The PEGASYS Access Oversight Committee (AOC) met at 4:45 pm on Tuesday,
February 12, 2013, in the PEGASYS studio, 612 W. Green St., Ithaca, NY.
Present: AOC members Wayles Browne, Mike Brutvan, chair Rich DePaolo, liaison from
Common Council (City of Ithaca) J.R. Clairborne, Wies van Leuken; studio manager
Lauren Stefanelli; Chris Wheatley, the new Manager of TV and Radio Operations at
Ithaca College (ICTV).
0) Notes by W. Browne as AOC secretary.
1) Rich DePaolo called the meeting to order.
2) Agenda Additions and /or Deletions: none.
3) Public Comment: none.
4) Minutes of the Jan. 8, 2013 meeting: approved, with 1 abstention.
5) Access Studio Coordinator Report. Attached.
a. Annual Subscriber Fee Report ( "$0.15 /subscriber /month revenues that go to
equipment "): not provided by TWC.
Van Leuken: the total revenues for the years 2004, 2005 and 2006 reported by TWC
on 2/12/08 and again on 5111/10 to be $22,708.04, $20,144.93 and $19,616.00 were
changed in the 2012Annual Subscriber Fee Report. They changed from $22,708.04
to $20,456.70 (2004); from $20,144.93 to $19,658.85 (2005) and from $19,616.00
to $18,910.50 (2006), a loss of more than $3,000. The sum of # of customers x $0.15
should be a fixed number not subject to change. Stefanelli: able to get figures only
through TWC manager Thomas Doheny, who has said that the accountants were using
algorithms (formulas) instead of counting real dollars.
b. Maintenance and Repair Report: none this month. Brutvan asks about the time -
base corrector, an item needed for his programs; Stefanelli will look into it.
c. Semi - Annual Usage Fees Report: partial report presented with a list of collected
fees but without a list of how the funds were used. Table included in minutes, but without
individual producers' names.
d. Funding proposals from educational institutions - none yet received.
e. The Access Studio Coordinator included a report on equipment usage and a
program analysis.
6) Member Reports
a. Quarterly Franchise Fee Report from City, Town and Village (4th Quarter 2012).
DePaolo will ask the Town of Ithaca for it; Clairborne will ask the City (= Controller
Steven Thayer). Van Leuken will get it from the Village of Cayuga Heights.
b. Franchise Agreement. A draft proposal for TCCOG (Tompkins County Council of
Governments) to consider will be written in March, taking into account components of the
City's proposals and others from agreements elsewhere in the U.S. Van Leuken will
provide a "wish list" of desiderata.
Channel 148 will be the City's channel as soon as the City has some programming of
its own; it's not yet "lit up" now. It's a digital channel, available on standard -tier
subscriptions, not on basic tier. Even after 148 goes on, city meetings can still be on
channel 15.
Members discussed DePaolo's draft letter to TCCOG municipalities not now taking
part in PEG, and suggested small changes.
c. Public Visibility of PEG. Chris Wheatley: I ran an announcement on WICB radio
about some cable TV subscribers not receiving channels 13, 15, and 16; many responses
by phone.
An item for the next franchise: the need for a dedicated website or web page for
PEG.
d. Business Hours and Staffing: the PEG studio needs some hours of an engineer's
time on a regular basis; another item for the next franchise.
e. Equipment Recipients' reports: information about equipment failures should be
included in minutes. During the PEG Awards ceremony on Feb. 22, AOC members will
poll producers about problems they encounter.
7) Old Business
a. Loss of Channels 13, 15 and 16 to some subscribers: see under 6c.
8) Next meeting. Tuesdays are a problem for Clairborne. Stefanelli has to leave
Wednesdays at 5:30. Decided: change meetings to the first Monday of the month at 4:30.
The next meeting will be Monday, March 4 [later changed to Monday, April 1].
9) Adjourned at 6:30.

Access Studio Coordinator Report
- 2012 PEGASYS Facility and Channel 13 Usage Reports
2012 and 2011 reports are attached for comparison. Note particularly that, after a
steady decline from 2006 through 2011, program production has increased in
2012. About 50 more new shows were produced at the PEGASYS Center than in
2011. All areas of production services have also shown a notable increase in
usage.
- PEGASYS User Fees
Report for 2012 attached.
- PEGASYS Awards
The 2013 PEGASYS Awards ceremony will take place on February 22, in a live
cablecast on channel 13, starting at 8pm. AOC members are cordially invited to
attend.
- Governmental Access
The City of Ithaca received a new version of its NEXUS server, which it hopes will
resolve some problems it was having getting live streaming of meetings up and
running.
