HomeMy WebLinkAboutMN-CABLE-2013-04-01Cable Access Oversight Committee minutes April 1, 2013 (as approved May 6, 2013) The PEGASYS Access Oversight Committee (AOC) met at 4:45 pm on Tuesday, April 1, 2013, in the PEGASYS studio, 612 W. Green St., Ithaca, NY. Present: AOC members Wayles Browne, chair Rich DePaolo, liaison from Common Council (City of Ithaca) J.R. Clairbome, Wies van Leuken; studio manager Lauren Stefanelli. 0) Notes by W. Browne as AOC secretary. 1) Rich DePaolo called the meeting to order. 2) Agenda Additions and/or Deletions: none. 3) Public Comment: none. 4) Minutes of the Feb. 12, 2013 meeting: approved, with some changes. 5) Access Studio Coordinator Report. Attached. a. Time Warner Cable's Annual Capital Purchase Report - -final for 2012. Attached. AOC accepted this report and is forwarding it, as submitted, to the Mayor and Common Council. The upgraded Adobe Premiere CS6 /Encore CS6 can accept more different file formats than the previous CS3. b. Stefanelli presented a detailed draft of a Capital (= Equipment) purchase budget for 2013, in keeping with the budget approved in 2012. Attached. None of the sum has yet been spent. She hesitated for some time about which camera to choose; two possible ones have been recommended by public access centers elsewhere, namely the JVC (included in the draft) for about $2,000 each, and a Sony for about $4,000. The Sony is better, but it's most effective to get a larger number of the cheaper ones. The JVCs record in both Standard Definition and High. (The Youth Bureau already has one.) We might add a couple of attachable wide -angle lenses. - The "fluid head" tripod allows smooth panning. Discussion by members. 15 lithium batteries would be better than 10. More memory cards, maybe twice as many, and also four 32GB ones too. W. van Leuken: can we add two $4000 Sony cameras and accessories, and a microphone stand? - The $7000 for County INET hookup is a placeholder, since we're still waiting for a concrete request from the County; we'll drop this if we don't hear anything by May. c. TWC's recommendations for a FY 2014 budget. Stefanelli: it's uncertain how much there will be to spend, but we could suggest an amount (placeholder budget). Van Leuken: City of Ithaca, Town of Ithaca, and Village of Cayuga Heights need to vote on this in May - June, so please let's have a recommended budget at the next AOC meeting. d. Maintenance and Repair Report. Only small items. z e. Annual Subscriber Fee Report ($0.15 /subscriber /mo revenues) that was due in Feb. 2013 is not available yet. TWC Manager Thomas Doheny has not yet gotten it from TWC Accounting Office. DePaolo will e -mail Doheny on this. f. Semi - Annual Usage Fees Report (fees paid by producers from non - participating communities): Michael Cederstrom was paid from this pool of money when he was Stefanelli's vacation replacement, but we still have no invoice for payments to him. 6) Member Reports. a. Quarterly Franchise Fee Report from City, Town and Village (4th Quarter 2012). Van Leuken: still waiting for the 4Q2012 report from the Village. Clairborne should be getting the spreadsheet from the City. From the Town, DePaolo has sent Van Leuken the 3rd quarter, still needs to get the 4th quarter. b. Report on interviews with producers. Van Leuken surveyed producers at the PEG awards ceremony Feb. 22. One mentioned audio problems in the mini - studio: the mike picks up sound from the fan. Several say PEG needs new cameras. Complaints: other users change the settings on cameras, could staff always reset them? Repairs take too long. We need more laptops. Many decry the lack of publicity about shows on Channel 13. One would like lavalier mikes. Some ask for more studio hours, particularly afternoon hours. The address of the website ( http: / /pegasys .webstarts.com/index.html) should be placed on the screen for Channel 13 and on other communications from PEG. If playback malfunctions over weekends, there seems to be no way to get it fixed before Monday. B. McGee sent a long e-mail, hoping for simpler equipment for newcomers to use. c. Planning the next franchise agreement. DePaolo: a template has been crafted using language from current local franchises and those used at other places in the U.S. It will be discussed at the next TCCOG meeting Apr. 29. DePaolo needs to talk to City Attorney Ari Levine about PEG facilities. d. Public Visibility of PEG. There is a website but more publicity is needed. Clairborne: possibly the City could host a site. - Announcements of training sessions could be given to the City and Town and maybe made into posters; also could be e- mailed to the City Clerk. Van Leuken also suggests paper slips as handouts, and gave a draft to Stefanelli for markup for the next meeting. e. Business Hours and Staffing: AOC members briefed Clairborne. AOC doesn't know the real cost of an hour of studio open time, because TWC does not report payroll costs to the AOC. f. PEGASYS Access Rules. Stefanelli: TWC wanted to have uniform rules for all access centers. To: AOC April 2013 Access Studio Coordinator Report - 2012 PEGASYS Capital Reports The 2012 Capital Final Report is attached. The 2013 Capital Spending Draft is also attached. - Governmental & Educational Access The City of Ithaca has done some successful tests of live- streaming of common council meetings. The County is reported to be moving its operations within the next few months. LACS did their annual 5 -hour Mid -East Debates, which will appear on channel 16 within the next month. Equipment Repair We have had some minor equipment problems. Some cables have had intermittent faults. They have been pulled from service. A couple mics have been dropped. They have been repaired. A speaker was damaged from a producer running the audio too loudly. This will be replaced with a spare unit. - PEGASYS Awards The 2013 PEGASYS Awards ceremony took place on February 22. Clips of all entrants were shown. Winners in 7 categories were honored, and the 4 highest scoring programs were sent on to the national Hometown Awards competition. - Outreach I did presentations on PEGASYS to 2 groups in March. The first was a course for human service organization staff on using video to promote their organization.
