The Cable Access Oversight Committee (AOC) met at 4:55 pm on Wednesday,
Feb. 9, 2011, in the PEGASYS studio, 612 W. Green St., Ithaca, NY.
Present: AOC members Wayles Browne, Wies van Leuken, chair Rich DePaolo;
studio manager Lauren Stefanelli.
0) Notes by W. Browne as AOC secretary.
1) Rich DePaolo called the meeting to order.
2) The minutes of the Jan. 12, 2011 meeting were approved with some revisions.
3) Public comment: None.
4) Review of funding proposals from educational institutions. Studio Manager
Stefanelli has written to schools, but no proposals received yet. She asked for
submissions by March 31, and will forward these to AOC members before the April
meeting. Members feel from now on the deadline should be earlier: the beginning of
January.
5) Member Reports.
a. Quarterly Franchise Fee Report from City of Ithaca, Town of Ithaca, Village of
Cayuga Heights. W. van Leuken met with Steve Thayer, City comptroller. He will try to
give us the franchise fee worksheets that are provided by TWC each time TWC pays the
fees to the city. She has also asked Cayuga Heights for these. R. DePaolo will ask the
Town for these worksheets, and for franchise fee figures for the last two quarters of 2010.
b. Internet Access Quotes. DePaolo will ask the Town's attorney for an opinion on
which budget item internet access could be considered to fall under, or ask the New York
State's Public Service Commission contact, Ms. Carol McTague.
c. Use of staff time for Production and Transmission Services. AOC has decided to
seek an interpretation of New York State Code section §895.4(7) regarding transmission
vs. production services. DePaolo will follow up.
d. Other Reports. Re broadcasting programs from schools, DePaolo has contacted
LACS, which promises some programming by March, and also Boynton: a response from
teacher Fe Nunn, but no promise of programming.
6) Access Studio Manager L. Stefanelli's report: presented in writing (attached).
7) Old Business. Meeting to discuss Ithaca College's use of public access channel:
DePaolo e- mailed Carol Jennings of Ithaca College TV, who will try to come to AOC's
Mar. 9 meeting.

8) New business. DePaolo will e -mail S. Myrick to see if he or another Council
member would be able to attend AOC meetings regularly.
9) Next meeting: Wednesday, Mar. 9, 2011, 4:30. Place: PEGASYS studio.
10) Meeting adjourned 6:08.

- Producer Appreciation
The 2011 PEGASYS Awards is underway. We have 26 programs competing in 8
categories. The judges have completed their viewing and our awards ceremony
will be held on Friday, February 25, with refreshments starting at 7pm. Everyone
is cordially invited to attend. The Awards will be presented live on channel 13
starting at 8pm.
- PR
We provided a PSA and talk show for Light in Winter, and they thanked us by
acknowledging us as program sponsors.
- Institutional Access
LACS received parts of the old City Hall equipment package for their new
auditorium. The new auditorium looks beautiful, and has a custom control room
area built in. They have already received and installed the old cameras, some
monitors and a video switcher. Last month we added the old Inscriber computer
from the City package, a digital to analog converter and have turned up some
used color monitors. ICSD has just relinquished the camera controller to LACS
because they could install it without extra cost and because they have more use
for changing shots.
IC ran NASA programming during intercession instead of just a rooftop
camera.
- Building Repair and Maintenance Report
An X10 camcorder was returned with a broken shotgun mic. The repair staff in
Syracuse just notified me that they fixed it and will be sending it back shortly.
- Capital
We have continued to install equipment received under the 2010 budget.
The new audio board was installed in January. It has received many
compliments.
A letter was sent to educational access institutions inviting them to request
funding for access programming projects for the 2012 budget. [copy attached]
- Reports Attached are 2010 PEGASYS Reports.
Programming — As you can see, the installation of the NEXUS system at
the end of 2005 enabled a big jump in rerun programming due to the greater
ease of programming mpgs compared to loading and reloading media. Hours of
first -run programming has been pretty stable, but reruns have increased every
year, and are now running 60% higher than in 2005. This is something the AOC
has requested.
Equipment Usage — We introduced in mid -year a second studio, our "mini -
studio" and two HD memory card camcorders; they had low usage last year but I
hope will increase this year. The reduction of on -site editing in favor of usage of
the laptop computer and people editing on their home computers is a continuing
trend.
User Fees 2010 — As you can see in the attached report, we have
collected just under $400 in user fees for 2010 and used just over $1200 to pay a
temp to cover staff vacation. The carried -over fund has been exhausted and
without additional revenue, there won't be sufficient funding to cover staff
vacation this year.
Equipment Fee collections: Tom Doheny has reported back on Jan. 25 in
an email to Rich DePaolo: "As you know I have been working with our accounting
department on the reconciliation of the Equipment and Facilities fund and I expect it will
be completed soon."
