HomeMy WebLinkAboutMN-CABLE-2011-04-13Cable Access Oversight Committee minutes Apr. 13, 2011 (as approved June 28, 2011) The PEGASYS Access Oversight Committee (AOC) met at 4:40 pm on Wednesday, Apr. 13, 2011, in the PEGASYS studio, 612 W. Green St., Ithaca, NY. Present: AOC members Wayles Browne, Wies van Leuken, Mike Brutvan, Svante Myrick, chair Rich DePaolo; studio manager Lauren Stefanelli. 0) Notes by W. Browne as AOC secretary. 1) Rich DePaolo called the meeting to order. 2) The minutes of the Mar. 9, 2011 meeting were approved with small additions. 3) Public comment period: No members of the public. 4) Review of funding proposals from educational institutions: None have been received. Studio manager Stefanelli has turned some additional old pieces of equipment over to Lehman Alternative Community School (LACS). 5) Access Studio Manager L. Stefanelli's report: presented in writing (attached), also 2010 Ithaca Equipment Fund Final Report (attached). She described to AOC members various pieces of equipment that had been provided for but not, in the end, purchased. S. Myrick moved that we amend the 2011 budget down to $10,000 exclusively for contingencies. Seconded by DePaolo; adopted unanimously. This leaves an additional $18,500 (plus more from previous years) for the 2012 budget, which Stefanelli will draft so as to include 5 new (high- definition capable) cameras at ca. $5000 each, plus $5000 for contingencies, total ca. $30,000. 6) Member Reports. a. Overdue Quarterly Franchise Fee Report from City of Ithaca, Town of Ithaca, Village of Cayuga Heights. W. van Leuken has received some Town figures. It appears that TWC got $2000 more back from the Town than it should have. b. Internet Access Quotes. No new information. c. Use of staff time for Production and Transmission Services. DePaolo has drafted a letter to regional manager Thomas Doheny of TWC. AOC members approved the text. d. Other Reports. Van Leuken's draft of a jointly- signed letter from the mayors of the 3 municipalities (City of Ithaca, Town of Ithaca, Cayuga Heights) to TWC re lack of information on the 15¢ collection will be on the agenda for the next meeting. 7) Old Business: PEGASYS website. S. Myrick has consulted City Clerk Julie Holcomb: the City can host the PEG schedules on its website once the new site is up (approx. 2 months from now). 8) New Business: discussion with J. P. Mosca, the Ithaca College TV station manager for the year 2011 -2012. ICTV at present cannot pre - schedule its broadcasts in advance - -it has no working NEXUS equipment, and so it can put on a broadcast only when someone is working in the ICTV studio. Stefanelli: ICTV can bring a DVD or flashdrive containing programming to the PEG studio and she'll schedule its cablecast on Channel 16. Mosca: Is there interest in broadcasting music - school concerts on PEG? AOC members: Yes, very much so. It would add to the public visibility of the PEG channels and gain public support for them. 9) Next meeting: Thursday, May 26, 2011, 4:30. Place: PEGASYS studio. 10) Meeting adjourned 6:40. One additional producer entered at his expense, bringing the Ithaca entry contingent to 5. We are hoping for an award this year! PEGASYS will also field a judging panel for the Hometown Awards. - PR We have done over 3 dozen full -page announcements for community organizations as bulletin board items. - Institutional Access LACS did their first project using the new auditorium and PEGASYS donation equipment package — their Middle East Debates. - Building Repair and Maintenance Report An X10 tripod was dropped by a producer and the pedestal column broken. It looks like it is not repairable. Our NEXUS server at the PEGASYS Center has had a number of occasions when it shut itself down. We had its event logs analyzed by Leightronix, and they informed us that one of its internal fans has stopped working. They insist that it cannot be serviced except by them [i.e., must be sent out]. We are researching whether or not a loaner NEXUS could be made available. If not, we will have to suspend playback while this unit is serviced. The City Hall media booth had serious technical difficulties last month, leading to problems with the last 2 Common Council meeting's videography. We have had service technicians repairing a broken camera controller cable and Leightronix technicians troubleshooting problems with UltraNEXUS recording. Looks like the mpg problems were due to operator error with incorrect settings on an analog to digital converter which we didn't know enough about [and must have touched by accident]. - Capital A report for 2010 Equipment Fund spending is attached. The total was $17,434. The total equipment spending for this franchise is $103,811. We have received no requests from educational access institutions requesting funding for access programming projects for the 2012 budget. - Equipment Fund Collections Report Our accounting department has continued to work on the anomalies in this report. As of this date, we are still not satisfied that all data is completely accurate. We hope to have a report for the AOC soon. Since we have had no website to display it, there has been no grid for channel 16. However, there are schedules. ICTV has its schedule on its website www.ictv.org. Channel 16 can be received by any subscriber with basic cable service. ICTV is unique in having a fully professional Master Control facility, like a television station, through which student operators switch programming directly onto the cable system. ICTV programs twelve - week seasons in fall and spring Sundays through Thursdays, 6:30pm -11 pm. Other times, we transmit a live view of The Towers of IC and Ithaca College Radio....
