The PEGASYS Access Oversight Committee (AOC) met at 4:50 pm on Tuesday,
June 28, 2011, in the PEGASYS studio, 612 W. Green St., Ithaca, NY.
Present: AOC members Wayles Browne, Mike Brutvan, Svante Myrick, chair Rich
DePaolo; studio manager Lauren Stefanelli. Excused: AOC member Wies van Leuken.
0) Notes by W. Browne as AOC secretary.
1) Rich DePaolo called the meeting to order.
2) Minutes of the April 13, 2011 and May 24, 2011 meetings were approved.
3) Public Comment: none.
4) 2012 Budget has been approved by the Town of Ithaca and the Village of Cayuga
Heights. No word about the City.
5) Ithaca College report: none.
6) Member reports.
a. Use of staff time for Production and Transmission Services. Time Warner Cable
manager T. Doheny replied to our letter, rejecting our arguments. The Town Supervisor
understands there is an effort to increase the number of communities participating in the
TWC franchise; this kind of issue will be on the table for discussion.
R. DePaolo: The NY State Public Service Commission has offered to mediate
between the AOC and TWC positions; shall we ask them to? Our position is that
providing playback implies providing a person. S. Myrick will give City Attorney Dan
Hoffman our and TWC's letters and ask his opinion (but not urgently). We'll wait a
couple of months to see what Hoffman says, and then determine a course of action at that
time.
b. PEGASYS website: we're looking into a gratis website- hosting arrangement.

7) Access Studio Manager's Report. Presented in writing (attached).
a. TWC Semi - Annual Usage Fees Report (attached).
b. Follow -up Repair of NEXUS: done.
c. Updated Franchise Collection report (the ".5 % "): has asked TWC for figures,
none yet.
d. Updated Subscriber ( "PEG ") Fee report (the "$.15 "): has asked TWC for figures,
none yet.
8) Old Business. Updated Quarterly Franchise Fee Reports from City, Town and
Village: none from Town, none from City.
9) New Business. Producers' input on equipment needs. Brutvan will ask; so will

Stefanelli. Best time to ask: early fall.
10) Next Meeting: Tuesday Aug. 9, 4:30 (no meeting in July).
11) Adjourned approx. 5:50.

- Institutional Access
IC ran NASA programming on channel 16 for several days this month.
I met with Jim Blizzard to get some understanding of the county's
equipment needs as they contemplate their move. He says that although the old
jail is the likely location, it is not yet a certainty. The Human Services Building has
a room that was wired for video to Jim's specifications during its construction,
and that is his preferred destination. He believes that the move will be finalized
and take place by January.
As for what equipment they need, he believes that the audio system can be re-
used. The video system consists of equipment from 10 -20 years old. There are
some questions about how viable that equipment will be. There is also some
question about whether funding will continue for multiple camera operators, so
Jim has become interested in exploring remote - controlled camera options. I
suggested he invite Audio /Video Corp. to have a consultant meet with him to go
over some equipment options.
The City has committed the remainder of the carry -over PEG fund to a
Leightronix live- streaming system, so that city council meetings can be streamed
live on the web from the City's website. This equipment has been ordered.
The ICSD has also started live- streaming its BOE meetings. They are
using "U- Stream," a web - streaming service.
- Building Repair and Maintenance Report
The air conditioner problems we had last month have been fixed.
The NEXUS server was sent out for repair of heat - related damage and
has been returned. It is working normally.
In response to Wies van Leuken's request, Time Warner has agreed that
the front gate and the handicapped ramp gate shall remain unlocked during
PEGASYS hours of operation for the convenience of producers.
- Capital
I will be sending out invitations to producers to either send suggestions or
join a group to investigate our next generation of camcorders and tripods. I hope
to have this group meet in September and October, with a final decision made by
the end of October.
- User Fees
Report for January — June User Fees for producers and trainees living
outside the participating municipalities is attached.
