Commissioner Richardson called the meeting to order at 10:50 am.
Public Hearing on Proposed Amendment to Appendix B – Non-Competitive Class of the
Civil Service Rules
Commissioner Richardson made a motion to open the public hearing on the proposal to amend
Appendix B – Non-Competitive Class of the Civil Service Rules by adding the title of
“Working Supervisors – Parking, Buildings and Grounds”. Seconded by Commissioner Eastman.
Motion carried 2-0.
No one appeared to speak on the proposed amendment.
Commissioner Richardson made a motion to close the public hearing. Seconded by
Commissioner Eastman. Motion carried 2-0.
APPROVAL OF MINUTES
Commissioner Richardson made a motion to approve the minutes of the April 5, 2006 meeting.
Seconded by Commissioner Eastman. Motion carried 2-0.
NEW BUSINESS
Resolution for Amendment to Appendix B – Non-Competitive Class of the City of Ithaca
Civil Service Rules
Commissioner Richardson made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public
hearing on May 3, 2006 for the purpose of amending Appendix B – Non-Competitive Class of
the City of Ithaca Civil Service Rules by adding the title of “Working Supervisors – Parking,
Buildings and Grounds”, and
WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed
amendment into consideration, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW,
THEREFORE, BE IT

RESOLVED, that the title of “Working Supervisors – Parking, Buildings and Grounds” be
added to Appendix B – Non-competitive Class.
Seconded by Commissioner Eastman. Motion carried 2-0.
New Position Duties Statement: Building Department – Office Assistant
The Commission reviewed and discussed a New Position Duties Statement from the Building
Department. Commissioner Richardson made a motion to classify the position as Office
Assistant. Seconded by Commissioner Eastman. Motion carried 2-0.
New Position Duties Statement: Building Department – Senior Code Inspector (2)
The Commission reviewed and discussed a New Position Duties Statement from the Building
Department for two new positions. Commissioner Eastman made a motion to classify the
positions as Senior Code Inspectors. Seconded by Commissioner Richardson. Motion carried
2-0.
Revision of Senior Code Inspector Job Description
The Commission reviewed and discussed a request from Building Commissioner Phyllis Radke
to update the Typical Work Activities section of the Senior Code Inspector job description
by emphasizing that the position trains new Code Inspectors and provides technical
assistance to Code Inspectors. Commissioner Eastman made a motion to revise the Senior
Code Inspector job description as requested. Seconded by Commissioner Richardson. Motion
carried 2-0.
Request to Accept Late Application
The Commission reviewed and discussed a request to accept a late application for Motor
Equipment Mechanic Supervisor Exam No. 78-832. Commissioner Richardson made a motion
to approve the request. Seconded by Commissioner Eastman. Motion carried 2-0.
Revision of Recreation Facilities Director Job Description
The Commission reviewed and discussed a request from Youth Bureau Director Allen Green
to update the Recreation Facilities Director job description by deleting all references to the
Alex Haley Pool. All responsibilities associated with the Alex Haley Pool are fulfilled by
GIAC staff. Commissioner Richardson made a motion to revise the Recreation Facilities
Director job description as requested. Seconded by Commissioner Eastman. Motion carried
2-0.

EXECUTIVE SESSION
Commissioner Richardson made a motion to enter into executive session to discuss civil
service examination matters. Seconded by Commissioner Eastman. Motion carried 2-0.
During executive session, the Commission took the following actions:
CONTINUING BUSINESS
Approval of Rosters of Candidates for Examination
Commissioner Richardson made a motion to approve the Roster of Candidates for Motor
Equipment Mechanic Supervisor Examination No. 78-832. Seconded by Commissioner
Eastman. Motion carried 2-0.

Establishment of Eligible Lists
Commissioner Richardson made a motion to establish the eligible lists specified below for the
time period indicated. Seconded by Commissioner Thompson. Motion carried 3-0.
Community Service Officer #69-030 (2 years)
Executive Assistant #60-394 (1 year)
Approval of Personnel Transactions
Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by
Commissioner Thompson. Motion carried 3-0.
The next Civil Service Commission meeting will be Wednesday, June 28, 2006 at 10:30 am.
With no further business, the meeting was adjourned at 11:42 am.
