The PEGASYS Access Oversight Committee (AOC) met at 4:50 pm on Tuesday,
November 13, 2012, in the PEGASYS studio, 612 W. Green St., Ithaca, NY.
Present: AOC members Cynthia Brock, Wayles Browne, Mike Brutvan, Wies van
Leuken, chair Rich DePaolo; studio manager Lauren Stefanelli.
0) Notes by W. Browne as AOC secretary.
1) Rich DePaolo called the meeting to order.
2) Agenda Additions and /or Deletions: none.
3) Minutes of the October 9, 2012 meeting: approved, with the addition of the full
text of the resolution.
4) Public Comment: none.
5) Franchise Agreement: discussion. DePaolo reported on the Nov. 1 meeting of the
Inter - municipal Consortium meeting (Browne was also there). The City of Ithaca already
has an ordinance on telecommunications "City of Ithaca Cable Television Regulatory
Ordinance" (referred to on p. 3 of the present franchise). The AOC looked at Van
Leuken's Oct. 2012 draft of a "wish list" of provisions for a future franchise; she is still
revising it.
6) Access Studio Coordinator Report. Attached (p. 3 below).
Discussion: Some City of Ithaca budget meetings were not videocast by the person
who contracted to do it, but Mike Cederstrom was able to cover for him.
DePaolo will contact the new ICTV faculty director Chris Wheatley and invite him
to an AOC meeting.
7) Agenda item for next meeting: how to raise public awareness of the importance
of keeping PEG in existence.

- Educational and Governmental Access News
Carol Jennings has been replaced by Chris Wheatley as faculty ICTV director. Carol
Jennings will be spearheading a new project by IC of digital filmmaking downtown in

- Access Capital
Equipment under the 2012 budget has mostly been installed. The new field equipment
storage / training room is complete and has been used for training classes, repair bench
and extra edit room space as well as secure equipment storage. The new version of
Premiere and Windows upgrades has been installed on almost all of our computers by
Jim Blizzard.
- Equipment Repair
A virus was discovered on our editing computers. It took some effort to eradicate, as it
had spread to all our hard drives and thumb drives. It emphasized the need to update
our antivirus software. As our editing computers are not on the internet, but as people
plug the hard drives and flash drives into home computers and download internet items,
we are at risk of this happening again. We will need to consider an anti -virus regimen.
In response to our NEXUS control problem last month, Leightronix staff guided me
through a firmware upgrade and transition from 2 unreliable hard drives to our 4 -unit
array hard drive. This hard drive is promised to be more resilient to electrical
disturbances.
Steve Cass and Paul Cullings did some testing which resolved the problems we had last
month in cablecasting live from the ICSD BOE meeting room. They got the BOE video
signal back on, and in the process, they adjusted the modulator levels to improve the
picture and sound quality.
- PEGASYS Hours
As noted last month, I must reschedule my vacation time within this calendar year, and
we have very limited user fees to pay for a sub, due to using half of them to cover my
broken ankle sick leave. Specifically, we have only 4 4 -hour days of funding. To stretch
them as far as may be, I have set up the following schedule:
Mike Cederstrom will work Mondays and Thursdays on the first 2 weeks of December
while I am on vacation. We will be closed on the Tuesdays and Wednesdays of those 2
weeks. PEGASYS will be closed from 12/17 — 26 for Christmas holidays. We will reopen
for regular hours on Thursday 12/27. An announcement will be made to all producers.
