HomeMy WebLinkAboutMN-CABLE-2014-06-021 Access Oversight Committee (AOC) minutes Monday, June 2, 2014, 4:30 PM Meeting Room, PEGASYS Access Center, 519 West Green St., Ithaca, NY (as approved July 14, 2014) Present: chair Rich DePaolo, AOC members Wayles Browne, vice -chair Wies van Leuken, Liaison from Common Council (City of Ithaca) J.R. Clairborne, and Michael Brutvan (5:00- 5:45); studio manager Lauren Stefanelli. O1. Call to Order at 4:35 by DePaolo. 02. Agenda Additions and/or Deletions: none. 03. Public Comments: none. 04. Approval Minutes of the May 5, 2014 meeting: approved 3 -0. 05. Access Studio Coordinator Report (given orally) a. TWC's 2013 Budget Purchases Report. No purchases were made. Barbara Young, VP of Corporate Finance for Time Warner Cable's Northeast Region, created an Operating Account for the 2013 budget in February, but it took 2 months for Stefanelli to become certified as a Requester. She was then authorized to submit a Requisition (a request for a Buyer to submit a Purchasing Order (PO)). This requisition had to be approved by a list of TWC staff prior to being forwarded to a Buyer. This took time and meanwhile the Requisition submission timed out and had to be re- submitted. With the Requisition properly processed, the Buyer drafted a Purchase Order (PO) for approval by a list of TWC staff. This list was found to be incorrect. A new chain of approvals was approved. Purchases should be made shortly. b. Use of PEG by educational institutions. At Ithaca High School, Steve Cass is teaching a video class. This position however could be cut in the next School Budget. Cass's students have made 14 episodes of the "Red Eye" show, which are being shown at Channels 13/97 -3. The Lehman Alternative Community School has broadcast its LACS Mid -East Debates. The AOC welcomed this development but still expects to see more programs in the future, because this school received a lot of PEG equipment in recent years. New Roots Charter School has completed episode I and most of episode 2 of a show; for them it's an actual for - credit course. Students came to the PEG studio some Thursday mornings to work on it. They have their own field camera and editing equipment. They will continue next year. Cascadilla School shot its annual Talent Show in the PEG studio. Their teacher Christian Jensen will soon edit and broadcast it, also put it up on YouTube [ "Cascadilla Open Mic 2014 with audio," now available at https: / /www.youtube .com/watch ?v= BgM6rYbBnOk]. c. Discussion of the place of PEG in the community. Stefanelli mentioned possible cooperation with WRFI Community Radio. Local shows could be on both TV and radio. DePaolo will discuss this with WRFI staff. 2 Brutvan: I'll be working with Matteo Wyllyamz, a branding expert. I could ask him about how best to brand PEG. Claiborne suggests enlisting IC students to look at ways to publicize PEG. 06. Budget a. Distribution of AOC's 2015 Budget Resolution to Participating Municipalities: Clairborne, DePaolo and van Leuken are taking this Resolution to their respective municipalities for review at their June meetings. Clairborne: it will have to go through committee first, so most likely the City of Ithaca Common Council will approve it at their July 2 meeting. Van Leuken: the budget resolution that our municipalities are going to pass should omit the word 'capital'. 'Capital' wasn't actually in the franchise. b. Status of 2014 Budget: The AOC concurred that it will discuss 2014 Budget uses only after the 2013 purchases are in place in the Studio. Stefanelli: TWC's job is now to get all remaining money into the newly - established account. We're no longer tied down by the 'capital' provision. 07. Member Reports a. First Quarter 2014 Franchise Fee Report from City, Town & Village: these reports are due. b. PEGASYS' Policies and Procedures Manual: The June 2, 2014 Draft of the Manual submitted by van Leuken was approved 4 -0. Stefanelli will create letterhead for the forms in the Appendix and update the Training Request Form. c. Publicity: On the question of archiving and/or streaming PEG programs: Leightronix (http: / /www.leightronix.com/) supplied archive - and - stream equipment to the City of Ithaca. They could do it for PEG if we can use our budget for it. DePaolo: So we can simply order the streaming equipment? Or should we wait and talk to TWC director of government relations David Whalen first? DePaolo will ask Whalen to the next AOC meeting (July 14) or at least to take part in a conference call. d. Public Comment Session at 3/3/14 Meeting: Follow -Up: for next meeting. e. Quality of PEG Cablecasts: for next meeting. f. AOC's Equipment Purchases Report to City: cannot be made until there are purchases. g. City Attorney opinions on using PEG funds for PEG facility improvements: for next meeting. 08. Old Business a. Franchise Agreement: no progress reported. b. Equipment Recipients' reports: none. c. Migration PEG channels: for next meeting. d. Repairs to PEGASYS' entrance: there is a solid plan for it. e. 2013 Franchise Fee Report from City: Clairborne will mail this to van Leuken 09. New Business: none. 10.
