Commissioner Richardson called the meeting to order at 10:50 am.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes of the May 2, 2007
meeting. Seconded by Commissioner Eastman. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement: Ithaca Fire Department – Deputy Fire Chief
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca Fire Department. Commissioner Richardson made a motion to classify the position
as Deputy Fire Chief. Seconded by Commissioner Thompson. Motion carried 3-0.
Revision of Minimum Qualifications – Deputy Fire Chief
The Commission reviewed and discussed a request to amend the minimum qualifications
for Deputy Fire Chief to read as follows:
“Graduation from high school or possession of a high school equivalency diploma
and seven (7) years of full-time paid firefighting experience, or its part-time paid
equivalent, at least two (2) years of which must have been at the level of a second-
line supervisor (a supervisor of supervisors).
Note: In the Ithaca Fire Department, the second-line supervisory rank is Assistant
Fire Chief. “
The revised qualifications are consistent with those used for Deputy Police Chief.
Commissioner Richardson made a motion to revise the minimum qualifications for Deputy
Fire Chief as requested. Seconded by Commissioner Thompson. Motion carried 3-0.

New Position Duties Statement and Adoption of Job Description: Planning
Department – Senior Planner
The Commission reviewed and discussed a New Position Duties Statement from the
Planning Department and the proposed job description for Senior Planner. Commissioner
Thompson made a motion to classify the position as Senior Planner and adopt the job
description as proposed. Seconded by Commissioner Richardson. Motion carried 3-0.
Request to Waive Residency Requirement – Police Officer Exam
The Commission reviewed and discussed a request from the Ithaca Police Department
Recruiting Team to waive the contiguous county residency requirement for the 2007 Police
Officer exam. The Ithaca Police Department wishes to expand their recruitment area to
facilitate their workforce diversification efforts. The Recruiting Team presented their
recruitment strategy, which outlined the areas and schools they have targeted for
recruitment efforts. The Recruiting Team requested that the residency requirement be
waived in its entirety. Commissioner Eastman made a motion to waive the residency
requirement for the 2007 Police Officer exam. Seconded by Commissioner Thompson.
Motion carried 3-0.
New Position Duties Statement: Youth Bureau – Recreation Program Coordinator
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca Youth Bureau. Commissioner Thompson made a motion to classify the position as
Recreation Program Coordinator. Seconded by Commissioner Richardson. Motion
carried 3-0.
New Position Duties Statement: Planning Department – Executive Assistant
The Commission reviewed and discussed a New Position Duties Statement from the
Planning Department. Commissioner Thompson made a motion to classify the position as
Executive Assistant. Seconded by Commissioner Richardson. Motion carried 3-0.
New Position Duties Statement: Ithaca City School District – Clerk
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca City School District. Commissioner Thompson made a motion to classify the
position as Clerk. Seconded by Commissioner Richardson. Motion carried 3-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters and a request to disqualify a candidate. Seconded by
Commissioner Thompson. Motion carried 3-0. During executive session, the Commission
took the following actions:

OLD BUSINESS
Request to Disqualify Candidate
The Commission reviewed the results of a medical examination conducted pursuant to
Section 50.10 of NYS Civil Service Law. Commissioner Eastman made a motion to deny
the Ithaca Police Department’s request to disqualify a candidate from Police Officer
Eligible List #69-385 and to reactivate the candidate on Police Officer Eligible List #69-
385. Seconded by Commissioner Richardson. Motion carried 3-0.
CONTINUING BUSINESS
Approval of Rosters of Candidates for Examination
Commissioner Richardson made a motion to approve the Rosters of Candidates for
Examination listed below. Seconded by Commissioner Thompson. Motion carried 3-0.

eligible lists. Seconded by Commissioner Thompson. Motion carried 3-0.

Commissioner Richardson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Thompson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, July 25, 2007 at
10:30 am.
With no further business, the meeting was adjourned at 12:10 pm.
