Access Oversight Committee (AOC) minutes

Present: AOC members Wayles Browne, chair Rich DePaolo, vice -chair Wies van Leuken,
Liaison from Common Council (City of Ithaca) J.R. Clairborne; studio manager Lauren
Stefanelli.
O1. Call to Order by R. DePaolo at 4:45.
02. Agenda Additions and/or Deletions: none.
03. Public Comments: none.
04. Approval Minutes of the November 4, 2013 meeting. Minutes approved with one change, 4 -0
(clarification of Clairborne's question "What happens to money left over after the end of the
2003 -2013 franchise ? ").
05. Access Studio Coordinator Report (attached).
a. TWC's Maintenance and Repair Report
b. Status of 2013 Budget's purchases.
c. Other reports.
06. Member Reports
a. Adoption of Meeting Schedule for 2014: meetings will be the first Monday of the month.
b. Election of Chairperson, Vice Chairperson and Secretary: Rich DePaolo, Wies van Leuken,
and Wayles Browne were re- elected to these offices by acclamation.
c. Draft Notification to Educational Institutions to submit Funding Proposals to be approved at
the March Meeting: Stefanelli has drafted a letter (attached). AOC approved this but asked for
the deadline to be March (rather than April).
d. Disruption of PEG programs the weekend of 27 -30 December 2013: see Access Studio
Coordinator's Report. AOC would be interested in plugging the PEG studio's NEXUS into the
TWC's interruption- protected power source that feeds equipment in the neighboring building.
07. Old Business
a. Franchise Agreement. DePaolo: City Attorney Ari Lavine is working on a cover letter to go
with the proposed text.
b. Equipment Recipients' reports. DePaolo will contact the Lehman Alternative Community
School (LACS).
c. Migration PEG channels - report. DePaolo once again asked Time Warner Cable (TWC)
person in charge of government relations David Whalen to have slides shown on channels 13,
15, and 16 with information about how to switch to the digital adapter box in order to receive the
new digital channels 97 -3, 97 -4 and 97 -5. Whalen told him it's a technical problem: how to put
the slide only on screens of viewers who have no digital adapters? He (Whalen) was going to ask
TWC's engineer.

d. Review of PEGASYS's Policies /Procedures (Stefanelli's proposed new policy document)
interim report. Van Leuken will have this ready for the next meeting.
e. Status of 2013 Budget's purchases, unmade as yet: Mr. Whalen told DePaolo that an internal
discussion is in progress.

Access Studio Coordinator Report
- Educational and Governmental Access News
A letter inviting educational and governmental institutions to requesting equipment
funding will be sent out this month. [attached]
Steve Cass, the video instructor at Ithaca High School, has completed building his new
studio. He has also started submitting programming to channel 16 in the form of a
series called "Red Eye," a news - format program. In November and December, 3
episodes of Red Eye have been shown, and plans for the new year are to have a new
show every 2 weeks. In addition, Steve also hopes to add sports programming in the
coming year.
- Access Capital
The 2013 access capital fund has not yet been approved for expenditure. The several
people in TWC management and accounting who have been designated to resolve the
spending delay have scheduled a conference call this Friday to work through the issue.
- Equipment Repair
One of our standard camcorders [Sony PDX10 #48] returned from repair and has been
put back into service. We have all 5 units in service at present.
Our Gen CG character generator in our main studio has been having powering -up
problems recently. As soon as our engineer can swap in a spare unit [one of our old
Inscribers], we will be sending the Gen CG to Syracuse to have its power supply fixed.
- PEGASYS Facility
A power outage on the overnight of 12/27 -28 caused loss of programming on channel
13 for that Fri 10am- Monday 1 pm weekend. Default screens showed on the channel
where mpg programs were scheduled to be. Rebooting solved the problem and all
producers were offered the opportunity to reschedule any missed program plays.
- PEGASYS Awards
The 2014 PEGASYS Awards video competition is underway. I invite the AOC to supply
one of its members to serve as a contest judge. The awards ceremony will take place
on February 28, in a live cablecast on channel 13.
