experience in
detail. Commissioner Abrams made a motion to amend the minimum qualifications to
read as follows:
“MINIMUM QUALIFICATIONS:
A) Graduation from a NYS registered or regionally accredited college or university
with a Bachelor’s Degree in Civil Engineering, Construction Technology,
Engineering Science or a closely related field with a similar course curriculum
and two (2) years of full-time paid supervisory experience, or its part-time paid
equivalent, in facilities management or solid waste management; or
B) Graduation from a NYS registered or regionally accredited college or university
with an Associate’s Degree in Construction Technology, Engineering Science or
a closely related field with a similar course curriculum and four (4) years of full-
time paid supervisory experience, or its part-time paid equivalent, in facilities
management or solid waste management; or
C) Graduation from high school or possession of a high school equivalency
diploma and six (6) years of full-time paid supervisory experience, or its part-
time paid equivalent, in facilities management or solid waste management; or
D) An equivalent combination of training and experience as defined by the limits of
(A) and (B) above.
Note:
Facilities management refers to the management and oversight of municipal,
institutional or commercial buildings, recreational facilities, parking garages, or related
facilities. Job responsibilities must include planning, budgeting, supervision of paid
staff, scheduling of staff, and the management and coordination of maintenance and
repair activities.
Solid waste management refers to the management and oversight of the collection
and/or disposal of refuse and/or recyclables. Job responsibilities must include
planning, budgeting, supervision of paid staff, scheduling of staff, and the
management and coordination of solid waste collection and disposal activities.”
Seconded by Commissioner Richardson. Motion carried 2-0.

EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0.
During executive session, the Commission took the following actions:
CONTINUING BUSINESS
Establishment of Eligible List
Commissioner Richardson made a motion to establish Wastewater/Water Treatment Plant
Operator/Trainee Eligible List #28-110 for two years. Seconded by Commissioner
Abrams. Motion carried 2-0.
Revision of Eligible List
Commissioner Abrams made a motion to amend Police Officer Eligible List #65-229 by
adding the name of a candidate whose exam score was received late. Seconded by
Commissioner Richardson. Motion carried 2-0.
Addition of Names to Continuous Recruitment Eligible Lists
Commissioner Richardson made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Abrams. Motion carried 2-0.
Approval of Personnel Transactions
Commissioner Richardson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Abrams. Motion carried 2-0.
The next Civil Service Commission meeting will be held Wednesday, August 3, 2011 at
9:30 am. With no further business, the meeting was adjourned at 10:40 am.
