Commissioner Richardson called the meeting to order at 9:48 am.
ELECTION OF CHAIRPERSON
Commissioner Abrams made a motion to elect Commissioner Richardson as Chairperson
of the Civil Service Commission. Seconded by Commissioner Thompson. Motion carried
3-0.
Public Hearing on Proposed Amendment to Appendix B – Non-Competitive Class of
the City of Ithaca Civil Service Rules
Commissioner Richardson made a motion to open the public hearing on the proposal to
amend Appendix B – Non-Competitive Class of the Civil Service Rules by adding the
position of Assistant Director of Human Resources and Labor Relations to the non-
competitive class and by designating said position as requiring the performance of
functions influencing policy. Seconded by Commissioner Thompson. Motion carried 3-0.
No one appeared to speak on the proposed amendment.
Commissioner Richardson made a motion to close the public hearing. Seconded by
Commissioner Abrams. Motion carried 3-0.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes of the December 8, 2010
meeting. Seconded by Commissioner Thompson. Motion carried 3-0.
NEW BUSINESS
Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil
Service Rules
Commissioner Abrams made the following motion:
WHEREAS, the Ithaca Civil Service Commission deems it necessary to make certain
changes to the Appendices of the City of Ithaca Civil Service Rules; and
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public
hearing on January 5, 2011 for the purpose of amending Appendix B (Non-Competitive

Class) of the City of Ithaca Civil Service Rules by adding the title of Assistant Director of
Human Resources and Labor Relations to the Non-Competitive Class and designating the
position of Assistant Director of Human Resources and Labor Relations as requiring the
performance of functions influencing policy, and
WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed
amendment into consideration, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment,
NOW, THEREFORE, BE IT
RESOLVED, that subject to the approval of the State Civil Service Commission, the title of
Assistant Director of Human Resources and Labor Relations be added to Appendix B
(Non-Competitive Class) of the City of Ithaca Civil Service Rules and be it further
RESOLVED, that subject to the approval of the State Civil Service Commission and
pursuant to Section 42(2)(a) of the New York State Civil Service Law, the position of
Assistant Director of Human Resources and Labor Relations be designated as a position
which requires the performance of functions influencing policy.
Seconded by Commissioner Thompson. Motion carried 3-0.
Elimination of Physical Performance Assessment as Examination Requirement -
Firefighter
The Commission reviewed the statistical information for the physical performance
assessments conducted for Firefighter examinations during the past fourteen years, and
discussed the usefulness and validity of the physical performance assessment as an
examination requirement. Deputy Human Resources Director Saul stated that she and
Acting Fire Chief Tom Dorman recommend that the physical performance assessment
continue to be used as a screening tool, but that it be eliminated as an examination
requirement. The results of a candidate’s physical performance assessment would be a
consideration in the selection process, but a candidate would no longer be automatically
disqualified from further consideration if the candidate did not pass the physical
performance assessment. After discussion, Commissioner Richardson made a motion to
eliminate the physical performance assessment as an examination requirement for
Firefighter. Seconded by Commissioner Thompson. Motion carried 3-0.
New Position Duties Statement: City Attorney’s Office – Associate Attorney (12
month temporary, 20 hr/wk position)
The Commission reviewed and discussed a New Position Duties Statement from the City
Attorney’s Office for a temporary, 12 month, 20 hr/week position. Commissioner
Thompson made a motion to classify the position as Associate Attorney and authorize the
temporary position for a twelve month period commencing on the date of hire, or May 1,
2011, whichever comes first. Seconded by Commissioner Richardson. Motion carried 3-
0.

New Position Duties Statement: Ithaca City School District – Account Clerk/Typist
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca City School District for a position in the Maintenance Department. Commissioner
Richardson made a motion to classify the position as Account Clerk-Typist. Seconded by
Commissioner Thompson. Motion carried 3-0.
Revision of Account Clerk-Typist Job Description
Commissioner Abrams noted that the Account Clerk-Typist job description still references
the use of a typewriter. Commissioner Abrams made a motion to update the language in
the Account Clerk-Typist job description by replacing references to typewriters with
references to alphanumeric keyboards. Seconded by Commissioner Thompson. Motion
carried 3-0. Deputy Director Saul stated that she would review the other clerical job
descriptions and bring any that need similar updates back to the Commission for revision
at the next meeting.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.

Commissioner Thompson made a motion to approve the Rosters of Candidates for
Examination listed below. Seconded by Commissioner Richardson. Motion carried 3-0.

Report on Eligible Lists Established in December 2010
Deputy Director Saul reported that Director of Resident Services Eligible List #61-052 was
established on December 30, 2010 for a period of one year.
Report on Names Added to Continuous Recruitment Eligible Lists in December 2010
Deputy Director Saul reported that one candidate was added to three continuous
recruitment lists effective December 16, 2010.

Approval of Personnel Transactions
Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded
by Commissioner Thompson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, February 23, 2011 at
9:30 am.
With no further business, the meeting was adjourned at 10:32 am.
