The PEGASYS Access Oversight Committee (AOC) met at 4:45 pm on Tuesday,
Oct. 4, 2011, in the PEGASYS studio, 612 W. Green St., Ithaca, NY.
Present: AOC members Wayles Browne, Mike Brutvan, Wies van Leuken, chair
Rich DePaolo; studio manager Lauren Stefanelli.
0) Notes by W. Browne as AOC secretary.
1) Rich DePaolo called the meeting to order.
2) Agenda Additions and/or Deletions: none.
3) Minutes of the Sept. 14, 2011 meeting were approved without change.
4) Public Comment: none.
5) Ithaca College report: J.P. Mosca, Station Manager, ICTV, had a time conflict
but submitted a report by e-mail. "ICTV started its normal broadcasts on September 18th.
Before then however, we successfully hosted a simulcasted debate on channel 16 and 92
WICB with the Democratic candidates running for mayor. The students in charge of that
production are hoping to be able to host another just before the actual election. From
what I know, they've already started organizing it.
Our new A &E Center is currently being wired for us to be able to do broadcasts out
of it live. I know we've discussed doing concerts out of Whalen, but wiring from that
building is somewhat questionable. The wiring in the A &E Center will certainly make it
easier for future student producers to broadcast live events from the new building that
hold more of a community interest. Our first test -run of the facility's wiring will be in
mid - October during the building's official opening celebration....

6) Member reports.
a. Use of staff time for Production and Transmission Services: no report, awaiting a
response from the City Attorney. Will be kept on agenda.
7) Access Studio Manager's Report. Presented in writing (attached).
DePaolo will contact Alternatives Community School about submitting
programming for cablecasting; he and Stefanelli will ask other schools. Boynton Middle
School has 5 min. daily of in -house programming but has not been broadcasting it.
Stefanelli: A change in studio opening hours is proposed beginning Jan. 2012,
which would have Wednesday hours 1 to 5 pm instead of the present 5:30 to 9:30 pm.
AOC will consider this proposed change at its next meeting; in the meantime,
Brutvan should poll producers and ask how they would be affected by it.

8) Old Business:
a. Producers' input on equipment needs: Brutvan will ask producers before next
month's meeting.
b. Updated Subscriber ( "PEG ") Fee report (the 1.15").
DePaolo: Figures for receipts from City subscribers seem under the franchise not to
be confidential. Figures for receipts from Town of Ithaca subscribers, under the Town
franchise, are partially confidential but open to Freedom of Information Act requests.
DePaolo will check with the Town's attorney and ask to see Time Warner Cable's books.
Van Leuken to DePaolo: Please ask our City Council liaison Svante Myrick to ask
the City Attorney for the same thing, and I will speak to the Village of Cayuga Heights
mayor.
9) New Business:
a. Review of PEGASYS's Access Rules. These will be discussed in the future.

- Institutional Access
Our usual players are in full swing: ICTV has 23 hours per week plus live football,
basketball, and special events like the VIC Marathon and mayoral debates. Ithaca and
Lansing schools both televise bi- monthly meetings. The City of Ithaca and TC
Legislature both televise live meetings. Cooperative Extension has 1 24 -hour block of
programming and bulletin board. No high schools or middle schools are participating so
far this year.
- Equipment Repair and Maintenance Report
We provided several replacement VCRs for Tompkins County's playback system.
We have a pile of them removed from service some time ago which we are drawing
down to keep tape playback available at PEGASYS and the county's facility.
- Programming Highlights
Tony Ingraham has been doing some wonderful field news reports on natural
subjects. His Hurricane Irene Flood report showed the local waterfalls at their flood
peaks and damage to park infrastructure that resulted. His most recent report dealt with
the hydrilla invasion on the Cayuga inlet, and the scientific efforts to address it.
- PEGASYS Hours
Please let me know this month whether you approve the proposed hours change for
2012 that was submitted last month:
Monday 5:30- 9:30pm
Tuesday 5:30- 9:30pm
Wednesday 1:00- 5:OOpm [this is the only day with changed hours]
Thursday 5:30- 9:30pm
- PEGASYS Producers Seeking / Finding Funding Sources
Working without pay is often one of the hardest parts of public access production. So
when producers find or seek funding sources, from event organizers, sponsors or
granting agencies, it can mean the difference between a program being produced or not.
Some recent examples: Mike Brutvan received funding to videotape several events by
the League of Women Voters which wouldn't have been taped otherwise. Sonya Hicks
has a new crew member funded by a grant from Boynton Middle School. The young man
is homeless and this is a targeted program to give him a vocational opportunity. Judy
Stock is applying for a CAP Grant to produce a series of children's programs. She made
a wonderful series for public access while in Texas, and in Ithaca has been doing kids'
performances in local schools and at the children's garden, so we just know that a
program she might make here will be terrific. Carisa Fallon produced a full year of her
locavore farm visit & cooking with kids programming "Get Foodie." It improved every
episode. But then her sponsorship from Greenstar ran out and her series ended. She is
now looking for a new sponsor.
We are rooting for all producers seeking or receiving funding!
