HomeMy WebLinkAboutMN-CABLE-2014-02-031 Access Oversight Committee (AOC) minutes Monday, February 3, 2014, 4:30 PM Meeting Room, PEGASYS Access Center, 519 West Green St., Ithaca, NY (as approved March 3, 2014) Present: AOC members Wayles Browne, chair Rich DePaolo, vice -chair Wies van Leuken, Michael Brutvan; studio manager Lauren Stefanelli; members of the public and producers Ann Krajewski, Chris Church. Liaison from Common Council (City of Ithaca) J.R. Clairborne called in: absent due to a family emergency. 01. Call to Order by R. DePaolo at 4:37. 02. Agenda Additions and/or Deletions: none. 03. Public Comments: Ann Krajewski has an art demonstration show (presently on hiatus). She reacts to William Swan's article "Access Eclipse: PEGASYS public access television seems neglected by both Time Warner Cable" (Jan. 29, 2014 Ithaca Times), seeing Bryan VanCampen's pessimistic views quoted in it as "biting the hand that feeds him." VanCampen has one broadcast show and 24 on YouTube. The writer of the article seems to have had his own agenda. DePaolo, replying: The article doesn't seem all that negative, but does bring out differences of opinion between AOC and TWC. Phrases like "going down the tubes" could be said of newspapers as well. Chris Church (producer of the 'Mr. C1eanN' show) hopes to take some action to increase viewership. Both Ann and Chris keep getting stopped on the street by viewers saying "I saw you on TV!" Chris: it's never been clear why there's competition between Internet and PEG; they should be mutually reinforcing. Brutvan: consider archiving all PEG shows on one YouTube channel. There are Google applications that can help create a site. 04. Approval of Minutes of the January 6, 2014 meeting. Minutes approved with one formatting change, 4 -0. 05. Access Studio Coordinator Report (attached). a. Annual Subscriber Fee Report from TWC ($0.15 /subscriber /month revenues): still needed. Stefanelli will ask an accountant. b. TWC's Maintenance and Repair Report. Included. c. TWC Semi - Annual Usage Fees Report (fees paid by producers from non - participating communities). Jan -June 2013 $160, July -Dec. 2013 $200, total fees 2013 $360. d. Status of 2013 Budget's purchases. Included [i.e. still overdue after a year]. e. Interim Report on Responses Re: "RFP to Educational Institutions ". Included [none yet]. 2 06. Member Reports a. AOC took note of two Jan. 29, 2014 Ithaca Times articles: "Access Eclipse: PEGASYS public access television seems neglected by both Time Warner Cable" and "Council of Governments: Towns propose deal with cable giant ". DePaolo asks Brutvan about the first article. Brutvan: Van Campen asked me to speak with the author. The photographer made a visit to the studio; the author didn't. DePaolo suggests a brainstorming session with producers on ways to publicize PEGASYS. Agreed: we'll invite producers to the Mar. 3 meeting at 6 pm for a discussion. We'll announce this at the Peg Awards session Friday, Feb. 28. Brutvan: an idea would be to write Wikipedia pages. b. Draft PEGASYS Policies and Procedures Manual - Review. Van Leuken will meet with Stefanelli, then AOC will take up van Leuken's proposals at its next meeting. M. Brutvan plans to set up a Google document. 07. Old Business a. Franchise Agreement. DePaolo: The proposed text of the new agreement has been formally submitted to TWC. b. Equipment Recipients' reports. None. c. Migration PEG channels - report. No replies have been received as yet. - Access Capital The 2013 access capital fund has not yet been approved for expenditure. - Equipment Repair A replacement audio monitor was put in our studio in January, replacing one which had its woofer broken by a producer through excessive volume. Our Gen CG character generator seems to be running well, now that we have it on its own power outlet. One of our laptop editors has had improved functionality, when we discovered that not all the software had been loaded originally. That last software has now been added and it has all functions of the other units. - PEGASYS Awards The 2014 PEGASYS Awards video competition is underway. The awards ceremony will take place on February 28, in a live cablecast on channel 13. - PEGASYS PR 2 Ithaca Times articles featured PEG subjects in January. On January 15, an article featured the Ithaca High School video studio, and their planned and current ed. access productions. On January 29, "Access Eclipse," a cover story, asserted the obsolescence of PEGASYS, supported by accusations and predictions of demise from long -time producers Mike Brutvan and Bryan vanCampen. - PEGASYS Usage Stats Attached. Good news is that our program production has gone up for the second year in a row. Locally - produced shows were down to 550 in 2011, having steadily declined from a high of 754 in 2005. In 2012 this number climbed a bit to 595. In 2013, it climbed further to 634. New programming numbers including both locally - produced and syndicated shows also rose, from a 2011 low of 601 to 700 in 2013. In facility usage, the most notable change is in studio use, which has risen from 308 uses or 661 hours in 2012 to 359 uses or 803 hours in 2013.
