ELECTION OF CHAIRPERSON Commissioner Abrams made a motion to elect Commissioner Richardson as Chairperson of the Civil Service Commission. Seconded by Commissioner Richardson. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes of the December 5, 2007 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. PUBLIC COMMENT A candidate addressed the Commission regarding his request to be reinstated to Firefighter Eligible List #60-929 and presented a summary of his comments to the Commission for their records. NEW BUSINESS New Position Duties Statement: Youth Bureau – Recreation Facility Maintenance Worker The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Richardson made a motion to classify the position as Recreation Facility Maintenance Worker. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement: Ithaca Fire Department – Firefighter (temporary) The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Fire Department. The Fire Department is requesting a temporary, twelve (12) month position to replace a Firefighter who will be temporarily replacing a Fire Lieutenant who is on military leave. Commissioner Richardson made a motion to authorize a temporary Firefighter position for the period January 9, 2008 through January 9, 2009. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission January 9, 2008 Page 2 New Position Duties Statement: Ithaca Fire Department - Fire Lieutenant (temporary) The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Fire Department. The Fire Department is requesting a temporary, twelve (12) month position to replace a Fire Lieutenant who is on military leave. Commissioner Richardson made a motion to authorize a temporary Fire Lieutenant position for the period January 9, 2008 through January 9, 2009. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss a candidate’s request for reinstatement to Firefighter Eligible List #60-929. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, Commissioner Richardson made a motion to deny the request for reinstatement. Seconded by Commissioner Abrams. Motion carried 2-0. NEW BUSINESS – continued Request to Waive Residency Requirement – Executive Assistant Exam #66-345 The Commission reviewed and discussed a request from Deputy Human Resources Director Saul to expand the residency requirement for Executive Assistant Exam #66-345 to include contiguous counties, due to continued recruitment difficulties. After discussion, Commissioner Richardson made a motion to expand the residency requirement for Executive Assistant Exam #66-345 to include the contiguous counties. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement: GIAC – GIAC Program Assistants (4) The Commission reviewed and discussed New Position Duties Statements for four new positions at GIAC. Commissioner Richardson made a motion to classify the positions as GIAC Program Assistants. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement: GIAC – Custodial Worker The Commission reviewed and discussed a New Position Duties Statement from GIAC. Commissioner Richardson made a motion to classify the position as Custodial Worker. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement: DPW/Streets and Facilities – Building and Grounds Maintenance Worker The Commission reviewed and discussed a New Position Duties Statement from the Streets and Facilities Division of the Department of Public Works. Commissioner Civil Service Commission January 9, 2008 Page 3 Richardson made a motion to classify the position as Building and Grounds Maintenance Worker. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement: Ithaca City School District – Senior Typists (2) The Commission reviewed and discussed New Position Duties Statements for two new positions at the Ithaca City School District. Commissioner Abrams made a motion to classify the positions as Senior Typists. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: Ithaca City School District – Account Clerk- Typist The Commission reviewed and discussed a New Position Duties Statement for a new position in the Fine and Performing Arts Department at the Ithaca City School District. Commissioner Abrams made a motion to classify the position as Account Clerk-Typist. Seconded by Commissioner Richardson. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: Request to Accept Late Application – Wastewater-Water Treatment Plant Operator Trainee Exam #2008-1 The Commission reviewed and discussed a request to accept a late application for Wastewater-Water Treatment Plant Operator Trainee Exam #2008-1, due to misinformation given by City staff. Commissioner Richardson made a motion to approve the request. Seconded by Commissioner Abrams. Motion carried 2-0. Request to Accept Late Application – Microcomputer Technician Exam #65-281 The Commission reviewed and discussed a request to accept a late application for Microcomputer Technician Exam #65-281, due to an administrative mix-up. Commissioner Abrams made a motion to approve the request. Seconded by Commissioner Richardson. Motion carried 2-0. CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Richardson. Motion carried 2-0. Assistant Fire Chief #73-165 Deputy Fire Chief #72-790 Microcomputer Technician #65-281 Wastewater-Water Treatment Plant Operator Trainee #2008-1 Civil Service Commission January 9, 2008 Page 4 Report on Eligible Lists Established in December 2007 Deputy Director Saul reported that the eligible list for Assistant Chief Wastewater Treatment Plant Operator #72-335 was established on December 6, 2007 for a period of one year. Establishment of Eligible Lists Commissioner Richardson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Abrams. Motion carried 2-0. Fire Alarm Electrician #66-520 (2 years) Police Officer #65-458 (3 years) Tenant Relations Assistant #65-973 (2 years) Addition of Names to Continuous Recruitment Eligibility Lists Commissioner Richardson made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Abrams. Motion carried 2-0. Correction to Exam Score Commissioner Richardson made a motion to correct an exam score on the School Secretary Eligible List #56-000a and Senior Typist Eligible List #56-000b, retroactive to November 7, 2007, due to a revised scoring key: Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by Commissioner Abrams. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, February 6, 2008 at 9:30 am. With no further business, the meeting was adjourned at 10:45 am.
