HomeMy WebLinkAboutMN-CABLE-2012-03-13Cable Access Oversight Committee minutes Mar. 13, 2012 (as approved Apr. 10, 2012) The PEGASYS Access Oversight Committee (AOC) met at 4:30 pm on Tuesday, Mar. 13, 2012, in the PEGASYS studio, 612 W. Green St., Ithaca, NY. Present: AOC members Wayles Browne, Mike Brutvan, Cynthia Brock, Wies van Leuken, chair Rich DePaolo; studio manager Lauren Stefanelli. 0) Notes by W. Browne as AOC secretary. 1) Rich DePaolo called the meeting to order at 4:40. 2) Agenda Additions and/or Deletions: none. 3) Minutes of the Feb. 15, 2012 meeting: approved without changes. 4) Public Comment: None. 5) PEGASYS Capital Budget 2013. AOC began considering this. It needs to be approved by AOC and submitted to the City of Ithaca, Town of Ithaca, and Village of Cayuga Heights for their approval by June 2012 (for the City: by the 4th week in May, in time for a committee meeting). L. Stefanelli: I have sent a letter inviting schools, Cooperative Extension, the City Youth Bureau, Greater Ithaca Activities Center, Southside, and the County Government to submit requests to use educational channel 16 and government access channel 15, as well as applications for equipment funding. No replies yet. Jim Blizzard (Coop Extension/County) is now consulting County people about their needs connected with moving out of the Courthouse into the new County building (= the Old Jail), but probably no County requests will come in time for the 2013 budget. W. van Leuken: Henceforth it would be good to ask for requests earlier in the year. 6) Access Studio Coordinator Report (page 3, with 2 Attachments) a. Time Warner Cable (TWC)'s Capital Purchase Report b. TWC's Semi - Annual Usage Fees Report 7) Member Reports. a. Use of staff time for Production and Transmission services. R. DePaolo has not yet heard from the City Attorney's office about a meeting. b. Producer Survey. M. Brutvan has asked producers if they'll be able to use HD equipment. About 5 replies, no large interest in HD. He also asked producers and members of the Human Services e -mail list if they had heard of instances of subscribers losing reception on channels 13, 15, and 16. A couple of affirmative replies so far from the HS list; he informs them that TWC can repair the problem without charge. Question from Van Leuken: in Cayuga Medical Center, channel 13 on the TVs shows medical broadcasts instead of public access. How is this possible? Brutvan: if in a given building some channel is used for a different purpose, the content of e.g. channel 13 or 16 can be switched to one of the other channels. 2 Brutvan regarding HD: HD cameras all shoot pictures that are 16 x 9 (width 16 x height 9). Are there any that can shoot the more familiar shape 4 x 3 (which would equal 16 x 12)? If not, editing software can change the dimensions (the 'aspect ratio'). Older Premiere software can do this; the new Premiere does it easily. Stefanelli: the future is with wide screen and HD. c. AOC's Capital Purchase Report to the City: AOC will hand on to the City what Stefanelli has reported. d. Quarterly Franchise Fee Report from City, Town and Village: DePaolo expects Town figures for the first quarter of 2012 to be available in April. City Controller Steven Thayer gave C. Brock some figures. e. Reception of channels 13, 15 and 16 evidently has been lost by some subscribers: R. DePaolo will write a letter to TWC. 8) Review the effect of the change in studio opening hours (changed in January from Wed. evening to Wed. afternoon): Several producers like it. Rev. AOC members are invited to attend. - PEGASYS Facility The soon -to -be equipment storage and training room has been cleared of news possessions and cleaned. The PEGASYS control room will get a reorganization of its media racks shortly, to incorporate 2 media players and a hard drive recorder. After several meetings with our engineer and consultation with interested producers, we have a reorganization plan and just need a day when our engineer has several hours to do the re- wiring. I think this will help with general problems of connections and training in the studio: as we will clean up the many extra cables slapped in there for 1 -time projects, replace cables that are old and brittle, and put all media in logical, properly labelled order. Our front door light has been replaced and rewired by electricians. This should give us better lighting at our front entrance at night. - Equipment Repair Our X10 camcorder damaged last month has been repaired and returned to service. Our new digital card camcorder that was damaged by a producer has been sent out for repair. Our new laptop doesn't power up. It has been sent out for repair while under warranty. - Reports Attachment 1 is the final equipment spending report for 2011. We spent $9589.90, well under our $10,000 budget [Adobe software went on sale, saving us about $400]. This brings our equipment fund spending for this franchise from $103,810.92 [through 2010 — see report from last month] to $113,400.84. Equipment fund fees collected through 2010 total $130,283.85. 1 do not have 2011 collections data, but it seems to be in the $16- 18,000 range per year. Attachment 2 is an update of user fees collected vs. spent [none spent in 2011]. - Educational and Governmental Access News Fe Nunn has been appointed by the ICSD superintendent to start a video project for the district. I met with him and discussed his mandate. I think what really excited him was the idea that the video resources of the whole district - including the studio at Boynton, the video - enabled auditorium at LACS and the video -wired board room at I.H.S. — could be tapped by the district for the benefit of all, instead of being used for single users at one school as they are now. As all three of these video studios have been created with PEGASYS resources and assistance, having a superintendent who creates goals of utilizing them more intensively for PEG programming is an exciting development. A second meeting with the superintendent will be set up within the next few weeks.
